JOB DESCRIPTION Title: Sheffield City Centre BID Manager Reporting To: Sheffield BID Board Contract Type: Permanent (Five Year Term) Salary: 50,000 per annum plus 3% Pension Contribution Background: Sheffield BID is seeking to employ a Manager of the highest caliber to work to deliver the Sheffield BID, the City Centre s Business Improvement District. This is an ideal position for an organised and dynamic self-starter, the role offers an opportunity to play a key part in improving Sheffield City Centre. Candidates are invited to apply that have a proven track record of developing and maintaining successful and productive business relationships at a senior level, ideally across both the public and private sector. Previous experience with BIDs is desirable but not essential if other relevant experience can be proven. The BID has five clear objectives: Easier- Deliver a city centre that is easy to access and navigate Cleaner- Deliver a clean and green city centre Busier- To deliver high footfall, vibrancy and economic growth Safer- To deliver a safer day and night time environment Together- Provide a powerful voice for over 1,000 business within the city centre (505 actual levy payers) Key Skills Required: Strategic management and strong leadership Operations and project delivery Business liaison Marketing and communications Administration and finance Job Purpose To lead, manage and co-ordinate delivery of the BID business plan up to 1st August 2020.
To manage the annual BID budget in excess of 840k effectively, maximise other funding opportunities within the Sheffield city centre BID area and ensure return on investment to add value to the BID s activities To co-ordinate and manage any staff or volunteers of Sheffield BID Ltd to deliver BID objectives To provide regular monitoring and reporting of progress against agreed performance indicators to the Sheffield BID Ltd Management Board. To develop and promote Sheffield city centre BID Area as a destination, enhance its attractiveness and security, create new opportunities to drive footfall, improve the shopping experience, promote the early evening and night time economy and attract investment and new business to the area. To create a strong collective voice for the Sheffield city centre BID levy payers, delivering an effective communication plan and developing strong, positive and effective partnerships across the private, public, and voluntary sectors. Key responsibilities will include To act as the first point of contact for the BID Members To be an advocate for the effectiveness of the Sheffield BID To ensure involvement of BID Members in activities/initiatives Overall responsibility for delivery of the 5 year BID business plan and BID Objectives To be responsible for the direct management of the Asst BID Manager To lead on the renewal of the BID To effectively manage BID Member information and respond to enquiries To provide quarterly reports to the board and ensure the board meetings are held regularly, formally minuted and that the Board of Directors are kept informed of Sheffield City Centre BID Ltd activities at all times. To undertake effective management of income and expenditure budgets, legal and financial requirements, procurement, contract, project, and health and safety processes as appropriate. To work with the relevant Marketing and PR companies appointed, Sheffield City Council and Levy Payers to develop and implement an annual marketing strategy to increase footfall and retail sales. To work with Sheffield City Council to develop, organise and manage an annual calendar of events and other activities to increase footfall To work with the relevant Directors, BID levy payers and trade associations to ensure that Sheffield city centre increases its reputation as a suitable location for professional services and office sector investment. To manage the Sheffield City Centre BID to ensure effective consultation and communication with all BID members, partners and stakeholders through a communication strategy including face to face visits and regular electronic communications. To establish strong links with the Local Authority key services that require their support to deliver aspects of the Sheffield City Centre BID business plan, particularly Marketing Sheffield, City Centre Management and Major Events. To help collate and monitor retail KPIs including footfall, retail sales and regular levy payer/customer surveys.
To report to and carry out other duties required by the Sheffield BID Ltd Management team which are consistent with those listed above and appropriate to the title and grade of the post. The post holder is responsible for his/her own health and safety ensuring that staff and volunteers adhere to the Company's Health and Safety policy ensuring that the company's Health and Safety policy is enforced within all areas of responsibility and ensuring that safe working practice is enforced. General Information Pension at 3% of qualifying earnings The requirements of the business are such that a high degree of flexibility is necessary and therefore evening and weekend working will be required.
