1 COUNTY HIGHWAY ASSET MANAGEMENT FOR ELECTED OFFICIALS Richard Domonkos, Indiana LTAP Pat Conner, Indiana LTAP November 29 th 2017 Indiana s Internal Improvements Act of 1836 The law addressed issues of canals, roads and new railroad technologies. The1836 law was also notable for establishing early policy for roads in Indiana. The Federal-Aid Highway Act of 1916 Provided the mechanism and financial incentive to the states to organize and plan for establishing and maintaining state highway systems. The Indiana General Assembly responded by establishing a system of market roads as the model for the statewide network. (Challenged in court) 1919 General Assembly rewrote the law, establishing the Indiana Highway Commission Intermodal Surface Transportation Efficiency Act (ISTEA). Now, all modes of transportation would be represented in an attempt to achieve a more integrated approach to transportation. 1
2 Milestones in Indiana transportation Establish the county unit Indiana s Transportation History Gravel Road Law. Established Free plank or gravel Roads Old wood plank and gravel were maintained by residents along a county or township road. These laws retained a link with the past by carrying forward criteria for width, right of way, eminent domain. The 1989 recodification of these laws into Titles 8 and 36. County Unit Law of It established the county as the local government agency with exclusive responsibility for county roads, leading to the idea of the County Unit. The commissioner districts trace their existence to the older system of identifying the roads for which individual commissioners were responsible. 5 What is transportation asset management Ask 10 people, get no definitive answer Each agency can differ in practice and scope Traditionally tied to pavements A TAM network can comprise bridges, signs, culverts, guardrail, fleet, etc. Balancing agency goals through asset management 2017 Applied Pavement Technology, Inc. At the most basic level asset management is a way to meet the goals of good ownership, effective management, and responsible stewardship. Local Agency Guidelines for Developing an Asset Management Plan and Process May 2011 Key asset management concepts supports decisions that are: Driven by policy Based on performance Founded on life cycle needs Supported by data Defensible Importance of asset maintenance 2017 Applied Pavement Technology, Inc. 5

Develop an inventory and rate the condition it is in Determine what level of service is needed Balances funding vs risks Defines the cost to achieve your desired level of service Identifies your treatment options and opportunities Demonstrates what the consequences are if repairs aren t made. (CDP, RSL, ESL) If we are always reacting to conditions we are not managing the asset the asset is managing us! 12 Questions to Understand Pavement Management How long will the pavement likely last What takes away from the life of the pavement Are there treatments that can restore life to the pavement Are there options to salvage or rehabilitate part of the pavement to retain value At what point is replacement necessary By definition, an asset has value. When there is no longer any value associated with an asset, the asset then becomes a liability Local Agency Guidelines for Developing an Asset Management Plan and Process May 2011 CDP - Critical Distress Point The CDP is the point when pavement distress changes from needing preventive maintenance to needing structural improvement (PASER rating 4) RSL - Remaining Service Life RSL is the time in years from the present until the pavement reaches the CDP DSL Design Service Life DSL is the design life of the pavement to the CDP (On day 1 it should equal RSL) ESL Extended Service Life ESL is the time in years added to the current RSL based on the type of fix used. It does not represent the longevity of the treatment 12
