Terms of Reference (ToR) for Individual Consultant POST TITLE: POST LEVEL: AGENCY/PROJECT NAME: COUNTRY OF ASSIGNMENT DURATION OF THE CONTRACT: National Senior Consultant-Environment Economist of the National Designated Secretariat of Bangladesh to the Green Climate Fund National Consultant (Senior Consultant 1 Position) GCF Readiness Support Dhaka, Bangladesh 70 days over a period of 06 months (15 June - 30 November 2017) (a) OBJECTIVES: The National Senior Consultant will work with the Economic Relations Division (ERD), the UNDP, and two (02) National Junior Consultants to provide support to the development of the Country Programme Framework. The purpose of the assignment is to provide readiness support that will contribute to strengthening Bangladesh s institutional capacity at the national level to develop a GCF Country Programme Framework, and also to propose appropriate Country Programme Frameworks for climate change in general. (b) BACKGROUND: Despite the country having a Climate Change Strategy and Action Plan, the CPEIR findings clearly demonstrate the need for a whole of Government approach in climate change and a comprehensive country programme framework based on new knowledge and needs. The NAP Road Map, Climate Fiscal Framework (CFF) and submitted INDC also need to be considered in developing the Country Programme Framework. Bangladesh seeks GCF s support for its readiness process for the activity-2 area in order to develop a Country Programme Framework, thereby also enhancing its capacity to access international climate finance resources. Enabling activities, such as NAP Road Map, BCCSAP, INDC, CFF and national communication processes have benefitted from support from multilateral executing entities such as the UNDP. Such projects were meant to strengthen the institutional and operational capacities of the country. Yet, Bangladesh NDA still lacks adequate capacity in climate change to address the multiplicity of existing climate-related strategies, plans and programmes in Bangladesh, and to facilitate direct access to climate financing for the implementation of climate-related projects and programmes. With the GCF readiness support, Bangladesh will collate, understand and review the mentioned plans and strategies at the national level, assess their adequacy, prioritize those with transformational potential, and identify gaps that may need to be filled in order to produce a robust country programme consistent with the Green Climate Fund s initial investment framework. Readiness support will hence contribute to strengthening Bangladesh s institutional capacity at the national level to develop a GCF country programme and also to propose appropriate country programme frameworks for climate change in general. This framework will be helpful for channelling the climate investment proposals of National Implementing Entities (NIEs) and Multilateral Implementing Entities (MIEs) to Green Climate Fund. 1
The country also envisages to identify geographic and thematic options for programming, and collecting additional data available to cover identified gaps. Such a process is expected to enable development of a comprehensive portfolio of funding proposals that will be submitted for consideration by the GCF. In implementing these initiatives, the NDA will aim to avoid overlap or duplication with projects/programmes supported by other donor agencies. (c) SCOPE OF WORK: The National Senior Consultant will closely work and assist the National Designated Authority (NDA) Secretariat of Bangladesh to support the NDA, the UNDP, and guide two Junior Consultants. The consultancy will mainly be focused on developing a Country Strategy and Programme Framework (CSPF) or Indicative Strategic Framework & Country Programme, and the contents of the document will include an objective, situation analysis, strategy, priority list (based on relevant national plans and policies) of project concepts and means of implementation. The list will also aim to identify the short, medium and long term priorities. Following the CSPF, MIEs together with concerned ministries and agencies will prepare project proposals accordingly. Climate change policy related documents such as BCCSAP, NDC, 7 th Five Year Plan, Delta Plan and others will be the basis of preparing the document. NDA Secretariat will consult with MoEF, Planning Commission and other relevant entities in its preparation process, with the assistance of UNDP. The consultancy will therefore aim to identify transformational investment opportunities in accordance with GCF s Investment Framework and Result Management Framework, as well as supporting in strengthening/up-scaling the country coordination mechanism for GCF-related activities to implement Bangladesh s programming priorities, and developing a Draft Country Programme Framework. The Senior Consultant will carry out the following tasks: a) Become familiar with Bangladesh s low carbon and climate resilient development -relevant plans and frameworks including BCCSAP, 7 th Five Year Plan, institutional and policy framework for climate change and relevant plans and strategies; b) Review and understanding of Bangladesh s low carbon and climate resilient development -relevant plans and frameworks that includes Bangladesh Climate Change Strategy and Action Plan (BCCSAP), 7th Five Year Plan, the institutional and policy framework for climate change and of the relevant plans and strategies, with a view to identifying transformational investment opportunities in accordance with GCF s Investment Framework and Result Management Framework; c) Provide support in strengthening/up-scaling the country coordination mechanism for GCF-related activities to implement Bangladesh s programming priorities. d) Facilitate NDA in developing a multi-stakeholder platform in developing the Country Programme Framework. e) Strengthening/up-scaling the country coordination mechanism for GCF-related activities particularly to implement Bangladesh s programming priorities; f) Identifying opportunities to involve the private sector, including micro, small and medium enterprises, and leveraging their ability to implement Bangladesh s programming priorities; g) Clarifying the roles of prospective public and private sector entities in implementing Bangladesh s programming priorities with respect to GCF; h) Developing clear metrics to screen project proposals for GCF submission, based on policies and strategies of the Government of Bangladesh, GCF and other global commitments; i) Developing a robust Monitoring and Evaluation (M&E) system in order to track progress, assess outcome/impact and to ensure accountability for use of resources. The Ministry of Planning s Implementation, Monitoring and Evaluation Division (IMED) can be a partner in this venture. j) Facilitate NDA to undertake consultations with stakeholders, in accordance with the GCF s defined scope of work on developing strategic frameworks including the preparation of country programmes. 2
k) Develop a Draft Country Programme Framework. l) Guide two Junior Consultants to review Bangladesh s low carbon and climate resilient development - relevant plans and frameworks to identify transformational investment opportunities in accordance with GCF s Investment Framework and Result Management Framework; The consultant will be contractually accountable to UNDP. However, the issues related to process and deliverables (outputs) need to be endorsed by NDA. D) Time frame & Deliverables: SL no Tasks Days Required 01 Final Report describe National Development Baseline Profile 15 Days 02 Support NDA in the Country Portfolio Development for GCF 40 Days 03 Project Management Function on behalf of UNDP 15 Days 70 Days E) SUPERVISION AND PERFORMANCE EVALUATION: The National Senior Consultant will work closely with the National Designated Authority (NDA) Secretariat of Bangladesh to the Green Climate Fund (GCF). The consultant will report directly to the Additional Secretary of Economic Relations Division (ERD) and Climate Change Specialist of the UNDP. F) DOCUMENTS: The Consultant will prepare and submit the above mentioned documents during the assignment period. The format for the Country Programme Framework should be agreed on at the beginning of the assignment and cleared by the task force. Further work or revision of the documents may be required if it is considered that the documents do not meet the ToR, errors of fact or the documents are incomplete or not of an acceptable standard. G) INPUTS: ERD will provide office space for the consultant and also arrange meetings, consultations and interviews and ensure access to key officials as mentioned in the proposed methodology. REQUIREMENTS (a) ACADEMIC QUALIFICATIONS: i. Post Graduate degree in Environment Economics/ Development Studies/ Social Science/ or Relevant Subject. (b) EXPERIENCE: i. Minimum 10 years of experience working on Environment or any other relevant field; ii. Demonstrates skills in drafting reports, knowledge and competencies/experiences in Economic issues; iii. Works well in multi-disciplinary teams, meeting demand, and excellent communication and interpersonal skills; 3
iv. Leadership experience in the implementation of projects/programmes. (b) COMPETENCIES: i. Excellent oral and written English and Bangla communication skills, and exceptional technical writing and presentation capabilities; ii. Ability to meet deadlines and work under pressure; iii. Ability to work independently and participate in team-based environment. FINANCIAL PROPOSAL Lump sum contracts The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). All other proposals receive points according to the following formula: Where: p = y (μ/z) p = points for the financial proposal being evaluated y = maximum number of points for the financial proposal μ = price of the lowest priced proposal z = price of the proposal being evaluated Recommended Presentation of Offer Interested individuals must submit the following documents/information to demonstrate their qualifications. a) Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP; b) Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references; c) Brief description of why the individual considers him/herself as the most suitable for the assignment and a methodology on how they will approach and complete the assignment. d) Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided. If an Offeror is employed by an organization/company/institution and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate this at this point and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
