1 SSS013 UN 3291 Clinical and Related Wastes Services Specification 1. Scope This specification describes the acceptable waste materials and packaging requirements for Daniels Health services for a subset of the waste materials that in the various State ant Territory Environmental Regulations fall under the category of Clinical and related wastes or medical wastes. The waste materials covered by this specification are those Clinical and related wastes that can and should be transported as solid Dangerous Goods of Class 6.2 under the UN UN 3291 and hence have a low probability of containing infectious substances (see Appendix A for information concerning infectious substances). Solid in this case means waste containing sufficient absorbent material to absorb the entire amount of liquid present and the packaging is capable of retaining liquids There are three distinct waste streams that make up UN3291 wastes, Clinical, Anatomical and Cytotoxic wastes. These three streams are shown in the following table of Clinical and related wastes together with the other wastes that make up the Clinical and related wastes category. The services described in this specification to not cover services for those certain circumstances where waste is both a UN3291 Dangerous Good and contains live GMO and/or is nominated by the Australian Quarantine Inspection Service as Quarantine waste. This specification should be read in conjunction with the General Waste Services Specification SSS001 which applies to all wastes streams. 4 # Sharps means anything: that has sharp points or edges capable of cutting, piercing or penetrating the skin (such as needles, syringes with needles or surgical instruments) that is designed for the purpose of cutting, piercing or penetrating the skin that has the potential to cause injury or infection. 3. Service s & Packaging Details In order to support safe and compliant handling, storage, transport and treatment of waste, all bins, collectors, and containers used for packaging UN3291 waste must not be presented for collection overfilled. The lids of containers must be properly and securely engaged and any lock or latch on the container closed off so as to fully secure the lid. Daniels Health can only take delivery of properly closed off containers. a. Services Utilizing Daniels Health Owned Pool Bins/Collectors These Services involve the delivery of Daniels Health owned pool bins or collectors for temporary use by the client solely for the purposes of depositing wastes for subsequent collection by Daniels Health. The delivery of the bins containers or collectors have a Service description that starts with Delivery of. The subsequent collection of the bin has a Service description beginning with Pick-up. Where Delivery of Service s are listed in the tables below, the requirements relating to waste materials and presentation container for collection all to the associated Pick-up Service in particular. i. 5 These bins can only be transported in vehicles whose bodies meet specific requirements, see Appendix B. Vehicles carrying more than 200kg or 200l of material need to be licensed to transport these wastes in most jurisdictions. Bins of nominal capacity 120l to 1,100l were procured as complying with the version of AS 4123 that applied at the time of manufacture of the bin. They are common stock standard mobile garbage bins designed with curbside municipal waste collection in mind, they are not a healthcare specific collector. Sizes of capacity 50 to 240l are delivered with a 25 micron plastic bin liner. Waste in all bin sizes should be contained in tied off plastic bags, no loose waste. Note that Additional requirements may apply to the use of plastic bags in conjunction with mobile garbage bins in a particular State or may apply to a particular category of users. These requirements may include those outlined in the Australian/New Zealand Standard 3816:1998 Management of Clinical and Related Wastes and/or State based health department policy documents. Bins must be labelled as UN3291 material, identify the waste stream and be clearly marked as to bin ownership. These Services are for soft waste only i.e. not for loose Sharps, however, AS 4031 compliant disposable UN3219 Clinical Sharps containers may be deposited in them. Bins must be in sound order and condition. Bins of nominal capacity 120l to 1,100l must comply with the version of AS 4123 that applied at the time of manufacture of the bin. The lids of containers must be properly and securely engaged Waste in all bin sizes should be contained in tied off plastic bags of suitable strength given their size and contents. Bags containing 100 to 200l of waste must have a thickness of at least 25 micron.
