3 Challenges to Improving Regional Multi-Modal Infrastructure - Prioritising regional networks and modes of transport and national networks as a regional multi-modal network.
4 Selection of Corridor Development the Need to Prioritise An Example from the DRC-Zambian Copperbelt to Ports Copper Belt 1 Rail to Lobito railway line due to open in Rail to Dar es Salaam TAZARA 3 Rail to Durban 4 Road to Harare and Rail to Maputo 5 Road to Harare and Rail to Beira 6 Road to Durban 7 Road to Walvis Bay There are also other roadrail combination and plans to increase the number of routes and ports.
5 Challenges to Improving Regional Multi-Modal Infrastructure - Prioritising regional networks and modes of transport and national networks as a regional multi-modal network - need for a model. - At the national level determining what infrastructure should be prioritised. Criteria can be political, socioeconomic or economic/financial. - Preparation of projects to a pre-feasibility and bankable stage technical personnel and financing - Financing of the works component of infrastructure projects.
6 North South Corridor Roads
7 TMSA Rail Track Assessment Lobito Railway scheduled to be opened in Being reconstructed by Chinese. Should link to DRC and to Solwezi in Zambia The track between Kolwezi and Dilolo is believed to be overgrown and not in use. The RSZ line is generally in a poor condition and there are speed restrictions on the entire RSZ network. Malawi network in fair condition apart from the section closed owing to a washaway at Bangula and south to the border. The TAZARA railtrack is generally in good condition with some work needed to repair a section where there has been a landslide. Nacala to Cuambo is in good condition but the rest of the Nacala railway line is in very poor condition. The Zimbabwe (NRZ and BBR) rail network is generally in a good or fair condition. The Beira- Machipanda section of the Beira Corridor in poor condition. Sena line from Moatize to Beira in good condition North-South Corridor Railways and Connections
8 Railway Business on Road Trucks loaded with copper cathodes at Kasumbulesa border in the DRC, September 2011, being transported by road more than 3400km to Durban, instead of 2200km by rail to Dar es Salaam. Road $160/t to $200/t, (full return), rail should be $120/t (5.4 USc/tkm) or less. Regional railway network could be revived and expanded with relatively small capital investments, in a phased manner, focusing initially on improved locomotive availability and the provision of working capital.
9 Major Sea Ports in Eastern and Southern Africa
10 Energy Considerable investments taking place in energy projects: - on Zambezi alone new hydro-power stations at Lower Kafue, Itezhi Tezhi, Mpanda Nkua and possibly Batoka Gorge; upgrades at Kariba and Cahora Basa. - Coal deposits in Moatize, Waterberg, Mmamubula and other sites and plans to put in coal-fired generators. - According BGI there are offshore gas deposits in Tanzania of about 3 trillion cubic feet. BGI announced and investment of $10b-$20b. Also gas deposits in Mozambique.
11 Electrical Power Transmission Lines Investments in transmission lines DRC-Zambia, ZTK, and ZIZABONA. Transmission lines do not, in general, have a high enough rate of return to attract purely private sector funding.
12 Border Posts - A number of border posts (such as Beitbridge and Chirundu) have received significant infrastructure investments over the last few years in buildings, bridges and ICT systems. - There is a move to increase open hours at border posts and this will involve more investments in staff housing in particular. However, before these investments are made it would be wise to assess whether there is a need to keep borders open for longer as increasingly customs clearances can be done behind-the-border and so reduce processing times at the border.

14 Some Possible Topics for the RIRN? - Planning transport networks on a regional basis: How to prioritise spending on infrastructure on a regional basis (political, socio-economic, financial)? Are new corridors necessary and should they be anchored on a port? How to improve efficiencies of multimodal transport systems. - Financing infrastructure: How to more effectively use infrastructure bonds; central bank reserves; how to blend and leverage funds from IFIs/DFIs and bilaterals; how to fully engage the private sector in transport infrastructure. - Bringing Projects to a Bankable Stage: How to improve the project planning process so projects with the highest financial and economic viability are prepared with a potential financier to a bankable stage.
