I. BACKGROUND a. The Maintenance Provider (MP) will provide maintenance works and services for Landing Gears Shipsets of Aeroflot Airbus /A321 airplanes registered in the Bermuda. b. a. Landing Gears Shipset consists of LH MLG assembly, RH MLG assembly, LH Sidestay assembly, RH Sidestay assembly, LH MLG retraction actuator assembly, RH MLG retraction actuator assembly, 2 e.a. Rear pintle pins and 2 e.a. rear pintle pin nuts, NLG assembly, NLG Forestay assembly, NLG retraction actuator assembly, swivel bearings. b. Maintenance Provider must have all necessary valid certificates and approvals from EASA and FAA to provide maintenance works and services for / A321 Landing Gears, and must have all necessary financial and human resources, tools, equipment and parts to perform all necessary works. Maintenance Provider must not have any government restrictions and limitations to provide maintenance works and services. II. SCOPE OF WORK 1. Scope of services a. MP should provide one Landing Gears Shipset on a 1:1 exchange for first replacement for Line-1, one Landing Gears Shipset on a 1:1 exchange for first replacement for Line-2 and Landing Gears Shipset on a 1:1 exchange for first replacement for Line-3. Each provided Landing Gears Shipset must not be lower standard (modification, P/N) then Shipset removed from Aeroflot airplanes. Each Landing Gears Shipset provided for exchange must be in overhauled condition according to requirements of Airbus /A321 maintenance Planning Document (MPD) Appendix 7 latest revision, with applied all applicable mandatory service bulletins and EASA/FAA airworthiness directives and contain the main assemblies with EASA Form 1, FAA Dual release certificate 8130-3. Each assembly of the provided Shipset must not have any LLPs accumulated each more than 13000 cycles since new. Each LLP must have complete back-to-birth traceability. Each provided Shipset must not have any non-oem parts/components, must not have any non-oem repairs, must not have any temporary repairs and/or repairs requiring inspection or any other additional maintenance actions during operation. MP must overhaul Landing Gears Shipsets removed from Aeroflot / A321 airplanes. The Shipset must be overhauled according to requirements of Airbus / A321 maintenance Planning Document (MPD) Appendix 7 latest revision and applied all applicable mandatory service bulletins and EASA/FAA airworthiness directives. Each overhauled Shipset must not have any non-oem parts/components, must not have any non-oem repairs, must not have any temporary repairs and/or repairs requiring inspection or any other additional maintenance actions during operation. b. MP should be able to repair/test/overhaul different elements of Landing Gear (mechanical parts, electrical parts, hydraulic parts, etc). c. MP should be able to organize and send working team to perform jobs and issue release certificates for onwing work in case of AOG. 2. Inclusions / Exclusions 2.1. Place of accomplishment The Maintenance of LDG Shipsets should be carried out by MP at one or more of the maintenance locations of MP. 2.5. Technical documents All technical records issued during the shop visit must be provided to Aeroflot in original paper format (with signatures and stamps) and electronic format. There should be provided copy of all technical documentation till the end of maintenance event. Technical records have to contain airworthiness certificate for each assembly (EASA Form 1 and FAA form 8130-3), history files, AD/SB status, finding report, LLP status, back-to-birth traceability data for each LLP, components/parts inventory, previous operators statements (Non-Incident, Weigh Tel: +7 (905) 519 4198 / Fax: +7 (499) 500 6703 www.aeroflot.ru page 4 of 10

variant), OEM concessions/rdass. All the documents and certificates must be legible, good quality, without mistakes and missing data. airworthiness certificate for each assembly (EASA Form 1 and FAA form 8130-3) must have remark that assembly overhauled according to requirements of Airbus / A321 maintenance Planning Document (MPD) Appendix 7. Each LLP part must have complete back-to-birth traceability with confirmation of zero-time (manufacturer airworthiness certificate or manufacturer inspection report, Folio files). Each LLP part and/or component/subassembly which during shop visit comes not from the original Landing Gear must have individual certificate EASA Form 1 (FAA Form 8130-3) which confirms it s overhaul. 2.6. Material support MP is fully responsible to organize and perform transportation of all Landing Gears Shipset both ways between MP facility and place of Landing Gears Shipset replacement; MP is fully responsible for sourcing, purchase and delivery all consumable and expendable materials required for overhaul, repair and maintenance of Landing Gears Shipset; All new spare parts and materials used during shop visit shall have required certificates. Use of spare parts and materials without appropriate certificates are not allowed. Any replacement LLP must not have accumulated cycles since new higher than removed Landing Gear Shipset. Any replacement LLP must not have reduced life limit compare to limit defined in Airbus ALS. Any new or replacement parts must not have any temporary repairs. All the parts must be original as per OEM documentation. Non-OEM parts are not allowed for installation. 2.7. Technical representative Maintenance Provider should grand to Aeroflot representatives access to Maintenance Provider s facility during shop visit. Maintenance Provided must provide by-email to Aeroflot weekly report for the shop visit. 2.8. Subcontract services Maintenance provider can use approved by customer subcontractors for services provision. Any shipments of parts, materials, assemblies and documentation from/to maintenance Provider and it s subcontractor must be at full responsibility and expenses of Maintenance Provider. 2.9. Terms of accomplishment Aircraft TAT should be determined in accordance with maintenance provider capabilities in quotation. 2.10. Quality assurance All works within agreement shall be released for approval and certified in accordance with requirements of the EASA and FAA; Customer and its legal authority may by prior written notice to the MP and at the Customers own cost, engage the MP for purpose of auditing at the location of MP facilities. Such notice shall contain a description of areas to be audited. III. All proposals must be received prior to 17-00 on the due date. IV. PROPOSAL EVALUATION CRITERIA Proposal evaluation will be done by Aeroflot s tender committee. All the proposals are going through 2 step evaluation procedure: 1) First step selection of the proposals based on complete documents package preparation and fulfilled information in the documentation by the MPs. 2) Second step calculation of prices from each MP and its comparison. Calculation will be done in points for each company. Points will be rates based on level of each criteria. It shall not be any deviations from RFP format. 1. For non-price criteria: reject the proposal as non-compliant; reduce the score for the missing non-price criterion to zero. 2. For price criteria: reject the proposal as non-compliant; before entering the price into the formula (1), the proposal price has to be increased by the value of the missing element equal to the highest price for the element from the other bids. Final Criteria: Ки = Ко Х Кв. Company with the highest rate of Ки will be the winner. V. REQUIREMENTS AND FORMAT OF THE PROPOSAL Contractors responding to this RFP shall submit their proposals by entering all requested data into current RFP with information in attachment specified below: a. Letter of Transmittal A letter of transmittal shall be prepared and signed by an individual authorized to bind the Contractor contractually. It shall: Concisely identify the services offered in the proposal. State that the proposal will remain in effect for a period of 120 calendar days after the deadline for submission of proposals. Include the name, title, address, telephone number and email address of the one or more contact individuals. Include the name, title, address, telephone number and email address of one or more individuals who are authorized to sign a contract. Information about company beneficiaries should be provided (this requirement also applies to the future contract). b. Estimated Cost to Aeroflot In this section, Contractor shall provide detailed cost estimates for labor, equipment and materials, hardware/software, and all other expenses related to the Scope of Work, as requested in Section III of the present request. Please provide adequate details of how cost estimates were calculated. c. Proposed Working Team In this section, staff members that will be assigned to Work, as well as their title, labor category and roles in carrying out the proposed Work Plan should be identified. This section should highlight why Contractor feels that the selected team members are ideally suited for this Work. Team member biographies (detailing relevant experience and qualifications) must be provided, as well as biographies of any alternative member if any. Company beneficiary information should be provided as mandatory requirement. d. Relevant Experience and Customers References In this section, a description of relevant work experience is to be provided, detailing the timeframe over which services were provided to specific customers. references and indicate the name of company, contact person, address, telephone number and role of the contact person in relation to the services provided. Information of relevance of the Scope of Work should be presented to allow Aeroflot to assess Contractor s experience. Since the successful proposal will be incorporated into the contract, contractors are cautioned not to make claims or statements to which they are not prepared to commit contractually. VI. LIMITATIONS Aeroflot reserves the unqualified right to waive defects in any proposal, to choose or accept or reject any or all proposals submitted in response to this RFP for any reason whatsoever without explanation or justification, to select any firm as the party with whom to would be willing to enter into an agreement regardless of whether such party shall have submitted a proposal pursuant to this RFP at any time including the deletion, addition, modification or other changes hereto, and to make any decision in any manner as Aeroflot may choose in its sole discretion in the determination of its own interests and irrespective of the position of any interested party that in Aeroflot s determination is unreasonable, unfair, arbitrary, discriminatory or capacious. Aeroflot may consult references familiar with Contractor, regarding prior projects, management, financial resources, reputation or otherwise. Submission of a proposal in response to this RFP shall constitute permission for Aeroflot to make such inquiries and authorization to third parties to respond thereto. Aeroflot makes no representations, warrantees or guarantees that the information obtained herein is accurate, complete or timely. The furnishing of such information by Aeroflot shall not create, nor be deemed to create any obligation or liability upon it for any reason whatsoever. Each organization by expressing its interest and submitting its proposal expressly agrees that it has not relied upon foregoing information and that it shall not hold Aeroflot liable or responsible therefore in any manner whatsoever. If service provider will not sign agreement with Aeroflot within 3 months after official tender results than Aeroflot has rights to reject your company proposal and choose another maintenance provider. VII. PUBLIC RECORDS REQUIREMENTS Aeroflot will seek to hold all proposals and subsequent submissions in confidence, to the extent consistent with applicable law, until a final decision has been made or the selection processes is terminated. Respondents are advised, however, that all materials received by Aeroflot which fall within the definition of public record shall be disclosed by Aeroflot upon request.
