Knowledge, Skills and Abilities: Thorough knowledge of the principles and practices of solid waste and recycling programs; Thorough knowledge of the local, state, and federal laws and regulations relating to solid waste and recycling programs; Thorough knowledge of the county budget, purchasing, and personnel policies and practices; Thorough knowledge of effective management practices including staffing, motivation, communications, delegation, discipline, performance review, and other practices; General knowledge of current and projected trends in solid waste from residential, commercial, and industrial facilities; General knowledge of the principles and practices to promote, implement, and maintain public awareness and citizen involvement programs; Ability to analyze information and make effective decisions; Ability to establish and maintain effective working relationships with county officials, industrial officials, regulatory officials, contractors, other employees, and the general public; Ability to prepare, present and interpret complex records and reports.

3 Plans, organizes and directs the work of subordinate employees and participates as necessary in the operation of the yard waste, scrap tire and white goods facility; Advises management and participates in planning for current and future capacity needs for increased efficiency and regulatory compliance. Ensures that all county solid waste programs and facilities are in compliance with NCDENR standards; Supervises the hiring, promotion, training, discipline, evaluation, and other personnel actions and decisions for the department; plans and implements safety programs including training, procedures, and equipment as necessary; Researches and recommends strategies for meeting new regulatory requirements; supervises and participates in the investigation, implementation, and administration of landfill maintenance; Establishes, maintains, and analyzes a variety of reports as required and as needed for effective management decision-making; collects and compiles data on solid waste and recycling tonnage; prepares county and state reports; Publicizes and promotes solid waste services as well as recycling services and programs; prepares and presents recycling education and training programs to citizens, students, industries and businesses; Coordinates and oversees special projects and events related to solid waste (i.e. spring litter sweep, recycling days, etc.); Attends and serves as County staff to the Appearance Commission; Requests department resources as part of annual budget process; controls allocated resources once approved. Additional Job Duties: Performs related work as required. Performs the duties of the landfill employees as required. Special Requirement: Must have a valid driver s license. Residency in Vance County is preferred. Department: Detention Center Position Title: Detention Officer I Salary Range: $25,380 - $26,652 (DOQ) Completion of high school supplemented by courses in law enforcement or detention; or an equivalent combination of training and experience. CERTIFICATION/EXPERIENCED AS A DETENTION OFFICER PREFERRED. Working knowledge of federal, state, and local laws pertaining to inmate sentencing pretrial conditions, and release; working knowledge of policies and procedures covering inmate security, classification, care and discipline; ability to exercise sound judgment in routine and emergency situations; ability to work in a hazardous and confining work environment; ability to deal tactfully and firmly with inmates and the public; ability to prepare and maintain accurate records; ability to maintain effective working relationships with supervisor, other employees, and the public; ability to actively listen to inmate conversations and sounds in the facility and exercise judgment in determining potential security problems.
