3 National ITGS in Serbia current situation Legal framework The Statistical Office of the Republic of Serbia (SORS) is authorised and obligated to carry out the control, processing and release of data and the Customs Administration of the RS is authorised and obligated to compile the data. The compilation of data on the Serbian international trade is based on a set of laws, legal acts and regulations and several agreements signed: Law on Official Statistics (Official Gazette of RS, No. 104/09); Program of Official Statistics in the period (Official Gazette of RS, No. 23/11); 3

5 ITGS in Serbia current situation International Legal framework Apart from the national legislation, international recommendations and legal acts are directly applicable: The publications UN International Merchandise Trade Statistics: Concepts and Definitions 2010 (Series M, No. 52/2011). Another important source of recommendations and acts are those adopted by the EU for international trade statistics: Extrastat basic regulation No. 471/2009, relating to external trade with non-member countries; Statistics on the trading of goods User guide (methods and nomenclatures), European Commission, Eurostat,

6 ITGS in Serbia current situation International Legal framework Regulation (EU) No 92/2010 of the European Parliament and of the Council on Community statistics relating to external trade with nonmember countries, as regards data exchange between customs authorities and national statistical authorities, compilation of statistics and quality assessment; Regulation (EU) No 113/2010 of the European Parliament and of the Council on Community statistics relating to external trade with nonmember countries, as regards trade coverage, definition of the data, compilation of statistics on trade by business characteristics and by invoicing currency, and specific goods or movements; Regulation (EU) No 927/2012 amending Annex I to Council Regulation (EEC) No 2658/87 on the tariff and statistical nomenclature and on the Common Customs Tariff 6

7 Coverage ITGS in Serbia current situation Statistical Office of the Republic of Serbia (SORS) compiles External Trade Statistics according to the General and Special trade system from January 2010 for both flows (imports and exports). In cooperation with the Customs Authorities and with the help of experts from Eurostat in the end of 2009 SORS made the proper connections of CPC (Custom Procedure Cod) for defining the scope of general and special trade system. The SORS published data by general trade system. No statistical threshold 7

9 Data sources: Inter-institutional cooperation The Customs Administration, the Postal Service Administration and EMS are responsible for data collection. The Statistical Office is responsible for data processing; The Customs Administration, Postal Service Administration, EMS and the Statistical Office are responsible for contacts with traders (PSI Provider of Statistical Information). The SORS is responsible for helpdesk. SORS provides help for data users related to the methodology, classifications, using ETS databases and provides answers to any questions from the field of ETS. Only SORS is authorized to publish data. 9

10 Data collection The main source of external trade data basis is copies of customs declarations on physical medium, including data related to specific movements such as gas, fuel and electricity, ships and aircrafts, except postal parcels on the export side. The EU legislation provides the possibility to use additional data sources. Due to this: Since 2012 SORS has been using the postal system as the additional data source for the data of export goods that are without economic importance, this being accompanied by an invoice with a total value up to 1000 EUR or in another currency of the same value. 10

11 Data collection Also, from 2013 SORS has introduced the survey on the export and import of electricity in order to collect data about electricity from the Public enterprise for electric energy transmission and transmission system control ''Elektromreža Srbije'' (EMS), as another additional source (in accordance with Chapter 4 of the EU Regulation No. 113/2010), since that the Customs Administration does not provide full coverage for foreign trade statistics under general trade system. Due to this fact, SORS has started to use new additional sources which are still in the testing phase. 11

12 ITGS in Serbia classifications Country Classification Import statistics use the country of origin for the partner country, and in some cases the country of consignment, while the country of last known destination is used for export statistics. In compiling data the ISO letter classification is used both by Customs and SORS. In data processing and publishing SORS, with the help of correlation tables between ISO 3166 Alfa 2 Country Codes and the Geonomenclature, uses the Geonomenclature - updated version. 12

13 Product Classification The Harmonized Commodity and Coding System (HS). CN (Combined Nomenclature). CN - 8 digits of the Serbian Customs tariff is fully harmonized with the EU CN. 14 Product Classification The SITC Rev. 4 (Standard International Trade Classification), which is managed by the United Nations was introduced in The Nomenclature of External Trade Statistics (NETS) - the position of SITC codes with another two digit places (5+2). BEC Rev. 4 (The classification by Broad Economic Categories) This classification of goods permits the conversion of international trade data compiled on the SITC into end-use categories. MIG European Community classification of products according to Major Industrial Groupings. NACE, Rev. 2 (Classification of Economic Activities) NACE Rev. 2 is the classification of economic activities corresponding to ISIC Rev. 4 at European level. CPA (Classification of Products by Activities 2008 version) 14

15 Data checking and editing Customs Administration, Elekromreža and Postal Service Administration send data on regular monthly bases (the first working day following the fifteenth in the month for the previous months). The sets of mentioned data are not suitable for further immediate processing, however a separate set of tables is required which is the basic set for all data processing. As stipulated in Agreement with the Customs Administration SORS can change only boxes as follows: parity border and code of parity place, currency code, code of unit of measurement, quantity of unit of measurement, net mass, gross mass and statistical value. The Statistical Office regularly sends to the Customs Administration the errors found so that the latter can also correct the data on item level in its own database, as agreed in written. 15

16 Data checking and editing The data quality control (data checking and correction) is certainly one of the most complex activities of the whole process of compiling statistical results. SORS applied type of controls as follows: a) Selective checks b) Validity checks c) Logic combination checks d) Credibility checks e) High value filters f) Price controls 16

17 ITGS indicators SORS compiles for each monthly reference period statistics on imports and exports of goods expressed in statistical value and quantity (net mass in kg and where applicable the supplementary unit expressed in the respective measurement unit), according to the Combined Nomenclatures in force by: trade flow; goods code; partner countries; statistical procedure; nature of transaction; preferential treatment on import (non-compliance with EU); mode of transport at the frontier; 17

SORS also compiles indicators of external trade by business characteristics and by invoicing currency envisaged in Article 15 and 16 of Regulation No 113/2010. Within MB IPA 2012 Programme (Data Collection Project DCP 14.ITGS) SORS planned that starting from reference year 2014 compilation of statistics on trade by business characteristics will be on regular basis. Also, the SORS will publish statistics on trade broken down by invoicing currency starting from reference year

19 Data publishing and transmission ETS data are published: Monthly (Statistical releases, Statistical Bulletin); Quarterly (Trends, Indices of average prices in external trade) Annualy: - EXTERNAL TRADE DATABASE of the Republic of Serbia on compact disc - final data for the previous year(starting with 2004). - External trade of the Republic of Serbia by business characteristics, annual bulletin (final data for the previous year); During 2012, SORS introduced the new indicator in this bulletin - external trade by CPA classification and economic activities External trade statistics regularly submit data to Eurostat (monthly) with smaller delays, which will be eliminated when we switch to the new software on the PC platform. 19

20 Further activities Up to 2018 it remains that scheme of preferentials harmonizes with European legislation, to introduce additional data sources for airplanes and ships and to establish Intrastat system of trade. Introduction of the new source of data is planned in 2016 for data collection on international trade with ships and airplanes with aim to identify the moment of change of ownership of ships and airplanes between legal entities that trade with these specific goods. In that way we would be additionally harmonized with the chapter 4 of the Regulation number 113/

21 Further activities The pilot study for the introduction of Intrastat is going to be conducted as a part of one of the following IPA projects in the Republic of Serbia. Companies will be selected on the basis of data values of trading with EU Member States in that year. The aim of the pilot study is checking Methodology for Intrastat and testing IT solutions. Establishment of the Intrastat system, if we take into account a large number of participants, will be a big challenge but in cooperation with the Customs Administration and Tax Administration we hope that all problems will be solved timely and that the Intrastat system will be introduced until
