Personal Support Worker (PSW) Overview Training on exprs Plan of Care (POC) DHS Office of Developmental Disability Services (updated 10/11/16) 1
What is exprs? exprs is an Internet-based, web-site computer program used to manage the authorization & payment of services for individuals with I/DD. o It s accessible from any device that can access the internet, such as a computer, laptop, ipad, tablet or even a smart phone. o Users who access exprs must register to get a user account with a specific login & password. CDDPs, Brokerages and Agency providers have been using exprs for many years. PSW providers will begin using exprs statewide beginning January April 2015. 2
What does this mean for you? The work that PSWs do providing services to individuals with I/DD is now authorized & claimed using exprs. CDDP & Brokerage staff will set up the service authorizations in exprs based on your service contract information. After you have worked, your timesheet data (the date & times you worked) for those services must be entered into exprs to receive payment. exprs will send the time worked data entered to the FMAS payroll vendor so they can process & send you your paychecks. 3
What s NOT Changing Individuals with I/DD will still have a Service Coordinator or Personal Agent who assists them in coordinating their services. Individuals with I/DD will still have an annual ISP that outlines their services, support needs, preferences, etc. 4
What s NOT Changing Individuals with I/DD will still have an annual Needs Assessment to determine the amount of attendant care support hours needed each month. Individuals with I/DD will still select the providers they wish to use/employ to provide their services. Individuals with I/DD can still access the variety of DD Waiver and/or K Plan services (based on their service eligibility). 5
What s NOT Changing PSW providers must be registered and enrolled with DHS as a provider, be assigned an SPD provider ID number and have approved to work status. To get that, PSWs must have: a cleared Criminal History Check (every 2 yrs) a signed a PEAA (every 2 yrs) and pass all ACA validation checks (every 2 yrs) These steps are mandatory for exprs. 6
What s NOT Changing The individual (or their designated employer) is still your employer. Your employer will decide your schedule and the type of work you will be doing. You will have a service agreement that you and your employer sign. 7
What s NOT Changing PSWs must sign & submit a paper timesheet or invoice. You ll still have your employer review & sign them as well. You ll still submit signed timesheets/ invoices to the individual s CDDP or Brokerage. You will submit with other documentation, like progress notes. You can print your timesheets from exprs. 8
What s NOT Changing PSW providers can still get paid up to 2 times per month. The pay periods & time reporting schedule is available on the exprs Help Menu. Your paychecks will come from a FMAS payroll vendor designated by ODDS to process payments to PSWs. 9
What s NEW with using exprs The dates & time you worked must now be entered into exprs. This dates & time you worked data is called Service Delivered (SD) billing entries. You can enter your Service Delivered data yourself in exprs!! As of 7/1/16, this is required! PSWs can enter their data, track the status of your time-worked and print timesheets. Be sure to attend an exprs PSW Orientation Session in your area to learn how. The steps to do this entry are also outlined on a How To assistance guide, available via this website link: apps.state.or.us/exprsdocs/howtocreateservicedeliverypswic.pdf There is a demonstration video will also show you how that works. https://www.youtube.com/watch?v=a33oan9nrbg 10
What s NEW with using exprs The timesheet provided by exprs may look a bit different than what you ve used in the past. You may also have more timesheets/ invoices to complete, sign & submit. There is 1 timesheet/invoice per individual & service authorized. Mileage and Relief Care are is tracked on their own sheets. 11
What s NEW with using exprs If providers are unable to use exprs directly to enter Service Delivered (dates & time worked) data due to: a language barrier lack of internet or computer access they can request an exception from the CDDP or Brokerage to have them enter your data from a timesheet on your behalf. Please note Exceptions are not guaranteed and are approved individually by each CDDP or Brokerage. We encourage all providers to do their own data entry!! 12
Please view the training videos on the Help Menu for a demonstration on how exprs works. 13
