PARCEL POST (Air Parcel Only) None. Declarations should show the Post Office serial number and the parcel and should as far as possible, be prepared in French as well as in English and in accordance with the classification of the French Customs tariff. Weights and measures should be shown in the metric system. Letters, except those exchanged between the sender and the addressee of the parcel or persons residing with them; butane gas lighters; playing cards; saccharine; tobacco essence; all goods bearing indication which suggest they are of French origin or manufacture when they are not. Restrictions apply to the importation of cut-flowers; eggs of game birds during close season; fish and game; fresh fruit; fresh vegetables and potatoes, including seed potatoes; gramophone records; preserved fish, plums and vegetables; living plants, roots and bulbs; shrubs. The importation of certain other goods is subject to the product of an import licence, and such goods should not be despatched until the necessary licence has been obtained by the addressee. 1

2 Gift Parcels Gift parcels are only admitted free of Customs charges if they comply with certain conditions. Information about these conditions is given in the entry for France. Invoices Invoice will be necessary for commercial parcels of a value greater than 250 French francs. It must compulsorily be attached by the senders, to the Customs declarations. Delivery Charges Delivery charges are collected except at La Pointe des Galets, Saint Denis and Saint Pierre. RHODESIA- See ZIMBABWE (Republic of) ROMANIA (1) Printed papers. (2) Registration. Customs charges See under PARCEL POST Documents, printed matter, photographs, films etc containing matter contrary to Romanian laws and customs; postage stamps addressed to private persons; other goods not admitted by legal regulations; reproduction and duplicating machines; air conditioning appliances; products of animal origin. Ordinary and registered letters containing articles subject to Customs duty. Postal items containing firearms and ammunition, as well as parts of these, sent to or transiting via Romania, are prohibited. Ordinary letter containing coins, bank notes, currency notes or securities of any kind payable to bearer, travellers' cheque, platinum, gold or silver, whether manufactured or not, precious stones, jewels or other valuable articles. Customs charges The value threshold on which customs duty is charged on goods imported from countries outside the European Union is set at 150 EUR. Thresholds for import VAT are set at 10 EUR for commercial consignments and 45 EUR for gifts between private individuals. There is no exemption (from customs duty or VAT) for imports of tobacco, tobacco products, alcohol products, perfumes or toilet waters. However, gift consignments of alcohol, tobacco products, perfume and toilet waters are exempt, within specific allowances, from customs duty and VAT. These allowances are set out in the table below: Type of goods Allowances Tobacco products Alcohol Perfume and toilet waters 50 cigarettes; or 25 cigarillos (cigars with a maximum individual weight of 3 grammes); or 10 cigars; or 50 grammes of tobacco 1 litre of distilled beverages and spirits over 22% volume; or 1 litre of fortified or sparkling wine, and some liqueurs of 22% volume or less; and 2 litres of still wine. 50 grammes of perfume; or 0.25 litres of toilet water. More information can be found on the national customs authority website Letters; products of animal origin; radio transmitting and receiving sets; medicines not in their original packaging; used garments; shoes; linen in gift parcels and other goods not admitted by legal regulations; reproduction and duplicating machines; air-conditioning appliances. Postal items containing firearms and ammunition, as well as parts of these, sent to or transiting via Romania, are prohibited. Under Romanian regulations, no parcel other than gift parcels, and parcels containing printed matter only (books, periodicals, etc) may be sent to private persons. No parcels other than those containing printed matter may be sent by commercial firms except to Romanian state 3

4 enterprises. Customs duties will not be raised on parcel containing scientific or therapeutic products sent by commercial firms to institutions, scientific organisations, clinics, hospitals, etc. Information about Romanian state enterprises should be obtained from the Romanian embassy. Gift Parcels Under Romanian regulations, gift parcels may be sent to private person without import licences, provided the contents are for the personal use of the addressee or members of his family; Customs duties are payable. The parcels may contain only certain articles in specified quantities, and the total weight of all parcels received by one person during one year must not exceed 25 kg. Parcels sent in excess of this annual weight limit require import licences and are subject to higher Customs duties. Medicine may be sent providing a permit issued by the Romanian Health Authorities has been obtained by the addressee, but may not be included in parcels containing other items. No goods other than medicines may be sent in hermetically sealed tins; fresh fruit and vegetables must be accompanied by a certificate of plant health. Customs declarations must specify in detail the number, weight and value of each article which must be separately listed. In addition, a detailed list of the contents must be enclosed in the parcel. Address All postal items must bear complete addresses and correct postcodes to facilitate delivery. To facilitate customs clearance and delivery, it is desirable to include the addressee's mobile telephone number and address, if known, on the postal items. 5 French or Russian as well as English. - Letters; - Corrected proofs and printed matter with marked words or phrases, documents, printed matter, photographs, pictures and so on prejuducual to Russian economy; - Pathogenic or potentially pathogenic organisms; - Toxic substances which are not precursors of narcotics and psychotropic substances; - Perishable foodstuffs, fresh fruits and vegetables, pasta foods including bread products; - Used cloth, clothing and footwear; - Military materials; - Postage stamps; - Monetary instruments of the Russian Federation or foreign countries, including currencies, coins, bank-notes, securities of any kind payable to bearer, and travellers' cheques; - Sulphate of copper; - Chewing gums; - Musical cards; - Platinum, gold or silver manufactured or not, precious stones of any kind or natural diamonds (except for jewelleries and other valuable articles in insured letters); - Printed or audiovisual materials which: propagate extremist or terrorist activities or publicly justify terrorism; are of a pornographic nature; are manufactured or distributed in violation of the legal requirements on elections and referenda in member countries of the Eurasian Economic Community Customs Union; are intended to spread propaganda containing Nazi ideas or symbols, or ideas or symbols that might be confused with those of Nazi ideology; contain other information that could be prejudicial to the political and economic interests of the Russian Federation, to public safety, and to the health and morality of its citizens; - Plants of any kind and in any form, and seeds; - Ozone-depleting substances; - Plant protection products subject to the provisions of Annexes A and B to the Stockholm Convention on Persistent Organic Pollutants of 22 May 2001; - The following implements for fishing aquatic biological resources: knotted fishing nets made from synthetic monofilaments or other polyamides, with a filament diameter less than 0.5mm and mesh size less than 100mm (length of mesh at one side is less than 50mm); electric fishing systems and equipment consisting of electric signal generators with connected conductors and accumulators (batteries), employed together to fish biological aquatic resources using electric current; - Alcohol products, ethyl alcohol, beer; - Tobacco products or smoking mixtures of all kinds; - Radioactive materials; In addition, it is prohibited to send the following items for personal use (sent to the address of private individuals or sent by private individuals for needs that are not related to company activities): - Special technical publications on the covert reception of intelligence; - Medicines; - Conserves in hermetically sealed containers; - Cultural artefacts; - Scrap and waste from ferrous and non-ferrous metals; - Non-manufactured precious metals, precious metal scrap and waste, ores and concentrated precious metal products, and primary products containing precious metals; - Mineral substances (non-manufactured natural stones); - Information about subsoils. Books, pictures, maps, music or other printed matter, drawings, photographs, film, manuscripts, printers' blocks and gramophone records are admitted only by authority of the 5

6 Russian Authorities. Exceptionally, however, technical and scientific literature and periodicals not intended for sale sent to Russian trusts, syndicates or government departments, and single copies of books, periodicals and so on sent by publishers, bookseller and other firms to private persons are admitted without permit; Meat in any form; Medicines other than to private person are admitted only if accompanied by a prescription issued by a doctor in the Russian Federation and bearing the stamp and seal of a Russian health centre. Encrypting and encoding devices used for coding (encyption); High-frequency apparatus. Parcels containing butter, honey and animal products must be accompanied by a certificate issued by the veterinary authorities of the country of origin. Parcels containing urns of ashes of deceased persons must be accompanied by medical certificates. Gift Parcels Small quantities of certain articles may be imported without a licence up to specified limits provided they are intended for the personal use of the addressee. Gift parcels may not contain perishable food, foodstuffs in hermetically sealed or glass containers, spirits, cloth cuttings, thread, photographic apparatus or watches. Packing Parcels must be strongly packed in the manner adequate for the length of the journey and for the protection of the contents. RWANDA (1) Dutiable goods admitted in the letter post. Import licences may be required for some classes of goods. Invoices An invoice may be required for each commercial parcel or consignment of commercial parcels for same address; and senders are recommended to satisfy themselves as to the need for fulfilling this requirement before parcels are posted. Packing Items to be sent to Rwanda should not be wrapped in plastics. SMS Notification of Arrival An SMS notification of item arrival will be sent to addressees of parcels and registered mails bearing valid mobile phone number. 7
