WATER AND SEWERAGE Review Beginning with September 2014 ANRE will have the competences in regulating, controlling and monitoring water and sewerage services. Number of operators Total water supplied Data Challenges New Regulations on water and sewerage 40 owned by local authority 2012 57864.5 thousands cubic meters 2013 58392.7 thousands cubic meters Total wastewater discharge 2012 65366.3 thousands cubic meters 2013 63976.8 thousands cubic meters Review and Approve the tariffs for water supply and sewerage Monitor the fairness of the implementation by operators of the approved tariffs and their costs
Electricity Review Moldova is almost entirely dependent on imports of natural gas for the production of electricity, or electricity imports from Ukraine. There are three distribution system operators and public suppliers active in Moldova RED Nord, RED Nord-Vest and RED Union Fenosa, one transmission system operator - Moldelectrica Data Electricity Production 2012 776.1 GWh 2013 747.9 GWh Net Imports GWh 2012-3274.2 GWh 2013 3324.0 GWh Total Electricity supplied 2012-4050.3 GWh 2013 4071.9 GWh Challenges - Implement the Energy Strategy of the Republic of Moldova 2020. - Create an efficient energy complex to ensure the country's energy security, modernization of energy infrastructure and integration into the European energy market.
District heating supply Review The public services of the centralized heat supply through the during 2013 were provided by 14 operators performing the nominated service in municipalities and cities Data District heating Production 2012 2009.3 thousands Gcal 2013 1821.3 thousands Gcal Losses - 2012 418.6 thousands Gcal 2013 400.9 thousands Gcal Total thermal power supplied 2012-1590.7 thousands Gcal 2013 1420.4 thousands Gcal Challenges Heat will be supplied by the company created after the merger of 2 cogeneration companies and the distribution company. This mark the preparation for the new winter season and in the same time the management of the new concern.
Natural gas Review Republic of Moldova depends in proportion of 99% on imported energy resources, geographically lies between two neighboring states that extract energy resources but doesn t cover their needs. Data 1 (2) license holders authorized for the transportation 24 license holders authorized for the distribution and supply Gas import 2012 1095.5 mln m 3 2013 1031.2 mln m 3 Total Gas supplied 2012 989.6 mln m 3 2013 945.3 mln m 3 Challenges New Tariff Methodology (2014) Update existing tariffs to the main indicators (volumes, exchange rate, basic costs etc.) Diversify the natural gas sources (interconnection with Romania) Monitor the fairness of the implementation by operators of the approved tariffs
Renewable Energy Review Moldova has relatively little potential for renewable energy sources. Hydro, solar, wind and other resources are estimated at about 2.7 mtoe. At the same time, using the available renewable energy sources could alleviate the high energy dependency of the country. The large majority of renewable energy consumed in the country is biomass used for heating. Data Renewable Electricity Production 2012 0.3 GWh 2013 1.9 GWh Number of producers 5 Number of guarantees of origin issued in 2013-47 Challenges - A draft Law on Renewable Energy is currently under preparation. It will replace the existing Law from 2007. Furthermore, the draft Law intends to comprehensively transpose requirements from Directive 2009/28/EC for the electricity, heating, cooling and transport sectors.
OIL PRODUCTS MARKET Review The market is aimed at creating favorable conditions on domestic petroleum market supply the consumer with quality petroleum products, development of fair competition and the protection of the rights and legitimate interests of the consumer. Oil products import 2012 578 036 tones 2013 640 843 tones Challenges -A draft Methodology on formation and calculation of the prices for oil products is currently under preparation. - Monitor the fairness of license holders activity.
What guides us Public The feedback is a must Accurate Parties are treated fairly A market based on competitiveness and fairness Fair Ensures that rules will not change Timely When there are indicators that influence the rates
ANRE challenges: Implement the EU Directives and Regulations on Energy, Environment, Competition, Energy Efficiency and Renewable Energy Transposition of the Third Energy Package into the legal framework of Moldova A market based on Adopt regulations competitiveness for the and new sector to be regulated by ANRE water and sewerage fairness Ensure operational and legal unbundling of power and natural gas utilities
ANRE priorities: Monitor the fairness of license holders activity Adopt and implement the necessary legal documents Establish A tariffs market based on competitiveness and fairness Ensure consumers rights protection
