1 STANDARD QUALITY CLAUSES For items designed to Milcots specifications or drawings. QF-78, Rev B 04/20/16 Approved by: M. Santos
2 1. Quality System: The Supplier, including sub-tier contractors, as a minimum, shall have a documented quality system in place. The quality system must provide adequate control of material/service to determine that it meets purchase order/specification requirements. Unless otherwise specified, the Supplier, including sub-tier contractors, may use ISO-9000:2008 or Mil- I standards to develop their quality system. 2. Calibration of Inspection, Measurement and Test Equipment (IMTE): IMTE used to inspect, test, or otherwise qualify material/parts supplied to MILCOTS shall be calibrated in accordance with applicable specifications, and the accuracy shall be traceable to the National Institute of Standards and Technology (NIST). A calibration system and supporting documentation, in accordance with applicable specifications, shall be maintained. Unless otherwise specified, and as applicable, the Supplier may use the following Calibration Systems for compliance to this purchase order requirements: a) ANSI/NCSL Z540-1 Calibration Laboratories and Measuring and Test Equipment General Requirements b) ISO Part 1; Metrological Confirmation System for Measuring Equipment 3. Flow Down Of Requirements: Except as otherwise noted, the Supplier shall flow down to its sub-tier suppliers all applicable requirements imposed by the purchase order and associated document. 4. Material and Process Control, Record Retention: Items supplied to MILCOTS shall conform to the purchase order requirements. The Supplier, including sub-tier contractors, shall retain supporting documentation (e.g., material certifications, process certifications, etc., used to qualify the material/service) for a minimum of seven (7) years. The documentation shall be provided to MILCOTS upon request. 5. Change in Product and/or Process Definition: The Supplier shall not perform any changes in product and/or process definition without seeking and obtaining MILCOTS approval. 6. Notification for Non-Conforming Product: The Supplier, including sub-tier contractors, shall not exercise Material Review Authority on any material. Non-conformances shall be reported to MILCOTS for review and disposition prior to any shipment of material. 7. Certificate of Compliance: Any supply provided by the Supplier shall be shipped with a Certificate of Compliance (C of C) signed by the Supplier. Supplies provided without C of C will NOT be accepted and will be returned at Seller s expense. The certification shall contain adequate information for material lot traceability (e.g., purchase order number, part number/revision, quantity supplied, and any other pertinent information required for material/lot identification). 8. Material and Finish Certification: Supplier shall provide with shipment, all of the necessary standard material and finish certifications. Supplies provided without material and finish certifications will NOT be accepted and will be returned at Supplier s expense.
3 9. Special Process Sources: Use of sources by the Supplier for any special processes such as plating, heat treatment and painting is conditioned to prior approval by MILCOTS QC Manager. MILCOTS reserves the right to revoke the use of a sub-contractor for special processes, should the quality deemed to become unacceptable. 10. Welding Certifications: For work including welding, Supplier shall ensure that its welders are certified to AWS D17.1 and any other welding requirements specifically called out on the purchase order. The Supplier shall provide copy of the welder s certification with each shipment. 11. Workmanship: Supplier warrants that the supplies used or delivered in performance of this purchase order, will conform to the workmanship requirements of MIL-STD-454 K, and any requirements specified in the purchase order or applicable drawings, specifications, or other requirements of this purchase order, that the supplies delivered hereunder will be of good quality, material and workmanship and free of defects. Rejected work may, at the option of the MILCOTS, be returned at Supplier s expense for outbound and inbound shipments with risks of loss or damage upon the Seller, or be accepted with an equitable adjustment in price. Upon rejection, Supplier shall immediately refund previous payments or issue a credit memorandum for rejected items. a.) Workmanship- (Sheet Metal Standards) i. Bend Condition - Bends should show no evidence of fracture. Reduction of metal section (pinching) may not exceed 10% of the stock thickness. Pinching will show no evidence of fracture or crazing (a network of fine cracks on the surface of a material). ii. Blended Corners - Fillets or radii on machined or grounded surfaces shall be blended smoothly at tangent points. iii. Bend Radii-All bends shown square shall have a minimum inside bend radii of the material thickness unless otherwise specified. iv. Burr Removal - A burr is defined as material existing beyond the intersection of two surfaces. All manufactured parts are to be free from burrs or loose metal chips which might cause hazardous handling, and or damage to electrical components, wiring, and slides. As a general rule, all punched holes, notches, cutouts, etc. should be considered areas which will contact wires, electrical components, slides, drawers, etc. v. When burr removal is specified on the drawings without further qualification, all burrs, including those around holes and cut-outs, shall be broken. The contour of broken edges may vary from a square corner to a chamfer to a true radius. vi. Sharp Edges Sheared or sharp edges created by punching, notching, or cutouts are unacceptable. All sharp edges shall be removed. A contour or chamfer maximum of.010 is acceptable.
4 vii. A sheared edge shall be square within 10 degrees. The extreme edge shall be used when measuring to or from the edge. viii. Punch or nibbling marks are the normal result of multiple punching with a sharp punch and die and are not considered burrs. ix. Nibbling mismatch due to punch clearance or positioning error shall not exceed.005 and shall not include burrs. x. Nibbling mismatch shall not be allowed in critical areas such as mechanism slides, electrical wiring areas. As a general rule, punched holes, notches, cutouts, etc. should be considered areas which will contact wires, electrical components, slides, drawers, etc. xi. Corners- Unless otherwise specified, corners shown sharp on a blanked part may be produced with a radius, chamfer, or break, not to exceed.015. xii. Variation from flatness shall not exceed the value in table 1 below. Measurements shall be made by laying the part on a surface plate. No clamps or weights used. MAT THICKNESS SURFACE LENGTH FLATNESS TOLERANCE.050 TO TO / linear inch.050 TO TO per inch not to exceed TO TO per inch not to exceed TO to 6 Not to exceed.120 xiii. Welded assemblies and extruded parts shall be flat within.010 in./ft. not to exceed.100 max. At any point flatness variation shall not exceed.010 in./ft. applied over a smooth curve. Flatness includes dishing, bowing, and twist. xiv. Bend line straightness - (Corner posts, Rails, Etc.) Unless otherwise specified, bend line shall be straight within.005 in./ft. not to exceed.060 max.. At any point, the straightness variation shall not exceed.005 in./ft. xv. Squareness - Unless otherwise specified, sheet metal cabinets, panels, doors, chassis, shall be square within.010 in./ft. not to exceed.100 max. Squareness to be within dimensional limits.
5 xvi. Squareness - Right Angle Bend - Unless otherwise specified, 90 degree forms 1 inch or under in length shall be square within the locating dimension. Forms beyond 1 inch shall be square within.005 in./in. of bend length. The long leg is considered to be the datum. xvii. Edge Squareness - Between two sheared edges or two formed sides, the squareness shall be within.015" per linear foot. Between a sheared edge and a formed side, the squareness shall be within.015" per linear foot. b.) General Workmanship: Paint i. Except otherwise noted on the drawing, all threaded features (internal or external) shall be free of primer and paint. c.) Threaded hardware (screws, heli-coils) i. Extreme care shall be exercised during the assembly of threaded parts to avoid cross threading or deformation. Cross Threading is usually the result of attempted use of mismatched threaded parts or improper thread starting followed by extreme force. Deformation is usually caused by not using the correct tool to tighten or through exertion of excessive force. For the above Workmanship, Clauses a.) i through c.) i, the tolerances/notes of the drawing take precedence. 12. First Piece Inspection Report: For items manufactured specifically from MILCOTS drawings, a First Piece Inspection Report (FPIR) shall be performed for the first lot of each part being delivered per the purchase order. Report shall be delivered with the parts or faxed to the MILCOTS QC Manager, prior to actual delivery of the parts. This inspection shall be performed by the Supplier prior to delivery and/or MILCOTS Source Inspection. Inspection report shall show 100% compliance with MILCOTS drawings. The pieces used for FPIR shall be labeled and clearly identified. 13. Right of Access: The Supplier shall give the MILCOTS representatives free access to his facilities and records or the facilities and records of its sub-tier contractors. MILCOTS reserves the right to be accompanied by the representative of any MILCOTS customers, regulatory, governmental or licensing body, and further reserves the right to witness, verify and audit all phases of the design, inspection, manufacturing, testing and documentation process as necessary to ensure compliance with purchase documents.
6 14. Source Inspection: MILCOTS reserves the right to perform Source Inspection for each item on the purchase order. Source Inspection will be stated on PO. 72 Hours prior to completion of order, Supplier shall notify MILCOTS QC Manager. If MILCOTS elects to perform Source Inspection, Supplier shall provide, without additional cost, all reasonable facilities therefore, and for the protection of MILCOTS s or its customer s personnel while on Supplier s premises. 15. Marking: For items manufactured specifically from MILCOTS drawings, each part being delivered shall be clearly marked with the MILCOTS part number and revision level as it appears on the purchase order. Supplier shall not use non-removable adhesive labels. 16. Mercury Exclusion Certification: The Supplier shall provide a document with each lot of material confirming that the item/material being supplied to MILCOTS contains no metallic mercury or any mercury compounds. The Supplier shall further state that they have taken reasonable steps to insure that the item/material has not been contaminated with any metallic mercury or mercury compounds. This document shall include the applicable MILCOTS purchase order number, part number/revision, part description, quantity of material, serial number, unique traceability number, etc., and other pertinent information required for item and/or lot identification. 17. Specialty metals: Compliance with DFARS , Preference for Domestic Specialty Metals is required for all Items. 18. Liquidated Damages for Late Delivery: A liquidated damage of 0.5 % of the corresponding line item purchase price will be applied for each workday beyond the delivery date specified in the purchase order. 19. DMRs and Supplier Corrective Action Request: The supplier will be provided a list of DMRs on a monthly basis. The Supplier shall provide within one month the list of actions taken to prevent re-occurrence. 20. Quality/Delivery Performance Charts: The supplier will be provided at the beginning of each month, with a Quality performance chart and Delivery performance chart summarizing the supplier s quality and Delivery Performance for the previous month. 20. Supplier Quality Performance: If the supplier Quality Performance falls below 95% for 3 consecutive months, the supplier will be placed under Conditional status in MILCOTS Approved Supplier List. Under this status, the supplier will not receive any more Purchase Orders from MILCOTS over the next two consecutive months. At the end of this probationary period, MILCOTS will evaluate the evolution of the Quality performance. The supplier is required to provide a list of actions taken to improve quality and delivery performance.
