ASEAN Structure ASEAN Summit ASEAN Councils (ASEAN Economic Community / AEC Council) ASEAN Sectoral Ministers Meeting (ASEAN Transport Ministers / ATM) Senior Officials Meeting (Senior Transport Officials / STOM) Working Group Meeting (Land Transport Working Group / LTWG and Transport Facilitation Working Group / TFWG) Sub-Working Group / Experts Group / Task Force Meeting

ASEAN Transport Strategic Plan 2016-2025 / Kuala Lumpur Transport Strategic Plan (KLTSP) Endorsed by ASEAN Transport Ministers in November 2015. Built upon the achievements of Brunei Action Plan (BAP) 2011-2015 and aligned with Post-2015 vision for transport cooperation: Towards greater connectivity, efficiency, integration, safety and sustainability of ASEAN transport to strengthen ASEAN s competitiveness and foster regional inclusive growth and development

ASEAN Transport Strategic Plan 2016-2025 30 specific goals, 78 actions and 221 milestones in the areas of air, land, maritime, sustainable transport and transport facilitation. ASEAN Transport WGs are deliberating the implementation details of KLTSP and engaging with various stakeholders to achieve the objective of the KLTSP. AREAS Strategic Goals STRATEGIC GOALS Air Transport Strengthen the ASEAN Single Aviation Market for a more competitive and resilient ASEAN Land Transport Establish an efficient, safe and integrated regional land transport network within ASEAN and with the neighbouring countries to support the development of trade and tourism Maritime Transport Establish an ASEAN Single Shipping Market and promote maritime safety, security and strategic economic corridors within ASEAN Sustainable Transport Formulate a regional policy framework to support sustainable transport which includes low carbon modes of transport, energy efficiency and user-friendly transport initiatives, integration of transport and land use planning Transport Facilitation Establish an integrated, efficient and globally competitive logistics and multimodal transportation system, for seamless movement of passengers by road vehicles and cargos within and beyond ASEAN

Sustainable Transport Focus and some notable Milestones: Intensify regional cooperation in the development of sustainable transport-related policies and strategies. Formulate Fuel Economy Roadmap for the transport sector in ASEAN, including policy guideline. Develop Green Freight and Logistics strategy. Strengthen sustainable transport education and training through networking with training centers, educational institutions and think-tanks.

Background and Mandate on KPIs The enhanced monitoring framework for the AEC 2025 comprises compliance-monitoring, outcomes-monitoring and impact evaluation. The outcomes-monitoring and impact evaluation are supported through the identification of appropriate outcomes-level sectoral Key Performance Indicators(KPIs). Special CoW in Jan 2016 highlighted the need for identification of measurable KPIs to facilitate impact monitoring of the implementation of the AEC Blueprint 2025, and as inputs to the enhanced monitoring framework. Guide to Identifying Sectoral Key Performance Indicators (KPIs) was circulated to31 st TFWGMeeting in March 2016. The 41 st STOM in April 2016 requested the ASEAN Secretariat to consult with STOM Working Groups and prepare the draft KPIs of the KLTSP to be tabled in the 42 nd STOM for consideration and approval. The AEC 2025 Monitoring & Evaluation (M&E) Framework has been adopted at the 48 th AEM. 7

Key Performance Indicators (KPIs) KPIs will be developed, identified, and primarily monitored by sectoral bodies with support from ASEAN Secretariat / ASEAN Integration Monitoring Directorate. Proposed KPIs in AEC would be derived from sectoral workplan outcomes, checked against the availability of indicators and baseline information and identified with timelines and responsible bodies for implementation and monitoring. If no existing data source is available, there are options: (1) to identify available proxy indicators; (2) to develop and collectthese indicators first hand. 10

KPIs on Sustainable Transport Strategic Goals of Sustainable Transport underkltsp: Formulate a regional policy framework to support sustainable transport which includes low carbon modes of transport, energy efficiency and user-friendly transport initiatives, integration of transport and land use planning SUGGESTED KPIs 1. Number of Green Freight and Logistics Policies per AMS 2. Emissions of CO2 - from Road Transport 3. Emissions of GHGs from Transport Data Source National data, reported by AMS UNEP http://geodata.grid.unep.ch Outcome-based indicators on green freight and logistics? sustainable mobility of passengers and goods in metropolitan region? capacity building? To be advised 11

Request to GIZ Team Advise on the suggested outcome-based indicators. Consider the criteria of the indicators which are able to monitor the outcome of the deliverables of KLTSP on Sustainable Transport. Check on the availability of indicators, baseline information and methodology to calculate the indicators. Setting the timelines for the collection of indicators and the analysis of the deliverables outcomes. The KPIs on Transport will be submitted to 42 nd STOM in November 2016. Identifying responsible bodies for implementation and monitoring in each AMS. 12
