Project Overview The Ironton Russell Bridge Project entails the construction of a cast in place concrete cable stayed bridge over the Ohio River with structural steel approaches connecting the towns of Ironton, Ohio and Russell, Kentucky. The bridge will provide two 12-ft driving lanes and two 4 ft shoulders; a driving lane and shoulder in each direction. Span lengths for the approaches vary widely as they cross numerous (6) rail lines, the Ohio River levee and city streets. On the Kentucky side the spans are 140-ft and 235-ft; in Ohio the spans are 110-ft, 144-ft, 186-ft and 144-ft. The approach bridges are founded on small diameter drilled shafts (Kentucky) or steel pile (Ohio). The main span unit consists of three spans; two flanking spans at 370-ft and the center span of 900-ft. The main span unit is supported by two CIP, 316-ft tall, diamond shaped towers, founded on large diameter drilled shafts with rock sockets. When completed, the 900-ft main span will be the longest span the Ohio DOT has built. The contract value for construction of the new structure and removal of the existing is $81,266,742.05, with Brayman Construction Corporation the low bidder. Recent Construction Highlights - Main Span Kentucky Back Span & Tower 3: A picture taken from the existing bridge shows the partially completed back span false work between Pier 2 and Tower 3. The Tower 3 formwork for Segment 3 remains in place while the recently placed concrete is curing. In the distance the AK Steel mill can be seen. Page 1 of 8

Tower 3 (KY) Bridge Health Monitoring: Shown tied to the rebar in Tower 3 Segment 4 is a vibrating wire strain gauge. This sensor along with others in the Towers and in the superstructure will be used to collect scientific measurements of predetermined design and maintenance parameters throughout the life of the structure. Tower 4 (OH) Footing Cell: The downstream half of the Tower 4 footing cell walls have been cast. Crews are currently forming the upstream half of the walls (above). Water stopping seals have been cast in the construction joints to prevent water from entering the cell once it is submerged and de watered (right). Page 3 of 8
Recent Construction Highlights Approaches Kentucky Approach: Setting of the Kentucky approach steel girders was completed in early September. Using the turn-of-thenut method Ironworkers tighten the 372 bolts that make up a single connection (above). Work for Segment 4 is ongoing and placement is expected in the next week. Work at the Pier #2 (KY) integral cap is completed placement 4 of 4 was made on September 12, 2013. At Tower 4(OH), construction of the pre cast tub is ongoing. The bottom soffit of the tub is cast and in place around the drilled shaft casings. The first half of the vertical walls of the tub were cast on September 20, 2013. The second half of the tub walls will be cast in the next two weeks. Carr concrete continues offsite pre casting of the back span floor beams. Currently 26 of the 52 beams have been completed. All Ohio approach substructure elements are complete except for the forward Abutment (OH). Steel girder erection for the Ohio approach is scheduled for late fall 13. Work at the Ohio approach continues to focus on the street improvements. Second Street remains closed. Sub contractor Boone-Coleman continues work on approach embankment and MSE wall construction. All Kentucky approach substructure elements are completed. Steel girder erection is 100% complete. Forming of the deck for the first placement is underway. Page 5 of 8
