Agenda Protecting the Supply Chain Protecting the Supply Chain: Microcircuits DNA Marking of Microcircuits Overview of DLA Product Test Center Questions
DEFENSE LOGISTICS AGENCY AMERICA S COMBAT LOGISTICS SUPPORT AGENCY Protecting the Supply Chain
Protecting the Supply Chain A Multi-Pronged Approach All DLA Managed Items Product Testing Training Supplier Qualification Programs Product Quality Deficiency Reporting (PQDR) Government Industry Data Exchange Program (GIDEP) Investigation & Litigation Microcircuit Specific Programs Generalized Emulation of Microcircuits (GEM) Program PROM/ROM Program DNA Marking Traceability
Counterfeit Awareness Training Mandatory on-line training launched in March 2012 Specific to DLA Training addresses: Acquisition Legal Disposal Testing & Product Verification 19K+ personnel trained annually
GIDEP DLA policy mandates GIDEP reporting DLA reviews GIDEP for industry/gov t reporting Take appropriate action Reports sent to DLA-HQ
Investigation & Litigation Counterfeit Material/Unauthorized Product Substitution (CM/UPS) Program Program Tool for Fraud Multi-functional Team: Fraud Counsel Contracting Officers Tech Quality Experts Test Coordinators Attorneys DCIS
DEFENSE LOGISTICS AGENCY AMERICA S COMBAT LOGISTICS SUPPORT AGENCY Protecting the Supply Chain: Microcircuits FSC 5962
Microcircuit Qualification Programs Qualified Manufacturer List (QML) for FSC 5962 MIL-PRF-38535, Integrated Circuits (Microcircuits) Manufacturing, General Specification for MIL-PRF-38534, Hybrid Microcircuits, General Specification for Qualified Suppliers List of Distributors (QSLD) Local tool to lower risk of buying non-conforming or suspect counterfeit products for microcircuits/semiconductors Focus is on full traceability to manufacturer and good quality program Qualified Testing Suppliers List (QTSL) Similar to QSLD but applies where no traceability exists Focus on testing/inspection to increase confidence in authenticity
Generalized Emulation of Microcircuits Use current microcircuit manufacturing technology to emulate obsolete / non-procurable microcircuits Reverse engineer by characterizing performance input/outputs Gov t funded design system Gov t funded foundry Fully form, fit, and functionally compliant Sell parts to DLA, military services, and industry Over 1,000 part listing on QML (SRI International) 30 Years of Success! Digital logic from 1960s, 70s, and 80s (CMOS, TTL, ECL) Memory devices (SRAMs and ROMs up to 128K) Over 125,000 units with no reported failures Currently developing linear/analog emulation
PROM/ROM Programing Conversions DLA buys blank Programmable Read Only Memory (PROM) DLA-PTC programs blanks to new NSN (ROMs) 283 PROMs convert to over 15,000 ROMs Over 5,300 conversions since 2011 Average cycle time 2.3 days DLA validates/controls programs used for conversion All conversions performed within DLA Prevents introduction of malware
Traceability of Microcircuits Chain of custody documentation to manufacturer (e.g. traceability) required for all microcircuits (FSC 5962) In addition--certificate of Conformance required for military grade microcircuits When no trace is available testing documentation from supplier is required Refusal to provide trace or testing documentation is basis for rejection of contract award
DEFENSE LOGISTICS AGENCY AMERICA S COMBAT LOGISTICS SUPPORT AGENCY DNA Marking of Microcircuits FSC 5962
Background World wide counterfeiting threat 60 Minutes piece on counterfeiting efforts in China GAO report Dept. of Commerce Report SASC inquiries DLA implements DNA marking program in 2012 for FSC 5962 Microcircuits were determined to be our highest risk FSC Phase 1: Emulated microcircuits in Aug 2012 Phase 2: All 5962 microcircuits in Dec 2012 Marking performed by contractors Gov t paid for contractor s licensing agreement Major change to program in Jan 2015 Contractor licensing agreements were too costly Marking process moved internally to DLA-PTC
Procurement of Microcircuits Pre-award Must be from an approved source Includes distributors Traceability documentation required (no exceptions) All buys must go through DNA marking (no exceptions) Post-award Traceability documentation required Authorize shipment to DLA-PTC after verification Resolves any contractual issues Includes results found at DLA-PTC
DNA Marking Process at DLA-PTC Inspect to packaging requirements Match parts to traceability documentation Includes documentation submitted pre and post award 100% visual inspection to SAE AS6081 Test lead finish using X-ray fluorescence (XRF) spectrometry Electrical/environmental testing as requested DNA mark applied to each device Plant based DNA from Applied DNA Science, Inc. Cannot be replicated DNA strand changed quarterly Over 3,000 contracts since Jan 2015 Over 200,000 individual devices Average cycle time is 3 days
Benefits of DNA Marking Field complaints nearly non-existent Packaging complaints reduced 3 years in a row Stronger vendor relationship Improved supplier base Strengthened confidence in DLA stock Elevated quality within the supply chain
Conclusion DLA has a comprehensive program to prevent counterfeits from entering the supply chain Policy and procedures in place Multiple tools in the toolbox Microcircuits are the highest risk FSC Multiple programs in place to mitigate risk DNA Marking Program is the most extensive program 100% of all FSC 5962 microcircuits are included Other FSC s under consideration DLA will continue to monitor the counterfeit threat Modify/add new programs as needed
