Consult with local telephone service providers to determine what emergency communications services may be available within the county. Consult with representatives from energy providers in your jurisdiction and determine the availability of critical replacement parts and/or equipment which would be necessary to maintain or restore operation of those facilities, obtain estimates of down times, alternate routing procedures, etc. Coordinate with representatives from each ESF and conduct/participate in periodic exercises of the EOP. Meet with representatives who compose the Incident Management System in your jurisdiction, in order to provide for smooth functioning of the functional area. Establish a consistent method of receiving and sending situation reports to and from the EOC during an incident. Obtain maps of pipelines, electrical power grids, power sub-stations, pumping stations, hydro-electric facilities, etc. in your jurisdiction. Develop and maintain plans and procedures necessary for ESF 12, and its support agencies to operate effectively.

Develop and maintain mutual aid agreements and memorandums of understanding for energy resources with support agencies and ancillary or contract support services. Develop and maintain roster of ESF 12 supervisors and shift change/staffing procedures. Develop and maintain an ESF 12 manpower list, delineating specialized skills and certifications of personnel. Develop and maintain resource lists. Plan and conduct training of EOC staff, ESF personnel, and employees and volunteers in your jurisdiction; provide additional/refresher training as appropriate. Develop and maintain a contact list of all agencies and organizations involved with ESF 12 that contains emergency notification information such as address, phone, cellular, facsimile numbers, and addresses. Obtain detailed maps of jurisdictions. Ensure that copies of all necessary ESF 12 emergency manuals, plans, procedures, and reference materials are located at the County EOC. Provide guidance on state and federal energy regulations. Ensure that agency representatives can access their respective agencies information networks, if available, while in the County EOC or in the field. Establish and maintain a coordination link with non-regulated power generators to ensure activities and operations are coordinated during emergencies. Develop an energy service monitoring system to facilitate the early detection of a significant disruption of energy service, e.g., a loss of 10% service or loss of power to 1,000 or more customers.

Develop procedures for energy providers to contact the County EMA if a significant energy service disruption occurs, e.g., a loss of 10% service or loss of power to 1,000 or more customers. NOTIFICATION Report to the county Emergency Operations Center (EOC) (name of facility and street address). Review the checklist. Notify the Deputy Energy-Utilities Officer and place him/her on standby. Open and maintain Energy-Utility Action Log (see Attachment 1 to this checklist). Develop shift schedule for possible 24-hour operations. Make contact with the county identified Energy and Utility resources; encourage activation of their emergency plans and request periodic status reports. Notify Logistics Coordinator of "unmet needs" in Energy and Utility resources. MATERIALS AND INFORMATION INVENTORY Notification and Resource Manual Action Log Copies of Hazard Specific Plans Copy of the County EOP. County map with locations of Resource Staging Area(s). OPERATIONS Develop a real time list of available Energy and Utility resources according to category, location, estimated time of arrival and availability of drivers. (Attachment 2) Coordinate refueling supplies for the Transportation Staging Area(s)

Obtain Energy and Utility resource needs / requirements from the Health and Medical Services Officer, Municipalities, etc. Review requested needs against existing plans. Chart requirements. (Attachment 3) Monitor the situation regarding protective actions (sheltering or evacuation) Obtain authorization from the County EMC, then request resources to move equipment to staging areas as appropriate. Obtain authorization from the EMC, then when / if appropriate, dispatch resources to the required locations. Monitor progress and update chart. Keep the Logistics Coordinator and the Finance Officer informed of the situation. Provide periodic status updates as appropriate. Complete activity log and document all activities. Maintain information for event file. Assess scope, magnitude, extent, and potential duration of incident. Activate ESF 12 and its personnel, based on incident assessment. Obtain status report on county activities, once in EOC. Collect information concerning ESF 12 field activities. Assist in the development of the incident action plan. Provide technical assistance, as requested. Support other Emergency Support Functions, as needed. Provide hourly situation reports of ESF 12 activities to Emergency Operations Center supervisor. Attend meeting for periodic situation updates. If Joint Information or Operations Center (JIC or JOC) is/are activated, send an Emergency Support Function representative to its location(s) if appropriate. Maintain record of actions taken Document incoming and outgoing notifications

5 By (initials) Time ITEM Request state/federal resources, as needed. Interface with state/federal personnel to coordinate the ESF information and planning functions, as needed. In the event of disruptions in the communications system, coordinate with ESF 2, Communications Emergency Support Function, to establish backup communication systems, as required. Provide waivers for normally disallowed energy sources, when energy resources are necessary for a time-critical action and acceptable sources are unavailable in necessary amounts. Prioritize the re-establishment of energy to affected areas, based on emergency response and hazard mitigation needs. Provide incident information and status of activities to energy providers in affected areas, to those in other regions or jurisdictions, and to mutual aid partners. Activate mutual aid agreements with other energy providers, as needed, to mitigate service disruptions. Advocate water conservation during periods of short-term water interruption. Provide emergency power and fuel to critical facilities, (hospitals, nursing homes, shelters, etc.) to ensure their continued operations. Provide emergency water to critical facilities in long-term water interruptions to ensure their continued operations. Record response activities taken, noting improvements or corrective actions required and determine how your jurisdiction will utilize this information to update/review the EOP. Notify contiguous jurisdiction EMA s and the PEMA of the energy emergency within the county. RECOVERY Ensure ESF 12, personnel have been decontaminated, when applicable. Coordinate with ESF 7, Logistics Management and Resource Support, on resource accountability. Collect and inventory all equipment used during incident.

6 By (initials) Time ITEM Provide guidance on state and federal energy regulations. Implement procedures for the restoration of energy production and distribution capabilities on an affected area. Ensure all staff members are properly debriefed, to include mental health debriefings if appropriate. Prepare appropriate After Action Reports. Recover all equipment and fuel provided to critical facilities when no longer needed. Return equipment and fuels borrowed through Mutual Aid Agreements. Deactivate/demobilize support personnel and equipment when no longer needed. MITIGATION Meet with representatives of electrical service providers to discuss the electrical service priorities (hospitals, nursing homes, critical facilities, controlled shut downs, etc.), which have been established for the service area. Identify SOP s, policies, guidelines, and plans for use by your agency or department during an activation of this ESF. Review the current level of training of personnel and identify additional or refresher training requirements. Provide public information on the proper, storage and use of the various fuels (gasoline, diesel fuel, fuel oil, propane, kerosene, natural gas, etc.) and the devices that use them. Identify critical facilities vulnerable to disasters, and evaluate vulnerabilities, and determine what actions can be taken to prevent or reduce those vulnerabilities. Investigate new technology and procedures for use when ESF 12 is activated. Identify areas where mutual aid agreements and memorandums of understandings are needed with support agencies, ancillary or contract support services, and resource providers.
