JOB RESPONSIBILITIES: Serves as Director of Treasury Management for the State Treasurer's Office and Chief Financial Officer for centralized government functions. Responsible for the development and maintenance of banking and accounting systems in accordance with State Law, GAAP and GASB. Leads initiative for system enhancement modifications to meet the needs of the treasury management area. Manages the receipt, disbursement, and reconciliation of all funds in a timely and accurate manner, the Bank Ledger system and CMIA agreement, and the financial and accounting
systems in accordance with GAAP and GASB. Communicates and coordinates with other state agencies, private entities, or other stakeholders, as required to ensure efficient operations of the division; Represents the State Treasurer s Office before agencies and other entities in matters pertaining to program area as needed. Effectively plans and organizes work activities and prioritizes tasks to meet project schedules and deadlines. Works closely with the IT, SCEIS and development teams to identify and integrate improvements into the design of the treasury management functionality in SCEIS. Manages the Treasury Management division of the State Treasurer s Office to include supervision of staff and all activities related to division program areas; ensures compliance with federal and state laws, regulations, office policies and procedures related to accounting and banking; ensures accurate reporting of financial and accounting transactions and maintenance of records according to established guidelines. Seeks training opportunities to stay abreast of current trends and best practices to improve job skills in the division. Serves on the senior management team to ensure that operations of the agency are managed efficiently and effectively including but not limited to assisting in the preparation of the agency s annual accountability report, providing information for audits, closing packages, and other purposes as well as reviewing proposed legislation pertaining to the areas of responsibility and offering recommendations to the legislative liaisons. Communicates regularly with the State Treasurer, Chief of Staff and Deputy State Treasurer concerning division or agency operations and provide briefings when necessary; Makes recommendations for policies, procedures, or statutes for improving operations. Performs in-depth research on legal or technical issues and special projects involving division responsibilities; Presents research or findings in oral or written form as may be required; Prepares and reviews documents for accuracy prior to final submission or distribution and/or signature of the State Treasurer, Chief of Staff or Deputy State Treasurer as appropriate. MINIMUM AND ADDITIONAL REQUIREMENTS: Agency Minimum Qualifications*: A bachelor s degree in accounting or a related field and seven (7) years of full-time, progressively responsible fiscal experience in accounting, finance, or banking. Extensive knowledge of policies, procedures, rules and regulations related to functions of the office as well as knowledge of principles, theories and practices of accounting, banking or management. Must have a minimum of five (5) years of full-time supervisory experience. Must be able to direct, plan and organize the work of others. Must be able to communicate effectively orally and in writing and interpret policies and procedures. *Candidates must specifically meet the Agency Minimum Requirements or an equivalent combination of education and experience to be considered for this position. PREFERRED QUALIFICATIONS: Sound knowledge of governmental accounting principles and practice, understanding of governmental financial statements and working with complex financial management systems conversions and/or interfaces such as SAP or the SC Enterprise Information System (SCEIS) is preferred. Working knowledge of SAP, SAP Financials, SCEIS and STARS. A Master's degree, Certified Public Accountant (CPA) and/or Certified Government Finance Officer (CGFO) is preferred.
