MORGAN COUNTY POSITION DESCRIPTION TITLE Victim Advocate GRADE 4 DEPARTMENT Sheriff DIVISION Public Safety EXEMPT/NON-EXEMPT Non-exempt REVISED May 1, 2006 GENERAL STATEMENT OF DUTIES: Coordinates the Victims Advocate program and associated volunteers including recruitment and training of volunteers, budgeting, coordination of services for local law enforcement and support agencies. Offers crisis intervention, counseling, advice, resources, and support to victims of crime. Position is expressly contingent upon funding from various sources, including but not limited to federal, state, and local grants. ESSENTIAL JOB FUNCTIONS: The following duty statements are illustrative of the essential functions of the job and do not include other non essential or marginal duties that may be required. The County and the Sheriffs Office reserves the right to modify or change the duties or essential functions of this job at any time. Provides on-scene counseling for crime victims, including establishing the victims support network, providing for medical care funds, transporting victims, and making support referrals. Maintains follow-up contact with victims and the families of victims; keeps victims informed of the status of their case and court dates; attends court as appropriate; provides information on the legal system; assists with return of property; and provides follow-up counseling and referrals. Establishes and maintains a network of community resources for referral and to assist in the support of the victim. Maintains a directory of victim services. Prepares and maintains appropriate case records. Prepares grants, grant reports and related program statistics. Develops program budget and monitors expenditures. Recruits, trains, schedules, and evaluates volunteers in the performance of victim assistance duties. Assigns volunteers to specific tasks. Conducts public relations activities to promote the program.
Develops and presents training to law enforcement offices on victims rights and law enforcement compliance. SUPERVISION RECEIVED: Reports directly to Morgan County Undersheriff and indirectly to the County Sheriff. SUPERVISION EXERCISED: Coordinator has supervisory responsibility over all victim advocates - paid and volunteer. ESSENTIAL JOB SKILLS: Good communication skills and listening abilities. Good interpersonal skills. Must have an open, non-judgmental attitude toward victims, regardless of circumstances. Ability to be a true advocate for the victim. Must have knowledge of investigation and court procedures and the ability to explain same to the victim. Must be flexible to be able to establish good working relationships with officers, the community at large, personnel from other service agencies and the media. Managerial skills in order to assist in the development of policy and procedures as they pertain to the Victims Assistance program. Must be proficient (or ability to gain this skill) at public relations. Must keep up-to-date with changes in the victim assistance field. Good organizational skills. Other duties as assigned. QUALIFICATIONS Ability to organize and coordinate multiple volunteers who will provide multiple services. Ability to keep accurate records. Possess a current Colorado Drivers License Class C.
Be willing to complete competitive testing requirements as requested by the sheriff, i.e. oral review board, etc. and to undergo intense and extensive background check. Ability to use a typewriter and calculator efficiently. Be able to adjust to a flexible work schedule and be available on-call 24 hours a day, 7 days a week. EDUCATION: Associates degree in counseling, sociology, psychology, law enforcement, or related field. OR A combination of relevant education that would satisfy the equivalent of two years experience for each year of undergraduate education. OTHER REQUIREMENTS: Must have the ability to read and understand written materials. Must have the ability to compose information and instruction in written form. Must be able to organize schedules, create policies and protocols, maintain effective records, and implement training to officers and volunteers. Must possess adequate problem solving skills to enable them to make quick and appropriate decisions in crisis. Must have the ability to calm others, de-escalate situations, and analyze events. Must complete one (1) four hour ride-a-long with a field officer from each agency served, each year. WORK ENVIRONMENT: Work is generally confined to a standard office environment. PHYSICAL DEMANDS: The following are some of the physical demands commonly associated with this position. Ability to conduct activities involving moderate standing and walking, and substantial sitting. Ability to grasp and manipulate office equipment and similar other tools and materials. Ability to conduct activities involving stooping, kneeling/bending, crouching, twisting, and reaching on a moderate basis.
Ability to participate in routine conversation in person or via telephone, and distinguish telephone, radio and pager signals, printers, computers and other auditory tones. Ability to distinguish small objects at near and far distances in conditions of bright and low light. Ability to distinguish depth and see objects in a wide field of vision. Emotional stability enabling exposure to threatening situations and individuals, long periods of stress, injury and death, and difficult person. Ability to be awake for extended periods of time while handling job-related incidents. VISION: Individual must be able to read handwritten or printed material, and read from a computer monitor. HEARING: Individual must possess average hearing ability. The noise level in the work environment is usually moderate. LIFTING: Must be able to lift, carry, push or pull a minimum of 50 pounds. MOBILITY: Spends 40% of the time sitting, 40% standing, and 20% walking while operating in the office. Occasionally* stoops, kneels, balances, reaches, crawls, and crouches while performing manual office duties. DEXTERITY: Frequent* use of eye, hand, and finger coordination enabling the use of automated office machinery. COMMUNICATION: Individual must be able to clearly understand the English language and be understood while speaking the English language. Must also be able to comprehend written text and be able to compose letters at a high school graduate equivalent level of competency. DRIVING: Individual must be able to operate a motor vehicle. *Occasionally: Activity exists less than 1/3 of the time. *Frequently: Activity exists between 1/3 and 2/3 of the time. *Constantly: Activity exists more than 2/3 of the time.
