Viet Nam coasts Has over 3,260 km coastline which is home to important ecosystems and rich resources that contribute significantly to national socioeconomic development. Management of marine and island resources relied on the sector-based approach which caused problems such as deterioration and depletion of renewable resources, environmental pollution and ecosystem damage. The Government issued Decree No. 25/2009/ND-CP on integrated management of natural resources and environmental protection of the sea and islands on March 6, 2009 to address the problems of sectoral management. After 6 years of implementation, the Decree has not fully institutionalized all contents of integrated management and, as a sub-law document, cannot direct and coordinate resource management, exploitation and use activities prescribed in specialized laws. www.pemsea.org 2
Viet Nam coasts The Law on Marine and Island Resources and Environment was passed by the National Assembly on 25 June 2015 and took effect on 1 July 2016 to continue building and improving the legal system on the coasts and sea, including the effectiveness of the integrated management approach. The Law builds on the experiences in the Northern Central and Central Region in ICM implementation, including past programs of the National Government (e.g., Program 158) to enhance the integrated management of Viet Nam s coasts and islands. The Law is anticipated to help coordinate sector-based management and ensure reasonable and efficient use of resources and protection of the environment and ecosystems in line goal set forth in the Vietnam Marine Strategy to turn Vietnam into a strong and wealthy sea-based nation. www.pemsea.org 3

Results: Supporting ICM Scaling Up Approval and adoption of National ICM Strategy to 2020 until 2030 and National ICM Action Plan to 2020 covering all 28 coastal provinces of Vietnam building on Program 158 and experiences from other programs. Decision No. 01/QD-BDP issued on 25 September 2017 establishing the National ICM Coordination Office that would assist the National ICM Coordinating Committee in overseeing the implementation of the National ICM Strategy and National ICM Action Plan Decision No. 2363/QD-BDP issued on 2 October 2017 detailing the operational mechanisms for the Coordinating Committee. www.pemsea.org 8

Results: Technical Guidelines on ICM Circular No 49 approved by MONRE on 20 November 2017 (No. 49/2017/TT-BTNMT) detailing the technical regulations for ICM. Circular No. 29/2016/TT-BTNMT 5 Chapters, 35 Articles Circular No. 29/2016/TT-BTNMT detailed the technical regulations for the establishment of coastal setback zone. People s Committees of 28 coastal provinces and coastal cities shall be responsible to organize the establishment, publication and management of the coastal setback zone. Currently, some provinces have finished almost the steps of the establishment of the coastal setback zone, such as Khanh Hoa, Ba Ria Vung Tau, Binh Dinh, etc. www.pemsea.org 12

Lessons Learned Institutional and policy reforms for the governance of the coast and islands of Viet Nam have benefited from the experiences, success stories, challenges and gaps in ICM implementation at the local level, as well as international experience. Formulation and adoption of the legal framework for integrated management of Viet Nam s coasts and islands, along with the issuances of supporting decisions and circulars clarify the implementing arrangements of the provisions of the law at national and local levels. Continuing support and collaboration with various partners from international and domestic sources provide opportunities to fine tune the implementation of ICM and harmonizing the activities in sea and islands management at the central and local levels. www.pemsea.org 16
