5 Background what is an apprenticeship? Apprenticeships combine practical training in a job with study Develops job-specific skills and supported by workplace An apprentice earns a wage and is entitled to time off to study Apprenticeships have equivalent educational levels Intermediate L2 (GCSE) Advanced L3 (A-Level) Higher L4, L5, L6, L7 Foundation degree and above Degree L6 and L7 Bachelor s or master s degree Some apprenticeships may also give apprentices an additional qualification, such as a diploma.

6 Background the SFA/ESFA on standards Employer-led Trailblazers designing apprenticeships Giving employers the opportunity to set the skills, knowledge and behaviours they need Short, concise standards Providing a clear and attractive shop window for parents, apprentices and businesses All apprenticeships have an endpoint assessment and grading Ensuring that apprentices are signed off as fully competent at the end of their apprenticeship All apprenticeships must be at least 12 months Continuing to drive up the quality of apprenticeships Alignment to professional registration Ensuring apprentices gain professional registration where applicable Source: SFA Dec 2016

11 Current status of P&S apprenticeships The L4 Apprenticeship Standard for Commercial Procurement and Supply (ST0313/02) is an update to the Public Sector Commercial Standard. CIPS has supported the public sector commercial trailblazer group as it re-designs the L4 apprenticeship standard for all sectors and the re-named standard procurement and supply commercial (L4) is approved. However, the trailblazer is still developing the associated assessment plan which is causing the delay and confusion owing to sometimes conflicting messages from the ESFA and IFA

13 If you are an employer sourcing a provider Apprenticeship provider search on the ESFA site Employers should ensure their provider selection criteria for the L4 Apprenticeship (Commercial Procurement and Supply apprenticeship stipulates that the provider must either: be approved as a CIPS study centre or work with an approved CIPS study centre for the delivery of CIPS qualifications CIPS study centre network (England) includes centres approved to deliver apprenticeships

15 Apprentice assessment organisation Each Apprenticeship Standard has an Assessment Plan Apprentices on each apprenticeship are independently assessed End-point assessment (EPA) This is to ensure they have achieved the knowledge, skills and behaviours defined in the apprenticeship standard The assessment plan for Commercial Procurement and Supply is currently under review. CIPS is approved to conduct the EPA for the current plan awaiting instruction from the ESFA on whether approval will be required for the updated Assessment Plan

16 Overview of current Assessment Plan Assessment Plan has a high degree of employer involvement to support the apprentice and to conduct the assessment Employers need to recognise and plan for resource implications Study centres/providers will work with employers to ensure they commit to support the apprentices.

17 Appointment of apprentice assessment organisation Employers select an end-point assessment organisation from the register of apprentice assessment organisations (AAO) Providers contract with the AAO selected by the employer The contractual agreement must comply with the requirements set out in the Funding Rules sets out the arrangements for end-point assessment, including arrangements for any re-takes and payments CIPS has standard contact for provision of Apprenticeship Assessment Services.
