PURPOSE Law Enforcement Dispatch Procedures: To provide the guidelines for the assignments of complaints received by Central Dispatch in order to provide timely responses to the law enforcement needs of the citizens of Allegan County. 2. NON-EMERGENCY COMPLAINTS 2.1 Road Patrol: All road patrol officers will be able to assign themselves directly via MCT to non-emergency complaints within their jurisdiction It shall be the responsibility of the road patrol officers to advise dispatch of them arriving on scene and if they will require status checks over the radio. For Example: 26-Central; I am 23 the larceny at 154 Pine St., No status needed. 2.2 Dispatch: If a non-emergency complaint has not been claimed by an officer, all available cars assigned to the section of the complaint will be polled for their location by radio in an efficient manner If a single unit is assigned to the section, it will not be necessary to poll the single unit Upon receiving locations of officers, dispatch will then dispatch the nonemergency complaint to the officer who is available and is closest to the complaint over the radio In the event the unit closest is not available, the next available officer will be assigned to the complaint. 2.3 Contact for MSP: When a MSP unit assigned to a section of Allegan County fails to answer a poll for location on a non-emergency complaint, Central Dispatch staff shall do the following: 1) Contact the on duty Sergeant to have the Sergeant contact the officer. 2) If there isn t a Sergeant on duty, contact MSP Regional Dispatch (Negaunee) at

2 3) The on duty Sergeant or Regional Dispatch will ascertain the location of the MSP unit in question and direct him/her to contact Allegan County Central Dispatch. 4) Upon contact with the MSP unit, dispatch staff shall determine if the MSP unit is the closest available unit and dispatch appropriately. 2.4 ACSO Contract Cars: Central Dispatch staff shall include contract cars in polling if the call for service is in their assigned area. 3. EMERGENCY COMPLAINTS 3.1 Dispatch: All emergency complaints i.e. in-progress calls for service will be dispatched immediately over the radio, an alert warble tone will precede the complaint information The initial broadcast of the call for service shall include: general area of the call; address; and type of call Additional information about the call shall be provided after officers are enroute Road patrol officers shall advise dispatch of their location if the call for service is in their section Dispatch shall assign the call for service to the closest car/first responding officer For scene safety purposes, dispatch may automatically dispatch the second closest unit to respond to the call. Additional units shall make the decision of responding to the call to back up the dispatched officer(s). 3.2 Road Patrol: Upon seeing a pending emergency call for service on the MCT screen, if in the officer s jurisdiction, the officer will begin to head towards the call according to their own department policies All road patrol officers shall wait for the emergency broadcast by dispatch prior to providing any radio traffic. 3.4 Missing persons are considered a criminal case and law enforcement shall be dispatched for initial investigation. Fire will only be dispatched upon the request of law enforcement. 4. MUNICIPAL AGENCIES 4.1 Routine Dispatch within Municipal Jurisdiction: City Police Agencies dispatched by Central Dispatch will not require polling as outlined in this policy. 2

3 4.2 Out of Jurisdiction: Under routine circumstances, Central Dispatch staff shall not dispatch the closest available city officer/unit to the location of a critical incident outside of its jurisdictional boundaries. The law enforcement agency with jurisdiction that is responding shall request a city officer to respond or approve the city officer to respond In the circumstances of an out of jurisdiction dispatch, the officer(s) from outside the jurisdiction will only stabilize the situation, not handle the investigation. The responding officer/unit shall complete the response and investigation as dictated by their local policy. 5. RADIO USAGE & CODES 5.1 This portion of the policy shall establish a consistent manner in regards to radio communications with all law enforcement agencies in Allegan County and Allegan County Central Dispatch. 5.2 Central Dispatch will give out complaints using common English. Exceptions may be made, for example: 5402 (OUIL/OWI), 1100 (CSC), 3500 (Drugs), and 0900 (Homicide). 5.3 Prime LE Talkgroup shall be used to dispatch call information to road patrol officers. 5.4 Alert (i.e. Warble) Tone: For Emergency Calls for Service, the Alert Tone shall be used by dispatch personnel as to alert officers of the following types of calls (this list is not all inclusive): Personal injury accidents or unknown accidents, Homicide, Armed Robbery, Bank Alarms, Hold Up Alarms of any Kind, Kidnapping, Fights, Domestic Assault s [including verbal arguments], Reports of vehicles driving in the wrong direction (e.g. going north on the southbound lanes) on the highway/freeway, Crimes involving weapons, Crimes that have the potential of being life threatening. 3

4 Unknown Situations For complaints involving Weapons: Common English will be used to indicate any type of weapon (i.e. gun, knife, axe, etc) known to be involved in the incident being dispatched Alert Tones will NOT be used for: CSC, Assaults, UDAA, weapon complaints (heard shots fired), arson, MDP, B&E, larceny, harassment/threats, and BOLs, unless these complaints are in progress. This list is not all inclusive. 5.5 Emergency Traffic Only or Hold all radio traffic (aka Code 7): Officers may request to hold all radio traffic when the officer believes there is a threat of danger. An open broadcast advising of Emergency Traffic Only or to hold all radio traffic will be announced on the Prim LE Talkgroup; in the event this occurs, all other units shall use the Alltac Talkgroup. Central Dispatch may hold all radio traffic or Emergency traffic only for reasons deemed necessary at their discretion. 5.6 Officers Requesting Response by EMS/MFR s: When requesting a medical response by EMS/MFR s, the officer shall advise dispatch of the patient s status (i.e. breathing normally, consciousness, and age [if known]); and the reason for the response (i.e. injuries, diabetic reaction); dispatch will determine priority based on information provided by the law enforcement officer Medical Protocol does not allow for the selected use of emergency response units. If a priority one medical is determined by dispatch personnel, the appropriate response units will be sent. If the area is served by first responders, they will be sent. Officer s request for only EMS or only first responders cannot be honored by dispatch; however, dispatch personnel will inform EMS and MFR s responding of the officer s request for EMS or MFR s only. 5.7 Incident Command: When multiple units respond to a scene, one officer should be designated as incident commander and all radio traffic and requests for assistance should go through that officer to dispatch. 5.8 MSP X-Code: used by Michigan State Police, should be used when an officer feels they are in a sensitive or volatile situation and needs immediate assistance (back-up). For example: 6612X-Central, indicates that 6612 need immediate help. No further attempts to contact the officer calling out the X-Code should be made by Central Dispatch Reference: means is the subject in the vehicle or near you ; used primarily by dispatch personnel to indicate warrant hits or questionable status of the individual the officer is querying. The dispatcher will reference a request with a reason, for example: are you reference [10-] 99 information or are you reference information. The officer may respond by answering no, indicating the response can be 4

5 given back immediately; if the officer responds with stand by, the officer is taking necessary precautions to secure the subject; or the officer may reply go ahead, indicating the subject is secured.
