About us Ofgem is Great Britain s gas and electricity regulator. Our goal is to protect energy customers interests, now and in the future. We make sure competition encourages great customer service and bears down on companies prices and profits. We do this by scrutinising costs and checking that companies stick to the rules we set. If a company falls short, we act. Since 2010, we ve imposed over 100 million in fines. We also control the revenue that network companies earn from running gas and electricity grids. This way we make sure customers get value for money from a 6 billion a year programme to upgrade Britain s networks. And we are planning for the future too, with the rollout of smart metering over the next few years, and looking ahead to make sure there s enough capacity in the system to meet demand. About a third of our staff work in Ofgem E-Serve, a division that runs government environmental and social schemes. These include the Energy Companies Obligation, the Domestic and Non-Domestic Renewable Heat Incentives, the Renewables Obligation, the Feed-In Tariff scheme, and the Climate Change Levy exemption. The total value of these schemes is approximately 6 billion per year; our costs for administering them are just 0.6% of this. The Digital Solutions and Services Department (DSSD) within the Change Hub supports the operation of these schemes by providing software development and support services. Within the context of DSSD, the purpose of this role is: To develop, and support applications to scheme requirements, within a formal team structure. To work closely with the Project Manager, providing a technical and application perspective throughout the project lifecycle. To suggest and implement improvements to the application development process, such as continuous integration, automation of build, deploy and test etc. Key responsibilities Development, maintenance, and support of key Ofgem scheme applications. Technical documentation of key Ofgem business applications. Technical ownership of application requirements. Key outputs and deliverables Ensuring that business applications developed internally and externally are technically and functionally suitable for Ofgem. 4

Key stakeholder relationships To work as part of a team with Developers, Business Analysts, Project Managers, QA Testers, and the IT Infrastructure team to develop and deliver key Ofgem business applications. To work with the IT Infrastructure team to resolve issues with Ofgem business applications. To work with the IT Service Desk to resolve internal and external customer issues with Ofgem business applications. To work with outsourced development partners to transfer technical knowledge of externally developed applications in-house. Specific skills and capabilities Essential: Expertise as a Microsoft Software Developer Essential skills and proven expertise in the following technologies: Microsoft.NET (C#) SQL Server Development ASP.Net MVC Test Driven Development (TDD) Continuous Integration, build and deployment automation Knowledge and experience of some of the following: Object-Oriented Design development techniques and design patterns Agile Methodologies Relational database design SQL Stored procedures Unit Test Frameworks and Tools (Nunit, Moq, etc) Version Control tools and workflows (TFS, GIT) A good working knowledge of some of the following technologies: Microservices.NetCore Entity Framework Dependency Injection Agile Methodologies Powershell Cloud Technologies (Azure) Containerisation Technologies (Docker) Demonstrable expertise of collaborative working with: Business Analysts, QA Testers, Project Managers, Senior Managers, and Business Customers. Desirable: To ideally hold a degree and a technical qualification (e.g. MCAD, MCSD, MCTS). 5
