Renewable energy solutions for the Mediterranean and beyond

Context Why the Mediterranean? Southern-Mediterranean countries have a strong potential for renewable energy market development based on vast renewable energy resources, falling technology costs and important growing energy demand. Renewable energy investments are considered a key solution to introduce widespread affordable, reliable and sustainable energy to the region and will play a significant role in enabling sustainable economic development. The role of RES4MED RES4MED is part of the association Renewable Energy Solutions for the Mediterranean & Africa. RES4MED was initiated in 2012 as a leading platform for public-private dialogue in light of the renewable energy potential and growing energy demand of Southern-Mediterranean countries. Since its inception, RES4MED promotes renewable energy in Southern-Mediterranean countries as a cost-effective, sustainable, and reliable energy strategy to meet growing energy demand. Contrary to the mainstream paradigm at the time, RES4MED applies an upside-down approach that highlights renewable energy solutions to meet local energy needs by encouraging a direct dialogue among private and public actors of both Mediterranean shores. The Nuzhat al-mushtāq fi'khtirāq al-āfāq, known as the Tabula Rogeriana, created by the Arab geographer and scientist Muhammad al Idrisi in 1154 for the Norman King Roger II of Sicily. RES4MED adapts to the fast-paced sector of renewable energy that is constantly expanding into new areas, creating new challenges and opportunities and revealing new markets. In the past 5 years, RES4MED has enlarged its scope by launching a program dedicated to Sub-Saharan Africa (RES4Africa) and dedicating a focus to the role of innovation and sustainability.

Mission RES4MED promotes the deployment of large-scale and decentralized renewable energy (RE) and energy efficiency (EE) solutions in Southern-Mediterranean markets to meet local energy needs for growth. Since 2012, RES4MED gathers a network of international leaders from across the clean energy value chain and supports the creation of an enabling environment for RE and EE investments and strategic partnerships. RES4MED functions as a bridge between members and partners of emerging markets for an exchange of perspectives and expertise.

Work streams RES4MED aims to create an enabling environment for renewable energy and energy efficiency investments in Southern-Mediterranean countries by: 1 Acting as a connecting platform for dialogue & strategic partnerships between members and partners to exchange perspectives and foster cooperation; 2 Providing technical support & market intelligence through dedicated studies and recommendations based on members know-how to advance RE markets; 3 Leading capacity building, training and innovation efforts based on members expertise to enable skills and knowledge transfer that support long-term RE market creation; These 3 strategic work streams focus on the most relevant themes, from financing and business models, to policy and regulation, socio-economic development, and technical feasibility, innovation and sustainability.

Dialogue & Strategic Partnerships Work stream 1 RES4MED is at the forefront of initiating dialogue and connecting stakeholders to enable an exchange of perspectives and pave the way for strategic cooperation initiatives. The association functions as a platform for dialogue to build bridges between members and partners to support renewable energy and energy efficiency investments in Southern- Mediterranean countries and establish multi-stakeholder networks. Flagship activities include the RES4MED Annual Conferences in Rome and RES4MED Days. Key activities and main deliverables include: 1. RES4MED Days RES4MED Days are high-level workshops organized in countries of focus gathering key partners, stakeholders and RES4MED members to build local multi-stakeholder networks and enable an exchange of perspective on renewable energy and energy efficiency market opportunities. 2014 - Morocco - A step change in the deployment of RE and EE solutions in the Mediterranean ; 2015 - Egypt - "A step change in the deployment of RE and EE solutions in the Mediterranean ; 2016 - Morocco - "Morocco and Italy for the transition to clean energy towards Africa.

Technical Support & Market Intelligence Work stream 2 RES4MED promotes the acceleration of renewable energy and energy efficiency solutions in Southern-Mediterranean countries by sharing members expertise and know-how with partners and stakeholders through technical assistance and market insights on key technical, policy and business issues. Key activities and main deliverables include: 1. Technical study on the integration of renewable energy in Algeria's national electric system The Grid Integration Study aims to provide an assessment of the maximum amount of non-dispatchable renewable generation that is possible to integrate in Algeria s electric power system while ensuring the power grid s reliability, integrity and efficiency. The study was performed by Enel Green Power, CESI and RES4MED, in partnership with Sonelgaz.

2. Private sector renewable energy recommendations to 2016 UfM Energy Ministerial and MED Dialogues RES4MED presents a position paper on priorities and recommendations from the private sector on deploying renewable energy in the Mediterranean, including key insights on policy and regulation, business models and financing, infrastructure development and socio-economic impact and capacity building. 3. Report on key factors for successful renewable energy auctions in Algeria & Tunisia In light of the worldwide uptake and success of competitive marketbased mechanisms such as auction schemes, RES4MED aims at supporting Southern-Mediterranean countries with a guide to structuring tenders adapted to their contexts and attractive to foreign investors. The report highlights the key factors of successful auction schemes, different auction designs and benefits from auctions, while illustrating best practices through international success stories in Mediterranean and Sub-Saharan African countries. 4. Job creation and local content study the case of Tunisia The study aims to support Southern-Mediterranean countries in the development of a local workforce to stimulate job creation and local jobs for future renewable energy project development. The report includes a global analysis of job creation in the renewable energy sector, a presentation on the needed skills for renewable energy projects, a case-study of job creation on wind project development in Morocco, as well as recommendations for the Tunisian case.

5. 2016 Survey on main risks to renewable energy investments The survey focuses on gathering perspectives and viewpoints from private sector actors on main barriers to renewable energy investments in the Mediterranean. The survey results serve as a suggestive basis for ongoing discussion between policy makers and investors on renewable energy investment perceptions. Waste-to-Energy study The study aims to propose effective solutions for sustainable waste-to-energy business and how fiscal and policy instruments can support and contribute to decarbonisation of the primary energy mix, while remaining cost-efficient. Capacity Building, Training & Innovation Work stream 3 RES4MED supports the development of new job markets in renewable energy and energy efficiency by conducting capacity building, training and innovation activities tailored to specific audiences based on members expertise and know-how. RES4MED also seeks to support the emergence of the Mediterranean s entrepreneurial sector working on innovative solutions to local development challenges by including a strong focus on the scaling up of innovation in close relation to RES4Africa s focus. Key activities and main deliverables include: 1. RES4MED Advanced Training Course Milan The RES4MED flagship ATC is a two-week course consisting of lectures on the main technical, regulatory and financial features given by qualified international and Italian experts, academics (PoliMi, PoliTo, Bocconi) and highly skilled technicians, matched with visits to innovative laboratories and power plants. The ATC targets the training of participants from Southern-Mediterranean and Sub-Saharan African countries. in collaboration with

RES4MED Executive Seminars Executive Seminars target engineers and middle-managers from partners' institutions and organizations with the aim to raise renewable energy awareness and provide participants with a set of technical and financial tools to assess the most appropriate solutions in different energy contexts for an efficient integration of solar and wind energy in the electricity system. The seminars also aim to illustrate the mechanisms for successful renewable energy auctions and tender processes. Each seminar is tailor-made for a high-level audience where RES4MED members share best practices, highlight experience and expertise on a variety of renewable energy topics. Innovation Innovation represents the main driver that enables the energy sector to provide efficient, affordable and reliable solutions to advance energy access and catalyse sustainable economic development. RES4MED s approach involves matching innovative technological solutions, sustainable business models and capable players through strategic partnerships to scale up investments into projects and initiatives that deliver clean, affordable and reliable electricity to communities and businesses. RES4MED is about to issue a white paper presenting the potentialities of innovative business models focused on the implementation of aggregation and trading platforms based on blockchain technology. These innovative business models aim at boosting the consumption and providing the communities with better access to electricity, storage, sustainable cooking systems and the possibility to exchange and trade energy peer-to-peer on a rewarding basis.

RES4MED Partners Network International partnerships and collaboration are key for RES4MED to pursue its mission. RES4MED works closely with a network of partners at local, regional and global level and takes part in regional and international cooperation initiatives on renewable energy. Thanks to its partnerships, RES4MED benefits from: Sharp market understanding based on international and local partners expertise; Direct access to markets and networks through local, regional and international stakeholders; A strong presence in the international renewable energy community; Ability to create multi-stakeholder partnerships to achieve project results, access financing, and drive policy & regulatory dialogue; Awareness of the global and regional renewable energy agenda to reflect in own work streams.
