1 2.0 RTG & STS Crane Lubrication PM Pricing 2.1 Prices to be Firm: The vendor warrants that prices offered will remain firm for the term of the contract unless otherwise specified in the this document. 2.2 Price Adjustments: Preference may be given to the vendor submitting the lowest and best firm price. Should it be found that due to unusual market conditions it is in the best interest of the GPA to accept a price with an escalation clause, the following shall apply: a) All price increases must be made in writing to the GPA with the Purchasing Contact named on the contract. The contract number should also be referenced in this letter. Without this information, your price increase request may not be considered. b) Documentation submittal from the manufacturer and/or published price sheets are required to support your request. Any adjustment allowed shall consist of verifiable material cost increases through presentation of documentation from seller/manufacturer. c) All price increases must be based upon product cost ONLY, and documentation of the price increase is required. Bid prices must be held firm for one-year, after which an escalator may be invoked. There are exceptions only when market conditions dictate a revised escalator for a particular commodity. d) No adjustment shall be made to compensate a supplier for inefficiency in operation, or for additional profit. e) All price adjustments must be requested in writing 60 days in advance of the effective date of the increase. There may be a few exceptions when market conditions dictate. f) Any de-escalation in price shall be passed on to the GPA, and vendors are obligated to treat price decreases as equally as price increases during the tenure of the contract, including any renewal periods. g) Quotes indicating price in effect at time of shipment will be considered invalid. h) Due to the historical price volatility of oils and lubricants this contract may consider allowances for price changes. Specifically a joint review may be conducted between the successful vendor and the GPA to determine the current market trend. Based on this review, the price paid may be adjusted up or down. If an agreement cannot be reached, the GPA reserves the right to award the contract to the lowest responsive responsible bidder or rebid the contract. i) Additional purchases may be required for oil and lubricants not covered on the quote. Pricing of these items should be consistent with the discounted pricing structure offered by the vendor in their contract pricing. j) Specify maximum percentage of increase over the term of the contract, including any renewal periods: percent. 4 2.4.3 TLS (Trim, List, and Skew) Lubrication The contractor shall provide all labor, consumable materials (rags, etc.), tools, equipment, service trucks, manlifts, and services required for the lubrication preventive maintenance of the trim, list and skew system installed on cranes SAV per GPA TLS PM sheet Synthetic oil change The contractor shall provide all labor, consumable materials (rags, etc.), tools, equipment, service trucks, manlifts, and services required to change the oil on all the gearboxes on a crane with GPA approved Synthetic oils on cranes SAV 10-33, and all the gearboxes and spreader bars on RTGs Window Washing 6 x per year The contractor shall provide all labor, consumable materials (rags, etc.), tools, equipment, service trucks, manlifts, and services required for cleaning the exterior operator s cabin windows on RTG Windows shall be cleaned a minimum of six (6) times per year. Windows shall be cleaned initially using clean rags and Formula 409 Cleaner Degreaser Disinfectant (commercial grade). After completion of degreasing, a final cleaning shall be performed using RainX 2-in-1 Glass Cleaner + Rain Repellent Used/recycled oil credit The contractor shall supply necessary portable storage tanks needed to hold used engine, hydraulic, and gearbox oils. Used oils shall be recycled by the contractor at any approved recycling center. Specify credit to the GPA for used oil Engine Washing 4 x per year The contractor shall provide all labor, consumable materials (rags, etc.), tools, equipment, service trucks, manlifts, and services required for cleaning the engines and engine housings on RTG Engines and engine housings shall be cleaned a minimum of four (4) times per year. Engines shall be cleaned initially using Cleaner Degreaser. After completion of degreasing, a final drying shall be performed using pressurized air. Contractor shall contain all discharge from washing to prevent runoff into GPA storm drains. 2.5 Delivery: All material/products ordered shall be delivered FOB Georgia Ports Authority when each order is placed. The vendor must deliver the material/products within their specified delivery time. Delivery schedule is critical and may be a major factor in the evaluation process. Specify the number of calendar days for delivery of material/products upon receipt of order. If material/product is not delivered within the specified timeframe, the GPA reserves the right to cancel the order and place an order with another source outside of the contract. Specify delivery: calendar days 2.6 Any other costs considered necessary may be attached and made a part of this RFQ. 2.7 Prices to be Firm: The vendor warrants that prices offered will remain firm for the term of the contract, unless otherwise specified in this document. 2.8 Payment Terms: Prompt payment discounts will be considered in determining cost, unless otherwise stated. Specify payment terms: 2.9 Contract Commencement: Due to TWIC card compliance requirements, the vendor must specify number of calendar days to prepare for the commencement of the contract if awarded. 5 EXCEPTION SHEET If the commodity (ies) and/or service proposed in the response to this bid/quote is in any way different from that contained in this bid/quote, the vendor is responsible to clearly identify by specification section number, all such differences in the space below. Otherwise, it will be assumed that vendor s offer is in total compliance with all aspects of the bid/quote. 6 VENDOR CERTIFICATION By responding to this Request, the Offeror understands and agrees to the following: 1. That the submitted Request constitutes an offer, which when accepted in writing by the GPA, and subject to the specifications of this document, and GPA terms and conditions, will constitute a valid and binding contract between the undersigned and the GPA; and 2. That the Offeror has read the specifications and requirements shown or referenced in this Request and that the Offeror s Request is made in accordance with the provisions of such specifications and requirements; and 3. That the Offeror guarantees and certifies that all items included in the Offeror s Request meet or exceed any and all such stated Request specifications and requirements; and 4. That, if awarded a contract, the Offeror will deliver goods and/or services that meet or exceed the Request specifications and requirements; and 5. That the Request submitted by the Offeror shall be valid and held open for a period of ninety (90) days from the final Request due date, and that the Request may be held open for an additional period of time subject to the Offeror s consent; and 6. That this Request is made without prior understanding, agreement, or connection with any corporation, firm, or person submitting a Request for the same materials, supplies, equipment, or services and is in all respects fair and without collusion or fraud. The Offeror understands and agrees that collusive bidding is a violation of state and federal law and can result in fines, prison sentences, and civil damage awards; and 7. That the provisions of the Official Code of Georgia Annotated, Sections et. Seq. have not been violated and will not be violated in any respect; and 8. That this Request must be complete, signed in all spaces provided, and submitted with all required information, attachments, documentation, and forms to receive consideration for award. Any exceptions to the requirements of this Request or the GPA Terms and Conditions of this Request shall be noted in writing, with detailed explanation on the attached Exception Sheet, and included with this Request.
