1 2018 TYLER PUBLIC SECTOR EXCELLENCE AWARD WINNERS Nevada Eighth Judicial District Implemented Odyssey Guide and File to increase access to justice The Nevada Eighth Judicial District set out to make a fundamental American value a reality justice for all. While every individual s access to court services is a seemingly simple concept, the complexities of laws and procedures can make processes like name changes, fee waivers, small claims and divorce proceedings difficult tasks for citizens to complete without the assistance of an attorney. And, for many, financial constraints prevent them from hiring legal representation. So, the court looked to the Odyssey Guide and File software to simplify legal processes and move toward the State of Nevada Access to Justice Commission s vision of 100 percent access to justice for its citizens. In partnership with Tyler Technologies, the court implemented the new software in Legal Aid Self-Help Centers to help self-represented litigants through self-guided interviews for 12 different case types. Using the software, citizens answer a series of questions, and their responses automatically generate the necessary forms for case filings. In 2017 alone, more than 3,124 interviews were completed. This new-found access not only helps to extend access to all citizens, it also reduces the amount of time each court clerk spends on a given case, ultimately saving tax payer dollars. Results WINNER Named one of the National Court Management Association s (NACM) top 10 court technology solutions in 2016 More than 3,124 interviews completed in 2017 Increased access to justice with convenience and flexibility for citizens Decreased case rejections and illegible filings with SRL e-filing Reduced staff time and court time required to serve SRLs, saving taxpayer dollars The Nevada Eighth Judicial District has achieved an Advanced environment in every dimension through their use of Odyssey. 2 Results WINNER Realized an immediate and direct return on investment with efilega profit sharing and public access revenue, plus indirect savings from reduced paper consumption Allowed clerks to focus on more knowledgebased tasks rather than repetitive data entry tasks Created more efficient, informed and timely access to justice for constituents Streamlined processes through real-time data sharing and workflows between agencies Reduced paper usage and redundant data entry The DeKalb Superior Court has achieved an All environment on all dimensions with Odyssey. DeKalb Superior Court, Georgia Unified multiple legacy systems with Odyssey to lead the way for integrated justice The challenges of antiquated software systems, which necessitated duplicate data entry, and messy paper filing systems inspired DeKalb Superior Court to implement Odyssey. In 2014 they first implemented e-filing then made the unprecedented decision to move independently to Odyssey case manager, leaving the other justice partners on legacy systems. Due to the success of the Superior Clerk s projects and recognizing the benefits of advanced technology, other justice partners followed their lead. In 2017, other county agencies including the Pretrial Services Division and the Sheriff s Department joined the Superior Court on the Odyssey system. By successfully expanding Odyssey throughout the justice system in DeKalb, modern, more efficient processes have replaced the frustrating tasks once necessary to manage the court using multiple old, siloed systems. Real-time data sharing and streamlined workflow within each court and between agencies have reduced the county s dependency on paper files, reduced the risk of error in data entry, and allowed staff to refocus their time on other tasks. ALL ELECTRONIC Merced Superior Court, California Trailblazers in modern technology and early adopters of Odyssey 2017 Case Manager Before the Merced Superior Court implemented Odyssey in 2013, it was, like many courts, dependent on paper files. Entering information in multiple systems took up the bulk of court clerks time and justice partners had to physically deliver key documents. With the 2013 go-live, however, Merced became a leader among courts and only the third court in California to transition to fully integrated software and has helped to lead the way in justice system technology ever since. Proudly taking on every new opportunity with the motto, be the first and the best, the court volunteered to serve as an early adopter of Odyssey 2017 Case Manager in all divisions, including: traffic, civil, criminal, and family law. The court s staff worked tirelessly with Tyler Technologies to thoroughly test and train staff on the new version which resulted in a smooth go live. Today, the Merced Superior Court is a completely electronic and paperless court. Using Odyssey 2017 Case Manager in conjunction with other Tyler solutions has empowered the court to strengthen internal processes and improve the judicial experience for members of the public.

4 Pinellas County Circuit Court, Florida Closed the gap to create seamless integration between justice partners using Odyssey When the Pinellas County Circuit Court implemented Odyssey, a gap in imaging and workflow formed between the new software suite and the interface with an older legacy product designed to decrease the court s reliance on paper. Rather than managing workarounds, the court sought to continually improve its processes and implement a single, integrated system. By working with Tyler Technologies to improve operations and enhance the document queue, Pinellas County and its justice partners made the necessary configuration changes to expand its paperless workflow capabilities. These improvements created a unified system that now allows the county judicial system to share information across agencies rather than replicating the data in multiple systems. The new processes have strengthened the reliability of the data by reducing the risk of error. New efficiencies include e-signature, annotations, on-demand court document generation, the ability to relate tasks to workflow, and the electronic routing of important data. In addition, the project reinforced the relationship between the justice partners and ultimately opened up new channels of communication to continually improve the system. Results WINNER Created seamless integration between workflow and case manager Reduced review time by staff Promoted paperless workflow environment between all justice partners Retired a legacy system and eliminated annual maintenance/licensing fees Pinellas County Circuit Court has achieved an All environment with the use of Odyssey. ALL ELECTRONIC The court s efforts have brought it one step closer to becoming a fully digital arm of the government and is helping it to better serve its constituents.

5 E-Court Maturity Model Tyler s E-Court Maturity Model is a valuable tool for planning your organization s successful evolution from paper-based operations to electronic. As a scorecard, it identifies many key characteristics of an electronic court. By implementing the capabilities in the table, and over time moving toward the top of the chart, courts eliminate paper and become more efficient. Eventually, a completely electronic court is achieved. Shown below is the Maturity Model for courts, but there are also versions for jails and prosecuting attorneys.
