Project Background Transforming Mauritius into a high-income economy by 2030 remains high on Government s agenda. However, despite the fact that Mauritius has achieved significant progress in governance over the past two decades, the performance of the public sector has slowed or even reversed. Public sector modernisation and efficiency are reported to lag behind other upper-middle-income countries, hampering efforts to accelerate economic growth and inclusiveness. Several areas have been identified by the World Bank where the quality and equity of service delivery remains inadequate. Lack of continuity in 1
2 implementation of bold reforms and a limited monitoring and evaluation culture, impeding effective planning, budgeting, continuous evaluation, accountability, public sector management practices and tracking of the performance of public institutions, are believed to be the main bottlenecks of the system. These challenges have been observed despite the fact that several innovative measures have recently been implemented. They include the setting up of an electronic learning system and a new platform for in-service training of public officers at the level of the Civil Service College, Mauritius. In line with the Public Sector Business Transformation Strategy, a new Capacity Building and Capability Development Programme has been worked out. Public Officers have been clustered into 5 levels so that specific training could be provided to each level of officers. Government is fully aware of the importance of further reforms to ensure the success of the development agenda. The Government laid emphasis on service delivery stating that the public service should become efficient and creative and should focus on achieving national targets instead of focusing on routine administrative jobs only. In addition, the central theme of Budget revolved around a rising to the challenge of our ambitions which focuses on public sector reform. It is against this background that the UNDP Country Office has embarked on the project Capacity Development of Public officers in Republic of Mauritius under the pillar 1 of the UNDP Country Programme Inclusive Development and Public Sector Efficiency in collaboration with the Ministry of Civil Service and Administrative Reforms (MCSAR) and the Civil Service College, Mauritius (CSCM). B. Scope of Work Under the overall guidance of the Acting Head of the Socio-Economic Development Unit (SEDU), the Secretary for Public Service and the Director General of the CSCM, the Consultant/ Resource Person will be expected to undertake the following tasks- (i) Develop the course content on Policy Formulation and Legislation Development including the end-to-end Policy Process for Top Management level (ii) Deliver a 5-day interactive workshop on the topic mentioned at (i) using practical examples 2

Institutional Arrangement While the Consultant/Resource Person will be contracted by UNDP in collaboration with MCSAR, the training programme will be worked out in consultation with the Civil Service College, Mauritius. D. Duration of the Work This assignment is for duration of five man-days, started in April 2018 and ending on or before August The duration of the programme will be 5 days and the Consultant/Resource Person is expected to be in Mauritius at least 3 working days before the start of the programme. E. Duty Station The training programme will be arranged by the Civil Service College, Mauritius at an appropriate venue. F. Methodology The Consultant/Resource Person will use a process-based approach to prepare the training programme while ensuring the participation of all key stakeholders, facilitating interaction and feeding them with relevant information, and, promoting stakeholders ownership of the final output. G. Deliverables Following in-depth consultations with relevant local stakeholders, the expert will be expected to work mainly on the deliverables as per table below: S.N. Qualifications and Competencies Education: Master s Degree in Public Sector Administration or Management or Public Administration or Business Administration or Public Policy. Earned Doctorate. Experience: At least 5 years experience in devising training programmes while working in or with the public sector which should include experience as trainer and facilitator of training programmes in the Tertiary Sector. Experience in producing international training reports. Language Excellent communication skills and a good command of English, both written and spoken. Corporate Competencies Demonstrate integrity by modelling the United Nations values and ethical standards; Advocate and promotes the vision, mission, and strategic goals of United Nations; Display cultural, gender, religion, race, nationality and age sensitivity and adaptability; and Treat all people fairly without favouritism 4
5 Functional Competencies Ability to adapt in new working environment; Demonstrated strategic technical and intellectual skills in the substantive area; and Computer proficiency. Candidates should produce written evidence of experience/knowledge claimed. I. Scope of Price Proposal and Schedule Payments Price Proposal The financial offer should be quoted as a lump sum amount, all-inclusive. The term All inclusive implies that all costs (professional fees, travel costs, living allowances, communications, consumables, etc.) that could possibly be incurred by the Contractor are already factored into the final amount submitted in the proposal The contract price is fixed regardless of changes in the cost components. Payments will be effected based on deliverables Payment Schedule 20%-An inception report detailing the approach and methodology for the Capacity Building Programmes 40%-Submission of Materials for Capacity Building Programmes 40%-Summary of findings during workshops conducted and report for the way forward J. Proposed Work Plan and Indicative Time It is planned that the consultancy starts by April 2018 and ends on or before August K. Recommended Presentation of Offer 5
6 Individual Consultants/Resource Persons are invited to submit the following applications and requirements: Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP. Personal CV and P11 (both), indicating all past experience from similar projects, as well as the contact details ( and telephone number) of the Candidate and at least three (3) professional references. Candidates not submitting P11 will not be considered. Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology on how they will approach and complete the assignment. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. L. Criteria for Selection of Best Offer The award of the contract will be made to the Individual Consultant whose offer has been evaluated using the Combined Scoring Method and determined as: Responsive/compliant/acceptable; Having received the highest score out of a pre-determined set of weighted technical and financial criteria specified below - (Technical Criteria with a weight of 0.7 and Financial Criteria of a weight of 0.3. Only candidates obtaining a minimum of 70 marks out of 100 in the Technical Evaluation would be considered for the Financial Evaluation. The technical criteria and weightage are as follows: 6
