7 Who is Health Purchasing Victoria Established in 2001 Independent statutory authority Responsible to the Minister for health Works closely with the Department of Health and Human Services Combines the collective purchasing power of more than 80 legal entities to establish whole-of-health contracts Receives legislative support through Competition and Consumer Act exemptions to consolidate the purchasing power of public hospitals and health services 7
8 HPV Objectives Facilitate access by public hospitals and health services to goods, services and equipment on best-value terms Foster supply chain and process improvement, through developing good relationships with suppliers and health services Ensure probity is maintained in purchasing, sourcing and contracting activities HPV sourcing processes are based on the VGPB principles 8
9 HPV cluster-sourcing framework Gippsland health services partnering with HPV Health services involved provide procurement capacity for facilitating the ITS, HPV in a supporting role Utilises HPV s Procurement Portal, processes and documentation Establishment of one HPV Agreement Uses HPV procurement resources to deliver best value outcome for Participating Health Services Allows group procurement without inadvertently breaching the Competition and Consumer Act
10 Invitation to Supply Scope HPV is seeking responses for: Compounded chemotherapy and MAB preparations for use in Participating Health Services Associated service and delivery requirements Participating Health Services include Latrobe Regional Hospital, Central Gippsland Health Service and Bairnsdale Regional Health Service. Refer to draft Part 5 Statement of Requirements Part B1 for more details on service requirements There may be opportunity to add additional health services in the Gippsland region to contract. 10
11 Invitation to Supply Scope Category 1 Chemotherapy medicines Category 2 Biologic medicines Category 3 Containers Category 4 Compounding Category 5 Stock handling (labour) Scope does not include: o Any compounding that Participating Health Services wish to undertake in their sole discretion. 11
12 Invitation to Supply - Features Term: 2 year principal period + 2 year option period (2 + 2) Indicative usage: Provided in the Tender Response Worksheet Figures are indicative only, no representation or guarantees are made with regards to their accuracy Extrapolated 3 months usage (Apr Jun 18) to 12 months usage Usage provided in terms of number of preparations and aggregated dose in milligrams or units Award scenario: HPV intends to award a single supplier for this ITS (Sole Supply) for all Participating Health Services. 12
13 Invitation to Supply - Features Pricing structure: Submit their best price for the subcategories Total delivered costs/free into store Exclusive of GST Australian currency Price submitted must include both: Per gram/milligram/units Per eaches (standard commercial pack) Price will be fixed for duration of Agreement except where HPV conducts a price review: Option review Competitive pricing PBS list price falls below the contract price Changes in market dynamics or market forces, any savings achieved by the contract holder in the purchase price of pharmaceutical medicines must be passed through to Participating Health Services 13
14 Response format Responses must be completed electronically and submitted on the HPV Procurement Portal via your HPV website login HPV strongly recommends suppliers check their access to the HPV Procurement Portal to ensure there is no delay in accessing information when tender is released Responses are required for questions on the HPV Procurement Portal Appendices may be required to be filled out and signed as indicated, scanned and uploaded as attachments Stat Dec that requires the authorised witness name, address, title and signature Upload attachments when requested 14

17 TRW: Category 1 and 2 17 Column A: Change to Yes if submitting a response Row 2: Additional instructions/information Category 1: Chemotherapy medicines Category 2: Biologic medicines Each subcategory is a different molecule All presentations/strengths of each molecule are listed under the same subcategory your response will be dependent on the presentation you use to make compounded preparations If more than 1 presentation of a molecule is used, provide information for each presentation Data validation built-in for columns G,H, I, J choose from drop down Where relevant, information provided in the TRW should match that in national product catalogue (NPC).
18 TRW: Category 1 and 2 If all preparations of gemcitabine are made with the 200mg/5.3mL presentation, no response is required for 1g and 2g presentation Column K and L are standard fields i.e. 1 vial gemcitabine Column M and N are for solutions 18
19 TRW: Category 1 and 2 Estimated annual usage is extrapolated from Apr Jun 2018 usage data from Participating Health Services Estimated annual usage is provided in both number of preparations, and total number of milligrams or units Columns Q, R, S and T are mandatory GTIN refers to the standard commercial product of the molecule 19
20 TRW: Category 1 and 2 Product description is standard = product subcategory description with strength As preparations are made according to dose specifically ordered by health service Column V indicate brand Add one row for each additional brand i.e biosimilar products where health services may request specific brands 20
21 TRW: Category 1 and 2 Response to column Z, AA, AB, AC and AD are mandatory Column Z refers to price per gram, milligram or units Column AA refers to price per standard commercial presentation i.e. 1 vial Data validation applies to columns AB, AC and AD select from drop down list 21
22 TRW: Category 1 and 2 If your organisation distributes compounded preparations via a third party, fill in the respective columns AE, AF, AG, AH, AI, AJ, AK, AL and AM. If these columns are left blank, this indicates compounded preparations are only available by direct distribution from contract holder 22

29 Tips for Responding Late responses may only be accepted under exceptional circumstances per the ITS terms and conditions Submit early, each submission is overwritten by each new submission, up until the close of ITS. Only the latest submission will be visible to HPV. Do not disclose submission details over the phone with anyone that claims to be from a health service or HPV All communication in relation to the ITS must be submitted through the secure messaging function on the HPV Procurement Portal Save regularly 15 minutes of inactivity will sign out automatically 29
30 Tips for Responding Read all the information on the HPV Procurement Portal and the attachments available for download Make note of key actions and deadlines Do not assume your organisation is well known, provide all requested information as responses are graded according to what is provided Utilise appropriate people with your organisation Answer every question in the requested format, including bullet points, even if you feel the response is repeated Do not cross-refer to other questions or answers in your response as evaluators may not have access to all questions and responses submitted Treat every question as a question on its own and repeat answers if you need to. 30
31 Tips for Responding Do not use acronyms or abbreviations Unanswered mandatory questions will prevent submission of your response If you have slow internet connection and the size of your uploads is in excess of 10mb, your session could time out during the upload. HPV recommends submitting your response the day before ITS closes. Contact BravoSolution helpdesk for technical support contact details found on the HPV Procurement Portal on top of each page. 31

ITS release this week Wednesday 5 September Once ITS is released, all communication must be via the secure messaging function on the HPV Procurement Portal. 51 To access the ITS When you enter the system you will land on a dashboard. Click on the RFQ line within the RFx Open to All Suppliers Portlet 51
52 To find the tender that you wish to express interest in, select RFQs Open to All Suppliers Select the tender you would like to express interest in from the list 52
53 Review the overview information and take note of the deadline date and time. Click on Express Interest. This is the only way to access the event. 53
54 To populate the content of your tender response, click on Create Response 54
55 Will advise you that you haven t submitted yet. You can submit as many times as you like. The latest submission will overwrite previous submissions. Click on Edit Response The tender questions are divided into three sections. A summary of remaining mandatory questions is summarised at section level. 55
56 Make sure you save regularly. If you are inactive on the site for more than 15 minutes you will need to sign in again and any unsaved data will be lost. The response will be made up of various question types: - Yes / No - Text - Numeric - Options List - Multiple Choice - Date - Attachment 56

58 When you reply to a message in the Received Messages section, the message will automatically be moved to the Sent Messages folder. 58
