INTRODUCTION This Standard Waste Loading Plan (SWLP) provides all the information necessary to comply with the requirements of TCSC 1006 (Ref. 1) & BS EN (Ref. 2) within the scope of the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) Class 7 for restraining the following payload: Palletised Drums (max individual gross weight of 200kg) onto a conveyance (typically a 40ft tautliner) manufactured to Code XL (BS EN 12642:2006). This SWLP is suitable for a journey undertaken by a road vehicle, excluding a journey with a sea leg. EQUIPMENT TO BE USED Trailer A Code XL (Ref. 3) 40ft curtain sider trailer fitted with an external rail/anchor point system rated to a minimum of 2500daN (2500kg) per anchor point and having anchor points spaced at sufficient intervals to allow the loading arrangement as shown in Figure 2 (minimum of 4 per 1200mm) and rated to a minimum of 5000daN per metre. Minimum headboard capacity of 13.5 tonnes. Restraining Devices Ratchet tension straps to BS EN (Ref. 4) with: o Strap width of 50mm o Lashing Capacity (LC) 2500daN o Standard Tension Force (S TF ) of 350daN Friction matting material with a coefficient of at least 0.6 (BS EN :2010, Table B.1). These are widely available Metal or plastic banding with a minimum capacity of 700kg (for securing drums to the pallets). Pallets for palletizing the load with a minimum dynamic rating of 2500kg (plastic pallets are recommended). Ratchet strap protection (to prevent damage and fraying to straps over sharp corners) Load restraining boards (suitably sized pallets may be used in place of a proprietary load restraining board) Edge Protection Beam: minimum size of 75x75x6 equal-leg angle section To BS EN (Ref. 9). Alternatively a plastic pallet with a dynamic rating of 2500kg can be used.

3 Page 3 of 7 3. PAYLOAD INFORMATION Drums 210 litre drums: UN Steel Drums (Ref. 5) or LLWR Ltd. TC14 & TC19 Packages Restricted to a maximum gross mass of 200kg All drums are to be palletised (as shown in Figure 1) prior to attachment to the conveyance Drums are to be inspected prior to loading on to the pallets (for integrity and tightening of closures) Palletized Drums Drums are to be loaded 4 to a pallet and secured as shown in Figure 1 below, using banding rated to at least 700kg. Drums are to be banded together using nylon or metallic tapes Edge support beams are to be used to prevent damage/slippage of the banding and the lashing securing the load. Each pallet should measure 1.2m x 1.2m. Pallets are to be inspected for integrity, with no loose sections and no protrusions are permitted. 4 4. METHOD 4.1 Restraint Method Page 4 of 7 Palletised drums are to be loaded onto the vehicle as shown in Figure 2. Friction matting material with a coefficient (μ) of at least 0.6 should be placed between each pallet and the load platform (conveyance deck) at the corners of each pallet, ensuring that the load platform is free from ice, snow, grease or oil. Each row of 2 pallets is to be loaded adjacent to the row in front with no visible gap. The first row (Row 1) should be placed tight against the headboard leaving no visible gap also. Each row shall be positioned as centrally on the trailer bed as possible. Pallets are to be loaded from the front headboard to the rear of the vehicle. Pallets are to be off-loaded in the reverse order (i.e. from the rear to the front). A restraining board shall be fitted between the fourth and fifth rows and also against the last row, as seen in Figure 2 (pallets may be used for this purpose). The restraining board against the last row requires two spring lashings, whereas the other restraining board needs only one. The spring lashings shall have a lashing capacity (LC) not less than 2500daN and be fitted at an angle not greater than 45 to the load platform. Each consignment shall comprise no more than eleven rows of pallets, and each row shall be restrained by three top-over frictional lashings. The angle of the straps over the drums shall be as near vertical as practicable, and in any case no less than 81º from the horizontal plane of the vehicle load platform The frictional lashings over each row shall be evenly spaced with edge support/protection (see Figure 2) of sufficient strength to resist the tension force of the lashings. An edge protection beam is required on each side where the web straps over-top the palletised load. A plastic pallet, with a dynamic rating of 2500kg, is a permissible alternative to an edge protection beam. The lashings should be equally spaced over the top surface of the palletised drums in order to equally distribute the lashing force between the drums. Lashings should be tightened to produce an S TF of 350daN. 4.2 Operational Controls It is recommended that the tension of the lashing straps is checked after a few miles (less than 30 miles) and after heavy braking or any other abnormal situation during driving and retightened as required. This recommendation is noted in the European Best Practice Guidelines on Cargo Securing for Road Transport (Ref. 6) as one of the ten most important commandments for cargo securing. BS EN (Ref. 2) also recommends retightening after short travelling Only one strap is permitted to be attached to one anchor. If two straps are attached to the same anchor point this will invalidate the use of this SWLP and a separate WLP will be required. The trailer bed should be clear from any snow, ice, grease or oil, or any substance which will significantly reduce the friction between the load and the trailer bed. Checks for damage to the drums and pallets following tightening and transport operations should also be carried out.
