1 Registration of Rail Vehicles and Mandatory Data Requirements Synopsis This standard mandates the registration process and that up-todate records of design and operational data essential for railway safety and interworking are maintained on the Rolling Stock Library database for rail vehicles for operating on Railtrack Controlled Infrastructure. Compliance The provisions in this are to be complied with from 2 December Health and Responsibilities In issuing this Standard, Railtrack PLC makes no warranties, express or implied, that compliance with all or any s is sufficient on its own to ensure safe systems of work or operation. Each user is reminded of its own responsibilities to ensure health and safety at work and its individual duties under health and safety legislation. 5 Page 3 of 9 1 Purpose Part B The purpose of this document is to mandate: the process of rail vehicle registration and data entry; that there shall be a central and up-to-date database of safety and interworking design data for all rail vehicles registered to run on Railtrack Controlled Infrastructure; that all vehicles permitted to run outside a possession shall be registered on that database. 2 Scope The overall scope of s is as specified in Appendix A of GA/RT6001. This document contains requirements which are applicable to the duty holders of the following categories of Railway Cases: Train Operator Infrastructure Controller With the exception of rail mounted maintenance machines and road-rail machines restricted to operate in a possession only, this document applies to all rail vehicles (including road-rail recovery vehicles and RIV registered vehicles) required to run on Railtrack Controlled Infrastructure. 3 Definitions Certificate of Authority to Operate Written confirmation by the infrastructure controller to a train operator of successful completion of the Route Acceptance process. This confirmation specifies the equipment, the equipment configuration, operational requirements and limitations, route constraints and network factors within which acceptance has been granted for network operations. Certificate of Engineering Acceptance The formal declaration by a Vehicle Acceptance Body that a rail vehicle(s) conforms to all the relevant mandatory requirements. The ability of rail vehicles to work on Railtrack Controlled Infrastructure and with other rail vehicles, as is determined by business, operating and emergency requirements. On-track machine A rail mounted machine that meets the requirements of GM/RT2400. Registered Non-operational status All vehicles in the Rolling Stock Library that have been in operational status but for which: the maintenance plan is not being implemented; or the Engineering Acceptance Certificate has expired, been withdrawn or suspended; or the Certificate of Authority to Operate has expired, been withdrawn or suspended. Registered Operational Status All vehicles in the Rolling Stock Library that have a valid Certificate of Authority to Operate and for which the maintenance plan is being implemented. RAILTRACK 3

6 Page 4 of 9 Uncontrolled When Printed Rolling Stock Library (RSL) The national central database of rail vehicle design and operational data, which is maintained by the infrastructure controller s authorised agent (currently Sema Group for Railtrack). Train Operator The duty holder of an accepted Railway Case, which covers the operation of the relevant vehicle. 4 Requirements The infrastructure controller shall establish and maintain a database (the RSL) of safety and interworking design data for all rail vehicles registered to run on Railtrack Controlled Infrastructure. Appendix A sets out the minimum data to be recorded. Train Operating Companies (TOCs) shall operate only vehicles in registered operational status on the RSL. Section 5 of this document describes the process to be followed. The infrastructure controller shall ensure that access to the registered data is made available to the TOCs. 5 Vehicle registration process 5.1 Transfer to registered operational status Except as set out in section of this document, no vehicle shall be put into, or returned to operational status in the RSL unless a corresponding Certificate of Authority to Operate has been issued The only exception to the requirements of section of this document shall be where a vehicle has been de-registered because its Engineering Acceptance Certificate has expired for reasons not requiring issue of a new Certificate of Authority to Operate. In this case, the vehicle shall be eligible to be returned to operational status on the RSL when a new Engineering Acceptance Certificate is issued, provided that the Certificate of Authority to Operate is still valid. The requirements for the issue of Engineering Acceptance Certificates are contained in GM/RT Transfer between registered operational status and registered nonoperational status A vehicle shall be transferred to registered non-operational status for any of the following reasons: expiry, withdrawal or suspension of an Engineering Acceptance Certificate; expiry, withdrawal or suspension of a Certificate of Authority to Operate; a vehicle held without maintenance being implemented in accordance with an approved maintenance plan. The TOC shall advise the organisation managing the RSL to transfer a registered operational vehicle to registered non-operational status before the limitations imposed on vehicle certification have been exceeded or when a vehicle is no longer being subject to maintenance. A vehicle shall only be transferred to registered operational status by: production of a new Engineering Acceptance Certificate or a Certificate of Authority to Operate as appropriate; or confirmation by the TOC of re-instatement of a valid maintenance plan within a period of 12 months of suspending maintenance whilst the vehicle was in storage; or issue of a new certificate of conformance for maintenance where a vehicle has been in storage (without maintenance being implemented) for a period in excess of twelve months. 4 RAILTRACK

7 Page 5 of Certificates and Forms In all cases a copy of the relevant certificate shall be presented to the organisation managing the RSL as evidence of its issue. The organisation managing the RSL shall keep a record of all current certificates used to register vehicles. All forms used for registration and re-registration shall be devised by the organisation managing the RSL and shall be the only forms used for the process. 6 Changes to data in Rolling Stock Library Train Operators shall provide and maintain accurate mandatory data for the RSL for every registered rail vehicle. This shall be done in accordance with the procedures defined by the organisation managing the RSL. The organisation managing the RSL shall make these procedures available upon request. RAILTRACK 5
