Project Overview Design Challenges/Aesthetics Project Innovations Project Status 3

Project Overview History Palmetto/SR 826 constructed in the 1950 s 4

Project Overview History Originally constructed as a four-lane divided expressway 12 foot travel lanes, unpaved shoulders and 40 foot median Expanded in the 1970 s 5

Project Overview History Palmetto reconstruction began in mid 90 s as a 12 Section master plan Interchange Project (Section 5) is final section Aerial view of SR 826/ SR 836 Interchange looking north 6

Project Overview Section 5 S.R 826/S.R. 836 Interchange Reconstruction Project Partnership between the Florida Department of Transportation (FDOT) and the Miami-Dade Expressway Authority (MDX) Construction Cost: $560 million FHWA- $275.4 mil. MDX- $196.5 mil. ARRA- $79 mil. (+$10 mil CEI) JPA- $8.1 mil. Design/Build/Finance awarded in September 2009 Construction Schedule: Nov. 2009-2015* *Note: Schedule could change because of extreme weather conditions or other unforeseen circumstances. 7

Project Overview Project limits: SR 826 - SW 8 St to South of NW 25 St Scope of Work SR 836 - NW 87 Ave to NW 57 Ave Additional lanes on both SR 826 and SR 836 45 new bridges including a four level segmental interchange- Five levels overall Collector distributor lanes parallel to SR 826 and SR 836 New interchange at West Flagler Street and Milam Dairy Road New bridges over NW 7 Street and NW 82 Avenue for future connections New ITS, new signalization, lighting and landscaping 8

Project Overview Joint Venture comprised of three large local contractors Community Asphalt, Condotte America, The de Moya Group Approximately 700 people working on the project Joint Venture has over eighty smaller subcontractors working on various operations Majority of subcontractor are based in South Florida and many are Disadvantaged Business Enterprises Over 90% of materials used in the project are being procured from within the state of Florida 9

Project Benefits Increased capacity and mobility Total travel lane miles increased from 42 to 95.7 Direct, high capacity connections between SR 826 and SR 836 Collector roads take traffic off mainline SR 826 and SR 836 Reduced weaving New ITS components allow for real time traffic updates to commuters and facilitate response by road rangers 10

Project Overview Design Challenges/Aesthetics Project Innovations Project Status 12

Design Challenges Temporary Traffic Control Plans 430,000 daily vehicle trips Maintain traffic flow while reconstructing interchange Open work zones to provide volume of work to allow completion of the project in reasonable amount of time 13

Design Challenges Vertical Restrictions- Interchange in the glide path for MIA runway 9-27 Constrains on maximum height of interchange Temporary traffic plans have to account for vertical curve transitions and overhead clearance limitations on interchange. Requires close coordination with MDAD and FAA to not impact airport operations 14

Design Challenges Vertical Impacts Staging operations and crane permit Permanent Sign Structure placement and heights Permanent Lighting 15

Project Aesthetics Guidelines Project aesthetics based on MDX s Enhancement Manual- includes: Color, Bridge Piers, abutments/ Retaining Walls, Lighting, and Landscaping. 16

Project Aesthetics Segmental Piers Segmental pier caps flared Columns incorporate palm frond accent band 17

Project Aesthetics Conventional Piers Palm frond accent bands and chamfered edges 18

Project Aesthetics Abutments/ Retaining Walls Abutments and retaining walls receive the palm frond finish 19

Project Aesthetics Mixed Lighting Hestia low profile lighting High mast lighting 20

Project Aesthetics Mixed Lighting Pier Lighting- independently controlled 21

Project Overview Design Challenges/Aesthetics Project Innovations Project Status 22

Project Innovations Column Construction Columns solid from base to 1 st pour Polystyrene from 1 st pour to below cap Solid Cap-Flared to eliminate false work Loop tendon and pier segment tie down contained within cap 23

Project Innovations Segmental Bridges Diabolos used to eliminate sharp/hard points on tendons (First in Florida) External continuity post-tensioning (lighter segments) 24

Project Innovations MOT EB 836 Temporary Ramp to NW 72 Avenue Construction of temporary ramps/lanes have: Allowed construction activities to advance Minimized impacts to the commuting public Reduced some ramp closures from 30 days (allowable by RFP) to 3 days Allowed traffic shifts to occur sooner 25

Project Innovations Traffic modeling Original MOT Alternate MOT 26

Project Innovations Redundant Fiber Optic Grid Dense Wave Division Multiplexing (DWDM) Network Prevent potential construction damage Bypass existing data communications along 836 17 data links include: 95 Express Tolls MDX Tolls District 6 ITS Data MDX ITS Data New 96 strand fiber to be installed later 27
