Assessing The Availability Of Suitable Vessels For The O&M Phase Agenda A Which vessels are required for O&M and installation phase? B Breakdown of the main groups of vessels for O&M C Tonnage supply and demand D Operational Issues E Possible solutions to secure the required tonnage Geir Vinnes Seite 3

Which vessels are required for O&M and installation phase? Ron van de Velde Seite 4

Required vessels for O&M Mothership Crewtransfer Monitoring Exemplary visualised for a windfarm with 80 turbines Windturbine Maintenance / Windturbine Installation Vessel Cable Maintenance Dive-Support Vessel & ROV, Not all vessels of installation are required for O&M Number and type of vessels depends of type, size, location of wind farm and on: Calendar-based maintenance Condition-based maintenance Unplanned corrective maintenance Seite 5

Competition between the 2 phases Required vessels for Installation (Comparison) Pontoon Tugs Exemplary visualised for a windfarm with 80 turbines Accommodation Vessel Dive-Support Vessel & ROV Installation vessel Cable Layer Crewtransfer Guard Vessel Crane Vessel Monitoring Schallschutz The Installation of a wind farm requires approx 20-30 vessels Similar vessels are needed for both phases Installation phase is more time critical than O&M For O&M the vessels should be available immediately, especially if damage has to be repaired High competition between O&M and the installation phase Seite 6

Tonnage supply and demand Geir Vinnes Seite 9

Overall Supply of Crew Transfer Tonnage Average Speed 26 31 kts 22 kts Legend: Existing tonnage Planned / construction in progress Number of Pax 15 31 kts 16 kts 13 35 kts 18 40 kts 29 215 Number of Vessels Seite 10

Overall Supply of Mother / Accommodation Vessels Legend: Existing tonnage Planned / construction in progress designed tonnage Number of Vessels New buildings converted tonnage; old New buildings converted tonnage; old < 60 Pax > 60 Pax Seite 11

Overall Supply of Installation Tonnage (until 2014) Existing Installation Vessels Core Area for far offshore windparks of North Sea area Legend: Installation Vessel suitable for installation of a < 3,6 MW Turbine > 3,6 MW Turbine Wassertiefe (m) Seite 12

Status-quo on the tonnage supply and its current development Current logistics concepts must meet the Vessel supply also in respect to substitute vessels Future logistics can require more sophisticated and specialized vessels Logistics must give vessel owners the chance to provide specialized vessels based on reliable and long lasting logistic concept, which has potential also for other charterers Logistics must consider their technical requirements in terms of charter hire budgets Logistics must give Owners of highly specialized Vessels at least an out load for long term charter party Seite 13

What must the charterers ask for when considering work packages? Work packages One Owner able to provide all the vessels, will result in higher day rates, higher dependency Few owners only able to provide the full package Fixed logistic setup with tailor made solution fitting logistics if possible No work packages Vessels will be provided by different owners or contractors, which can result in cheaper day rates Wide range of tonnage supply, higher redundancy Flexible logistic setup with variable solution fitting changing logistics Seite 14

At what point is it reasonable for a charterer to demand longterm C/Ps? - how should vessels owners react to this? Long maintenance contracts Highly specialized vessels Reliable logistic concept it is reasonable to require a long term charter party Only then Owners are able to develop accordingly a newbuild or a conversion fitting to these requirements Ron Dobson Seite 15

Operational Issues Geir Vinnes Dealing with different rules and regulations when working across Europe BG Verkehr, BSH Cabotage Crew Requirements HSQE not standardized MWS not familiarized Seite 16

Possible solutions to secure the required tonnage Geir Vinnes Geir Vinnes Seite 17

Charter, buy or newbuild Charter S&P Newbuild Forecast of demand will bring charter costs in the future up. No availability guarantee. With a low workload per year (< 200 days p.a.) it s the most flexible and suitable acquisition of tonnage. Technical progress is always useable. Own capital resources (30-50%) are bound up for a long term period. Risk of capacity utilisation, operation costs of the vessel, damage and dockings have to be done. 100% flexibility and availability of ship tonnage with calculable costs. Expansion of maritime competences / Services Long term planning with advance financing necessary. Lack of building quality and delayed delivery can endanger the project progress Tonnage fits perfectly to the own demand. Technical progress, e.g. less fuel consumption can be used Seite 18

Managing the risks Charter S&P Newbuild!!! Long term planning for own demand and early chartering of tonnage Commissioning of professional ship brokers > optimised market penetration, securing market compliant charter parties, saving of time and costs through external research Commissioning of professional ship brokers/outsourcing of ship management Optimise vessels capacity utilisation with ship brokers > chartering to third parties High flexibility of the vessel increases potential for chartering out Informed design selection & possible modification for an optimised use Commissioning of professional ship brokers > Qualitative selection of shipyards, negotiation, securing of market compliant building contracts & costs Securing the building quality & delivery with own construction supervision Seite 19
