1. Overview Purpose of Licensing System is to make sure the safety of nuclear power plant so that no significant damage will be made to human and to the environment throughout the life of the plant For the administrative system and procedure a construction permit can be issued when all the safety aspects in terms of design and construction are sure to be met a operating license can be issued when the regulators decide that the NPP is constructed in accordance with the appropriate codes and standards and is ready to operate in safe manner in compliance with the approved terms and conditions 4
