3 Basic Elements of the Phytosanitary Certification Process Ascertain the relevant phytosanitary requirements of the importing country (including import permits if required) Verifying that the consignment conforms to those requirements at the time of certification Issuing a phytosanitary certificate 3

4 Legal Authority The NPPO should have the sole authority by legislative or administrative means for control and issuance of Phytosanitary Certificates for export or re-export -bear the legal authority for its actions -implement safeguards against potential problems such as conflict of interest and fraudulent use of the certificates 4

5 Legal Authority... The NPPO has the authority to prevent the export of consignments which do not meet an importing country s phytosanitary requirements 5

6 Management Responsibility Have a management system that ensures that all requirements including certification specifications, legislative and administrative requirements are met Identify a person or office responsible for the export certification system Identify duties and lines of communication of all personnel involved in certification 6

7 Management Responsibility... Ensure adequate personnel and resources to: -maintain information as needed on phytosanitary requirements of importing country -produce operational instructions to ensure that importing country phytosanitary requirements are satisfied -inspect and test consignments and associated conveyances 7

8 Management Responsibility... Ensure adequate personnel and resources to: -identify organisms found during inspection -verify the authenticity and integrity of phytosanitary measures -complete and issue of Phytosanitary Certificates -document storage and retrieval -training 8

9 Management Responsibility... Ensure adequate personnel and resources to: - disseminate certification and related information - review regularly the effectiveness of its export certification system - develop bilateral protocols if necessary 9

10 Resources Staff of NPPO should be qualified to carry out the following functions, or have access to personnel with capability to: -perform inspections of regulated articles -identify plants and plant products -detect and identify pests -perform or supervise phytosanitary treatments required for certification 10

11 Resources... - survey, monitor and control activities related to phytosanitary certification -construct certification systems and formulate instructions from importing country requirements -audit accredited personnel and certification systems where necessary 11

12 Resources... -Except for issuance of phytosanitary certificates, non-governmental personnel may be accredited by the NPPO to carry out specific certification functions to be accredited, these persons must be qualified and skilled, and responsible to the NPPO should be subject to restrictions equivalent to government officials should have no financial interest in the final outcome 12

13 Resources... Information: NPPO should maintain official current information concerning import requirements of its trading partners Technical information on regulated pests: provide adequate information on quarantine and regulated non-quarantine pests for the importing country (eg status, distribution, biology...) 13

14 Resources... Equipment NPPO should ensure adequate equipment and facilities to carry out inspections, testing, verification and phytosanitary certification procedures 14

15 Documentation Phytosanitary Certificate -as described in the annex of the IPPC -contain sufficient information to clearly identify the consignment -validity of limited duration 15

16 Documentation... Phytosanitary Certificate for re-export -if special requirements cannot be met by country of re-export, no re-export certificate can be issued unless this special requirement was included in the original Phytosanitary Certificate 16

17 Documentation... Phytosanitary Certificate for re-export - if PC not required by country of re-export but by country of destination, normal PC -with country of origin in bracket- may be issued if requirements can be met through visual inspections or laboratory analysis 17

18 Documentation... Procedures Instructions relating to Phytosanitary Certificate: -control over issuance -identification of issuing officer -completion of PC -signature and delivery of PC Instructions related to other components -traceability, consignment identification, records 18

19 Documentation and Communication Documentation - records for purposes of traceability and validation Communication - within and outside of importing country concerning changes in -importing country requirements -pest status -operational procedures -non compliance 19

20 Review Mechanism System review Periodic review of effectiveness of all aspects of the export certification system Incident review procedures for investigating reports of noncompliance 20
