Project Overview e-procurement is one of the integrated Mission Mode Projects (MMPs) under NeGP. Government of M.P has implemented a centralized Electronic Procurement System on a Public Private Partnership basis on a BOOT model The System is to be implemented in all the Departments on a 'No Cost' to Government model, Bidders who chose to participate are required to pay the service fee. MPSEDC is the Nodal Agency for implementing MP e-procurement system in state. MPSEDC has selected M/s TCS ltd. consortium with Antares Systems Ltd as the Implementation Agency on a Public-Private-Partnership (PPP) mode to implement the System through open bid process. What is e-auction? Online auction Creation Online bidding during live auction Auction viewing and monitoring. Bidders log onto the website via a password protected access screens Can place multiple bids for the same product during an event Identities of bidders are hidden from other bidders, although the position or ranking of other suppliers may be visible during the event Independent of other e-procurement activity
Type of e-auctions Forward Auctions are electronic auctions, which can be used by Departments to sell their items to many potential buyers. Sellers and buyers can be individuals, organizations etc. Reverse Auctions are electronic auctions, which can be used by Departments to buy items from potential sellers. Tender-cum-Auction are the type of auctions where price of the item is discovered through e-tendering and bidding over (or under) that price is done through e-auction.

Departmental Activities Department logs onto the portal and hosts the auction If it is not authorized, buyer can change the parameters again and authorize the auction. The auction once authorized starts automatically and the alias name is generated for the bidders who have purchased the auction by making the complete successful payments. A table can be defined containing a number of alias names and system can randomly assign these names to vendors. Once the auction starts, the table displaying the bidding pattern and highest bids of the bidders with their alias names is visible. After the auction is ended, the department needs to complete the auction and then award the same online.
Departmental Activities Contd If the bidding is in progress, Departments (if required) can see all the vendors with their aliases only and their bid values. An action button (after auction is completed) Completed will be given clicking which will show vendor s real id, name and alias. This action will be associated with proper access control. H1 bidder is shown on the screen Department awards the auction to the H1 bidder Department transfers the EMD of the H1 bidder in their account through the Application. Department refunds the EMD of the unsuccessful bidders through the application in their respective bank accounts.
Bidder Activities Bidder registers on the portal. Identifies the department and auction for particpation Pays the requisite fees (Document, EMD, Processing) Uploads the required documents. Submits the auctions registration. Start bidding when the auctions starts If the Bidder is H1 he will be informed through email and SMS and will need to contact the department for further process.

Security The data channel between the server and the client is secured using SSL. Data is being encrypted using 128 bit SSL encryption. All users are authenticated before providing access to the System. Two levels of authorizations exist. First one is password dependent and it is based on what the user knows. Second level is PKI dependent and it is based on what the user possesses. Role based access Time based access is provided for activities where applicable. All important activities are written to log with User Id, activity description and time. Detailed audit trail is available as part and parcel of the system. Servers and Storage in State data Centre. SDC is ISO 270001 Certified.

Current Status of eauction in various Departments of Madhya Pradesh 700 Auctions of various departments completed successfully Completely transparent process. Online EMD and Online EMD Refund process implemented. Completely secure and confidential process neither bidders nor department know the name and number of bidders which are participating in the auction. This information is available only after auction ends. Helpdesk (with toll free number) available from 10:00 Am to 7:00 PM from Mon-Sat.
