Production includes 389,323 tons per year of Dried Distiller s Grains with solubles and up to 997,471 tons per year wet cake, or partially dried wet cake, at 897,720 tons per year. Page 2 EQB Monitor Vol. 30, No.21 Project Title: Anoka CSAH 14 -- I-35W to I-35E Description: The proposed project will reconstruct the 4.0-mile segment of CSAH 14 from I-35W to I35-E through the cities of Lino Lakes and Centerville. The first segment of the project, 1.5 miles from I-35W to Rice Creek Chain of Lakes Regional Park Reserve entrance, will be constructed as a two-lane roadway. The second segment, one mile from the park entrance through downtown Centerville, will be reconstructed with a third lane that will accommodate a continuous left-turn lane. The last segment, approximately 0.8-miles from the eastern edge of downtown Centerville to the I-35E interchange, will be reconstructed as a four-lane divided roadway. A continuous walk/trail will be constructed from I-35W to I-335E for pedestrians and bicyclists. To improve the safety and operations along the roadway, changes will be made to the existing access. Major intersections will also be analyzed for possible improvements. Construction is anticipated to begin in the winter of 2007 and be completed in the winter of 2008. TKDA prepared a Scoping Environmental Assessment Worksheet and Draft Scoping Decision to identify the issues and alternatives that would be addressed in the EIS. A notice of the availability of these scoping documents was published in the EQB Monitor on August 18, 2003. The Town Board held a public scoping meeting in Meisville, Minnesota on September 8, 2003 and issued a final Scoping Decision in September, 2003.

Page 7 EQB Monitor Vol. 30, No.21 The EIS preparation notice was published in the EQB Monitor on November 24, 2003. The Township prepared a Draft EIS addressing all issues and alternatives raised in scoping and identifying reasonable mitigation measures for identified adverse effects. The Draft EIS notice of availability was published in the EQB Monitor on October 10, 2005. The Town Board held a public meeting on November 10, 2005 and accepted comments on the Draft EIS through November 30, 2005. A Final EIS was prepared which included responses to all comments received during the Draft EIS review. The Final EIS notice of availability was published in the EQB Monitor on June 5, 2006. The Town Board accepted comments on the adequacy of the Final EIS through 4:30 pm on June 30, 2006. On July 5, 2006 pursuant to the criteria prescribed in Minnesota Rules Part 4410.2800, subpart 4, the Town Board determined the EIS was inadequate. The Town Board prepared a record of its decision and distributed it to all parties receiving copies of the Final EIS. Comments received by the Town Board in a timely manner were responded to on September 1, 2006. The Town Board accepted comments on the adequacy of the responses to comments until 4:30 p.m. on September 19, 2006. A Special Town Board Meeting was held on September 20, 2006. The responses to the comments were considered and the Town Board found the Final EIS to be adequate conditioned upon receipt and review of the Final EIS with the responses to comments implemented into the Final EIS. On September 26, 2006, the revised pages of the Final EIS were distributed. On October 2, 2006, the Town Board found that the Final EIS satisfied the criteria required to be determined adequate as outlined by Minnesota Rule 4410.2800. The Town Board prepared a record of its decision and distributed it to all parties receiving copies of the Final EIS. COMMENT PERIOD EXTENDED Xcel Energy Ash Landfill Project Based on citizen feedback at a recent public meeting, the Minnesota Pollution Control Agency (MPCA) has extended the public comment period on the Scoping Environmental Assessment Worksheet and Draft Scoping Decision Document for the proposed Xcel Energy ash landfill project. These documents are intended to identify the issues to be addressed in the forthcoming Environmental Impact Statement (EIS) on the proposed project. An additional two weeks will be added to the comment period, which will now end on Thursday, October 26, 2006, at 4:30 p.m. Commenters are urged to focus their comments on the issues they believe should be addressed in the EIS. Last week s public meeting revealed that a large number of people who wish to review the documents were not on the initial mailing list and, therefore, did not receive these documents at the start of the notice period.

Page 8 EQB Monitor Vol. 30, No.21 For those who have already commented, there is no need to resubmit comments. All will be reviewed and considered, and any written comments received will be responded to in writing in the record. After reviewing all comments, MPCA staff will revise the Draft Scoping Decision Document, as necessary. The result will be the final blueprint for the EIS. Because the comment period is being extended, the Final Scoping Decision Document is tentatively scheduled to be presented to the MPCA Citizens Board (Board) for final approval in December, rather than November as previously announced. Everyone on the mailing list will be notified in advance of thee time and date of that meeting, and at the same time be sent copies of the documents that will be considered by the Board. The site is located north of CSAH 42/145th Street. The Bloomfield development, Meadows of Bloomfield development, and Bacardi Avenue are located west of the area. Old County Road 38/135th Street bisects the study area. The area is shown on Figure 5-1, 5-2, and 5-3. The existing cover types are primarily agricultural with some farmsteads and large lot single-family houses scattered along the travel corridors of the study area. Some wetlands and wooded areas are located in the northwest quadrant of the study area, providing more habitat for wildlife than the remainder of the site. At its regular meeting on September 21, 2006, the Minnesota Public Utilities Commission determined that the Environmental Assessment and the record created at the public hearing had adequately addressed the issues identified in the Scoping Decision. The Commission also designated a HVTL route and issued a HVTL Route Permit for the proposed Cannon Falls Transmission Line project.
