CARRIED CS-13-64 Angela Sansone Requesting to Address the Community Services Committee to Request a Crosswalk at the Intersection of Colborne Street West and Kaiser Crescent Angela Sansone and Mary Hahnelt addressed the Community Services Committee expressing concern regarding road safety and requesting that a crosswalk, streetlights or seniors crossing signs be installed at the entrance of the public park crossing, at the intersection of Colborne Street West and Kaiser Crescent, and that the speed be reduced to 30 km per hour. 601 Community Services Committee Minutes - 2 - June 20, 2013 CORRESPONDENCE REQUESTS REFERRALS FROM CITY COUNCIL ADVISORY COMMITTEE REPORTS Report of Oshawa Environmental Advisory Committee (CS-13-60) The Oshawa Environmental Advisory Committee respectfully reports and recommends to the Community Services Committee its Fifth Report. 1. Food for Thought Gardening Workshops (Interim Report) (OEAC-13-49) Recommendation Whereas the Oshawa Environmental Advisory Committee s (OEAC) Food for Thought workshops support the following key strategies in the Oshawa Strategic Plan under the goal of Environmental Responsibility: Promote and encourage backyard and community gardening, and urban agriculture Educate the public about the value and importance of buying locally grown food; and, Whereas the initial response to the Food for Thought workshops has identified both a need and willingness in the community to participate; and, Whereas the OEAC has identified community outreach and stewardship in its 2013 Work Plan; and, Whereas the OEAC Terms of Reference includes the following as a goal and objective: Identify new strategies, including educational strategies, regarding environmental sustainability which would lead to a better understanding or enhancement of the City s natural and built environments ; Therefore be it resolved: 1. That a sixth workshop in November on heritage/heirloom seeds be added to the programming for 2013; and, 2. That staff work to expand and develop future sustainability workshops in consultation with the OEAC to promote a culture of change within the community to support the strategies and goals identified in the Oshawa Strategic Plan.

Policy for Maintenance of Commemorative Trees (OEAC-13-54) Recommendation Whereas the City of Oshawa has no Commemorative Tree Maintenance Policy to compliment the City s Commemorative Tree Planting Program; and, Whereas a commemorative tree is planted by City staff on behalf of members of our community; and, Whereas such trees not only act to commemorate citizens but also add to the City s living canopy; and, Whereas these trees are planted on City property at a cost to an individual, group or organization; and, Whereas a policy to support the Commemorative Tree Program ensures that trees planted by City staff on City property will be cared for by City staff; Therefore be it resolved that staff investigate the possibility of creating a maintenance policy to maintain trees planted by the Commemorative Tree Program. That Report CS-13-51 dated June 13, 2013 be forwarded to the Region of Durham Works Department and Durham Region Transit; and, 2. That Durham Region Transit be asked to review their policy on waste management at transit stops in order to respond to the increasing number of complaints regarding litter that is resulting from transit users; and,

CS-13-46 City Trees By-law 1. That based on Report CS-13-46 dated June 13, 2013, staff be authorized to prepare a draft by-law and administrative process to protect privately owned trees in environmentally sensitive areas and woodlands for Council s consideration and approval; and, 2. That staff coordinate a public meeting on the draft by-law to obtain public input; and, 3. That the draft by-law be circulated to the Oshawa Environmental Advisory Committee, the Building Industry Liaison Team, the Durham Homebuilders Association and the Central Lake Ontario Conservation Authority for comment. CS-13-61 Use of E-Bikes in Oshawa Whereas on November 26, 2012, Oshawa City Council directed that staff undertake a review of E-bikes, including a consultation process with the public and key stakeholders, as outlined in Report CS-12-120 dated November 6, 2012 and report back to Council in 2013; and, Whereas staff have conducted a survey of other municipalities that indicates a variety of approaches related to regulating the use of E-bikes on sidewalks and trails; and, Whereas several Ontario municipalities are also in the process of reviewing options for regulating the use of E-bikes on sidewalks and trails; and, Whereas the City continues to receive calls from the public concerning the use of E-bikes on sidewalks and trails; Therefore be it resolved that public and stakeholder consultation including online engagement as well as an open house be scheduled in September 2013, to gather input from the public on the use of E-Bikes in Oshawa, followed by a report back to City Council.

CS-13-57 Additional Pan Am Games at the GMC in 2015 1. That the City endorse the use of the General Motors Centre for the 2015 Pan Am Games to add weightlifting from July 11, 2015 to July 15, 2015 in accordance with Report CS-13-57, dated June 13, 2013; and, 2. That the Mayor, City Clerk and Global Spectrum be authorized to execute any required agreement or necessary amendment to the current agreement between the City and the organizers of the 2015 Pan Am Games to host Weightlifting at the GMC. WORKS AND TRANSPORTATION SERVICES CS-13-55 Proposed Parking Regulation Changes on Arthur Street and Harold Street 1. That based on Report CS-13-55, dated June 6, 2013, Traffic By-law 79-99, as amended, be further amended to prohibit parking on the south side of Arthur Street between Harold Street and Drew Street, and the east side of Harold Street, except by permit; and, 2. That a copy of this report be sent to the street representative.
