ASYCUDA Single Window for International rade he ASYCUDA Single Window for International trade is based on an experience of more than 25 years in Customs modernisation and computerisation Which are the objectives? - Make possible or facilitate the electronic data and document transfer for trade and transport operators - Establish / increase cooperation between Customs and OGAs for sharing electronic documents and implementing common processing and control procedures Keep in mind electronic commerce as main objective Methodology Progressive approach Customs is at the heart of the process An efficient Customs Computerised System is required Institutional reform is as important as technical component - Simplification of procedures - Standardisation of documents - Data standardisation - Automation of processes echnical component to be based on ASYCUDA technology Design Approach It is more than simply applying information technology to trade process. ASYCUDA Risk-Management - Scanned images can be integrated into declaration by Customs (e.g. image of the truck, seals, driver, driving license, registration plate etc) or by Customs Brokers/ Principals/ Authorised Consignors (e.g. attached documents, if required - paperless system). - Electronic signature can be used to sign a declaration, if allowed by the law. - Follow-up of the status of the customs operation: Automatic notification of the users (via SMS or e-mail) about the status of their declarations ( Early Warning System ). - Cooperation with other Government agencies (e.g. Ministry of Finance etc) ASYCUDA Risk-Management ASYCUDA Risk-Management Multi-Agency Risk-Management - Allows not only Customs to set up their own riskmanagement criteria but also other Government agencies (e.g. ministry of agriculture, department of health etc.) In this case the declaration will be in standby until that item is re-routed to green by the relevant authority. - he authority is automatically notified (mail or SMS), Early Warning System. - View Criteria operations is available for generating authority only. As the SWS involves multiple governmental departments the support and commitment will be required nationally at highest level. A pilot release will be presented in the second part of 2010 Institutional reforms and users training take time.
