The specific scope of this document is set out in Part B2. Railway Group Standards are mandatory on all members of the Railway Group* and apply to all relevant activities that fall into the scope of each Railway Safety Case. If any of those activities are performed by a contractor, the contractor s obligation in respect of Railway Group Standards is determined by the terms of the contract between the respective parties. 6 Railway Group Standard Page 4 of 18 Withdrawn Document B1 Purpose B2 Application of this document Part B This document mandates requirements for the management of risk that could arise from unauthorised access to Network Rail controlled infrastructure. B2.1 To whom the requirements apply With the exception of Part F, this document contains requirements that are applicable to duty holders of the infrastructure controller category of Railway Safety Case. Part F of this document contains requirements that are applicable to RSSB and duty holders of the following categories of Railway Safety Case: a) infrastructure controller b) train operator. B2.2 Compliance requirements The requirements of this document apply to Network Rail controlled infrastructure within the scope of Railway Group Standards, as set out in GA/RT6001, other than at stations (see section B2.4). B2.2.1 Infrastructure controller The requirements of all parts of this document shall be complied with by 03 April 2004 except as set out below. The requirements of sections C1, C2, C3 and C4 (Assessment of risk from unauthorised access and subsequent actions) shall be complied with by 02 October Where a risk assessment exists in respect of unauthorised access and vandalism, and the assessment complies with the predecessor document (see Part A for details), action to bring such an assessment into compliance with the requirements of sections C2, C3 and C4 of this document is required when the assessment is reviewed in accordance with section C6. B2.2.2 Train operator The requirements of Part F of this document shall be complied with by 03 April B2.2.3 RSSB The requirements of Part F of this document shall be complied with by 03 April B2.3 General compliance requirements Until the compliance dates, or the date by which compliance is achieved if earlier, the applicable requirements of the predecessor document shall continue to be met (see Part A for details). After the compliance dates, or after the date by which compliance is achieved if earlier, Railway Group members shall maintain compliance with the requirements set out in this document. Where it is considered not reasonably practicable to comply with the requirements set out in this document, authorisation not to comply shall be sought in accordance with GA/RT6001, GA/RT6004 or GA/RT6006. B2.4 Related requirements in other documents GI/RT7014 sets out the requirements for the management of risk arising from unauthorised access at stations. 4 RAIL SAFETY AND STANDARDS BOARD

7 Railway Group Standard Page 5 of 18 GC/RT5110 and GC/RT5100, together with the associated RSSB Approved Codes of Practice GC/RC5510 and GC/RC5511, set out additional requirements and recommendations for: a) managing the risk from vehicular incursions onto Network Rail controlled infrastructure b) the provision of fencing and parapets at bridges. GC/RT5203 sets out the design, construction and maintenance requirements for means of access on, along or across running lines that are provided for authorised people. GE/RT8025 sets out requirements for the provision of cattle-cum-trespass guards at level crossings on third-rail electrified lines. GI/RT7012 sets out requirements for the provision of cattle-cum-trespass guards at other level crossings. B2.5 Other related documents RSSB publish a Risk Profile Bulletin which contains information on the profile of UK railway risk, including risk associated with unauthorised access and vandalism. The Railway Group Safety Plan sets out objectives for the Railway Group for reducing risk associated with unauthorised access and vandalism. B3 Definitions Accident An unplanned, uncontrolled or unintended event giving rise to death, ill-health, injury or other loss. For the purpose of this document this is restricted to death or injury as a result of contact with either trains or railway equipment and infrastructure. Adjacent railway facilities For the purpose of this document, adjacent railway facilities include depots, sidings or other operational railways, including tramways and light metro operations, adjacent to Network Rail controlled infrastructure Authorised access point A designated point intended to allow authorised people to gain access to the railway, usually by means of a lockable gate in the railway boundary fence. Cattle-cum-trespass guard A device provided adjacent to the road, bridleway or path at a level crossing to deter animals from straying and pedestrians from trespassing onto the railway. Incident An unplanned, uncontrolled or unintended event which under different circumstances could have resulted in an accident. Livestock For the purpose of this document, livestock means a cow, bull or other similarly large animal. Section of Network Rail controlled infrastructure A length of Network Rail controlled infrastructure along which the risks of unauthorised access and unwanted intrusions, and the security measures provided, do not vary significantly. Security measure A measure designed to deter unauthorised access. RAIL SAFETY AND STANDARDS BOARD 5

8 Railway Group Standard Page 6 of 18 Withdrawn Document Unauthorised access For the purpose of this document, unauthorised access includes: a) any access to the railway by people not authorised to be there for the purposes of carrying out their duties (for example, trespass) b) straying of livestock onto the railway For the purpose of this document, vandalism means any malicious action with the potential to result in derailment or collision, for example, placing objects on the line or damaging safety-critical equipment. B4 Principles This document supports HMRI Railway Safety Principle 2: The railway should be protected against unwanted intrusion and unauthorised access. 6 RAIL SAFETY AND STANDARDS BOARD

9 Railway Group Standard Page 7 of 18 C1 Requirement to identify risk and carry out risk assessment Part C Assessment of risk from unauthorised access and subsequent actions The infrastructure controller shall have in place an assessment of the risk (likelihood and consequence) from unauthorised access to all sections of Network Rail controlled infrastructure, including bridges and level crossings. The risk assessment shall take into account the type and general condition of the lineside security measures provided at the particular section of Network Rail controlled infrastructure considered. Section C2 sets out the requirements for assessing the likelihood of unauthorised access. Section C3 sets out the requirements for assessing the consequences of unauthorised access. Section C4 sets out particular requirements for assessing risk at the interface with adjacent railway facilities. Section C5 sets out requirements for taking action following risk assessment. Section C6 sets out requirements for the review of risk assessments. Section D5 sets out the requirements for maintaining records of lineside security measures, including records of risk assessments and subsequent risk assessment reviews. Section D6 sets out requirements for maintaining records of incidents and accidents resulting from unauthorised access. C2 Assessment of likelihood of unauthorised access to the lineside C2.1 History of unauthorised access The infrastructure controller shall take into account the history of unauthorised access and resulting accidents in assessing the likelihood of unauthorised access. The assessment shall distinguish between the following: a) locations where there is evidence of continuing persistent unauthorised access, including seasonal unauthorised access b) locations where there has been an exceptionally high incidence of suicide or suspected suicide c) locations where there is no evidence of unauthorised access. C2.2 Adjacent land use The infrastructure controller shall take into account the influence of the adjacent land use in assessing the likelihood of unauthorised access. 10 Railway Group Standard Page 8 of 18 Withdrawn Document The assessment shall take into account the varying influence from the following adjacent land uses: a) parks and play areas, schools, shopping areas or areas used for other activities where large groups of people, particularly unsupervised children, are likely to gather b) occupied areas backing onto or adjoining the railway (for example, industrial areas, back gardens, car parks) c) public access routes (for example, roads, bridleways and footpaths) d) areas used for grazing of livestock e) any other land use that is likely to increase the likelihood of unauthorised access. C2.3 Access points The infrastructure controller shall take into account the presence of authorised access points, including gates, in assessing the likelihood of unauthorised access. GC/RT5203 sets out the infrastructure requirements for access points. C3 Assessment of consequences of unauthorised access to the lineside C3.1 Operational characteristics of the railway The infrastructure controller shall take into account the influence on the likely consequences of unauthorised access from the speed, number of tracks, frequency of trains and the presence or absence of obstacle deflectors fitted to trains. C3.2 Electrified railways The infrastructure controller shall take into account the more severe consequence that could result from unauthorised access due to the presence of electrification equipment, particularly unprotected third-rail electrification equipment. C3.3 Tunnels At or near tunnels, where there is public access adjacent to the railway, the infrastructure controller shall take into account the influence on the likely consequences of unauthorised access from the presence of the tunnel, including any exposed portals, shafts or adits (for example, increased consequences from derailment due to vandalism). C3.4 The consequences of unauthorised access will be more severe if such access results in an act of vandalism (as defined in section B3). Therefore the infrastructure controller shall take into account the more severe consequences associated with vandalism by considering, as a minimum: a) evidence of previous incidents of vandalism, particularly where measures to reduce the likelihood of vandalism have not been successful b) the presence and vulnerability of particular safety critical equipment on the lineside, for example, relay rooms and location cabinets. 8 RAIL SAFETY AND STANDARDS BOARD

11 Railway Group Standard Page 9 of 18 C4 Assessment of risk at interface with adjacent railway facility At the interface with adjacent railway facilities (as defined in section B3), the assessment of risk shall take into account the additional risk caused by the interfaces between the various undertakings. In particular the following shall be taken into account: a) the security measures and access facilities surrounding the adjacent railway facility b) the operational characteristics of the adjacent railway facility c) the lineside security measures related to Network Rail controlled infrastructure d) any boundary security measures between Network Rail controlled infrastructure and the adjacent railway facility, where these are additional to the lineside security measures e) the need to provide gaps in the lineside security arrangements for the passage of trains f) any reported incidents of unauthorised access and/or vandalism on Network Rail controlled infrastructure from or through the adjacent railway facility. The presence of any disused building, material or equipment that could provide an incentive to unauthorised access and/or vandalism shall also be taken into account. C5 Action following a risk assessment C5.1 Implementation of measures to reduce the risk from unauthorised access Following a risk assessment of the lineside security measures in accordance with section C1, the infrastructure controller shall: a) determine whether the existing lineside security measures are adequate b) determine the course of action, including timescales, required for repairing, maintaining or changing the lineside security measures so that they are adequate c) determine the frequency of subsequent routine inspections or, if appropriate, the date of an additional inspection (see section D2) d) carry out any course of action that has been determined e) check that the course of action has been carried out to the required standard of workmanship and within the specified timescale. In all cases the course of action shall be taken within a timescale commensurate with the risk. Appendix 1 sets out a non-exhaustive list of possible lineside security measures. 12 Railway Group Standard Page 10 of 18 Withdrawn Document C5.2 Implementation of measures to reduce the risk from unauthorised access at adjacent railway facilities Where the provision and maintenance of security measures at the adjacent railway facility referred to in section C4 are not within the control of the infrastructure controller, the infrastructure controller shall: a) appraise the relevant owner or leaseholder of the adjacent railway facility of the risks from unauthorised access and provide advice as to the appropriate measures that are considered necessary to reduce the risk to the safe operation of the railway at the particular location b) endeavour to obtain the agreement of the relevant owner or leaseholder of the adjacent railway facility to implement appropriate measures c) where agreement to the implementation of appropriate measures is not obtained, implement those measures that are within the control of the infrastructure controller and record details of those measures that are not provided and/or maintained by the relevant owner or leaseholder of the adjacent railway facility. C6 Review of risk assessment C6.1 Circumstances always requiring review of risk assessments The infrastructure controller shall review the risk assessment and implement appropriate action in accordance with section C5, following: a) a proposal to introduce new electrification b) an accident as a result of unauthorised access c) an incident of vandalism. C6.2 Other circumstances that could require review of risk assessments The infrastructure controller shall review the risk assessment and implement appropriate action in accordance with section C5, when any other situation arises that gives reasonable grounds to indicate that the current assessment and subsequent action are no longer valid, or there has been any other significant change in the matters to which the assessment relates. 10 RAIL SAFETY AND STANDARDS BOARD

13 Railway Group Standard Page 11 of 18 D1 Routine inspections of lineside security measures Part D Inspection of lineside security measures, subsequent action and records D1.1 Requirement for routine inspections The infrastructure controller shall arrange for routine inspections of lineside security measures to be undertaken. D1.2 Frequency of routine inspections The infrastructure controller shall have procedures in place to establish the frequency of routine inspections for lineside security measures based on the assessed risk from unauthorised access and/or vandalism and the condition of the lineside security measure. D1.3 Content of routine inspections The routine inspection shall include: a) an inspection of support members, barrier elements and fixings to enable any damage that affects the adequacy of the lineside security measure to be detected visually, including damage caused either deliberately or accidentally, or by ageing b) noting any repairs or other changes that have taken place since the last routine inspection c) noting any obvious signs of change in the use of adjacent land since the most recent routine inspection d) noting any evidence of unauthorised access or vandalism in the vicinity (for example graffiti, disturbance of equipment or materials). D2 Additional inspections D2.1 Requirement for additional inspections The infrastructure controller shall undertake an additional inspection of the lineside security measure as a result of any of the following: a) unauthorised access or vandalism b) livestock straying onto the track (whether or not the livestock has been hit by a train) c) damage to security measures to the extent that the effectiveness of the measures is compromised. D2.2 Content of additional inspections The content of an additional inspection shall be specified by the infrastructure controller. The content shall include a search to detect any damage to the lineside security measure, together with any other requirements determined according to the particular circumstances. 14 Railway Group Standard Page 12 of 18 Withdrawn Document D3 Action following inspections The infrastructure controller shall have procedures in place to: a) evaluate the findings of routine and additional inspections of lineside security measures, as required by sections D1 and D2 b) take appropriate action to rectify any defects identified as a result of the inspections. D4 Requirements for inspection reports A report shall be produced following an inspection of the lineside security measures. The report shall include, but not necessarily be limited to, the following: a) the location and extent of the lineside security measures inspected b) the date of the inspection c) details of any damage to the lineside security measures likely to increase the risk of harm to people from unauthorised access or jeopardise the safety of train operations d) details of any repairs or renewals that have taken place since the last routine inspection e) a general condition rating of the security measures inspected (for example good, fair, poor, no lineside security measure exists) f) the general use of adjacent land to the lineside security measures. D5 Records of lineside security measures D5.1 Records to be maintained The infrastructure controller shall maintain the following records for as long as the security measure exists: a) the location of the lineside security measure b) details of the type and construction of the lineside security measure c) written or otherwise documented reports of any risk assessments and subsequent risk assessment reviews to determine the adequacy and inspection frequency of the lineside security measure d) action following risk assessment or risk assessment review e) inspection reports. D5.2 Use of photographs In addition to the details required by section D5.1, the use of photographs shall be considered to show: a) typical construction and condition of the lineside security measure b) typical land use adjacent to the lineside security measure c) any evidence of unauthorised access or vandalism d) authorised access points. 12 RAIL SAFETY AND STANDARDS BOARD

15 Railway Group Standard Page 13 of 18 D5.3 Management of records GI/RT7001 sets out requirements for managing safety related records of elements of the infrastructure. D6 Records of incidents and accidents The infrastructure controller shall maintain records of incidents and accidents resulting from unauthorised access and vandalism. 16 Railway Group Standard Page 14 of 18 Withdrawn Document E1 Introduction Part E Managing the removal or securing of lineside materials This section (E1) is a descriptive introduction to Part E. It does not contain mandatory requirements. Risk can arise from materials that are fly-tipped, surplus to requirements or intentionally left for future work. GI/RT7003 sets out requirements for the removal and securing of debris, equipment, plant and equipment following the completion of construction work in the operational railway environment. GI/RC7503 states that construction works should not generally be considered complete until debris arising from the construction work has been removed. GM/RT1403 sets out requirements for the safe use of railborne and portable/transportable plant and works equipment. Part E of this document sets out requirements for managing the removal or securing of other materials on the lineside that are outside the scope of GI/RT7003 and GM/RT1403. E2 Procedure for managing removal The infrastructure controller shall have procedures in place for managing the removal or securing of material on the lineside. The procedure shall define the time permitted for removing or securing the material, taking into account the following risks: a) the risk to train operations b) the risk to persons with authorised access to the railway. E3 Factors to be considered in managing removal In assessing the time permitted for removing or securing the material from the lineside, the following shall be taken into account: a) the potential for misuse of the material by vandals to endanger the safety of the train operations as determined by: i) the accessibility of the material ii) iii) iv) the manoeuvrability of the material (size, weight, degree of security provided) the capacity of the material to derail trains or initiate any other hazardous event when misused the type, frequency and speed of rail traffic adjacent to the material 14 RAIL SAFETY AND STANDARDS BOARD

17 Railway Group Standard Page 15 of 18 b) the potential for the material to provide a tripping or other hazard to persons with authorised access to the railway, as determined by: i) the likelihood of exposure to the hazards ii) the likely injury resulting from exposure to these hazards. 18 Railway Group Standard Page 16 of 18 Withdrawn Document F1 Action to increase awareness of risk Part F Increasing awareness of risk from unauthorised access and vandalism Railway Group members to whom this document applies shall take action to increase the awareness of the public of the risk from unauthorised access and vandalism, in order to assist in achieving the relevant objectives set out in the Railway Group Safety Plan. Where appropriate, these actions shall take into account comparable action required by GI/RT RAIL SAFETY AND STANDARDS BOARD

19 Railway Group Standard Page 17 of 18 Appendix 1 Possible lineside security measures (The content of this Appendix is advisory) The following is a non-exhaustive list of possible lineside security measures to manage the risks from unauthorised access to Network Rail controlled infrastructure: a) lineside fencing appropriate to the location b) natural vegetation c) barriers d) natural barriers e) lockable access gates (with associated management regime to ensure their proper use) f) warning signs g) cattle-cum-trespass guards h) provisions at bridges to prevent access and dropped objects i) provisions for preventing vehicular access at adjacent railway facilities j) CCTV and intrusion detection systems k) patrols by security personnel l) educational measures to change behaviours of potential trespassers m) procedures for securing materials and equipment left on the lineside.
