02 1 Upcoming Major Changes and Trends The North American financial industry will go through a number of regulatory compliance and security requirement changes over the next few years. In addition; changes in Microsoft support of Windows XP will require many customers to make changes to their operating systems. On April 19, 2013, the Europay Mastercard Visa (EMV) liability shift could significantly impact current business processes for ATM operators with Maestro card capabilities. Liability for fraud will be shifted from the card issuer to the ATM operator for debit card issued internationally. This is the first change in a series of major changes as North America moves to adopt the EMV standards. These changes will have an impact on all aspects of the transaction from ATMs to the Networks. As part of your overall plans for providing an EMV compliant transaction, ATM operators must have plans to make sure the ATM is updated with the most current card acceptance hardware and software. Customers will need to assess their abilities to secure their ATM operating systems, as Microsoft has announced that it will end support for Windows XP effective April 8, 2014.
03 2 Fraud and Skimming Liability Under New EMV Requirements EMV compliance is inevitable. All ATM operators and networks need to prepare for the change. EMV, with its Chip and PIN technology, will impact anywhere a magnetic stripe card is swiped. The migration to EMV compliance involves many parts of the processing environment including the network and hosts systems. ATM compliance is just one very important part of the transaction process. Did you know The liability shift starts April 19, 2013, with Maestro international debit cards requiring EMV compliance for inter-regional transactions in the United States. Visa and MasterCard liability shifts start in April 2015. Card skimming is still the biggest global challenge. U.S. losses are approaching $1 BILLION annually (Bankrate.com), with an average loss of $50K (ABA). Since Europe became EMV compliant, skimming incidents are up 3% but losses are down 14% (source: EAST) due to Chip and PIN.

NCR SelfServ ATMs with Dip Card Readers: These ATMs have contained EMV certified hardware since the day one. These ATMs will need upgraded software for the ATM to process its part of an EMV compliant transaction. NCR SelfServ ATMs with Motorized Card Readers: ATMs produced after Q1 2010 contain EMV certified hardware. Any ATM produced before Q1, 2010 may require upgrade to card readers and/or a processing core change to accept the Chip and PIN cards. Under both scenarios, software upgrades will be required. Personas ATMs: These ATMs were first shipped in 1995. NCR has upgrade kits available for order through December 2013. Supplies of some upgrade kits will be very limited, so contact your account manager as soon as possible to place your order. 4 Block Hackers and Migrate to Windows 7 On April 8, 2014, Microsoft will terminate its extended support of Windows XP Professional: ATM operators need to make some important decisions concerning their existing and future installed base of ATMs. Microsoft has announced that it will no longer issue hot fixes or security updates for Windows XP: With less widespread adoption of security updates, hackers will continue to attack Windows XP in the knowledge that fewer customers will deploy security updates.
