5 Reduction Of Travel Time In 2013, the reduction of travel time attributable to Houston TranStar operation was estimated to be over 15.6 million vehicle-hours. This level of delay savings has a corresponding value of over $340 million in road user cost savings and an additional $99 million (or more than 29 million gallons) in reduced fuel consumption. The total estimated benefits of Center operation in 2013 were over $438million. Comparing the annualized TranStar operating cost estimate of $30.1 million. 8 Why Bluetooth? AVI installation cost is about up to 110 K and it requires freeway lane closure. AVI maintenance cost is about $ 26K a month with total of half million dollar a year. Bluetooth is easier to install and does not require freeway lane closures. Installation cost up to 10k per site. Maintenance cost is about 10k per month for 150 site.
