Minutes of the meeting held on 1.9.2011 to review the progress of implementation of NHM Scheme in Madhya Pradesh Preliminary A meeting was held under the Chairmanship of Shri Sanjeev Chopra, Joint Secretary (NHM) on 1.9.2011 to review the progress of implementation of NHM Scheme in the State of Madhya Pradesh. Shri Shailendra Kumar, Director (NHM), Dr BL Saraswat, Executive Director (NBB), Dr. B.S Negi, Deputy Commissioner (NHM), Ms Sadhna Khanna, US (NHM) and Chief Consultants of NHM were present from DAC. Ms. Rashmi Arun Shami, Mission Director and Shri Anoop Mishra, Joint Director (SHM), participated from the State. Opening Remarks At the outset, Chairman stressed the need for the SHM to have a proper vision and road map for the development of horticulture in the State. SHM should project the contribution of horticulture in agriculture GDP of the State for pooling more resources for development of horticulture in the State. To achieve the desired results, State should have sufficient staff strength. Moreover, a cluster approach should be adopted for ensuring backward and forward linkages. He suggested that efforts needed to be made to develop farmer groups in the identified clusters and further tie-up with aggregators. He also stressed the need to accredit existing nurseries in the State through NHB so that sourcing of quality planting material could be done only from such accredited nurseries. He also wanted to know efforts made by the SHM towards convergence of NHM with other schemes of APEDA, MoFPI, MNEGS, RKVY, NMMI, SC/ST Department etc. Regarding pollination support through Bee Keeping, Dr. Saraswat, Executive Director, NBB informed that in Madhya Pradesh, NBB has organised three seminars on beekeeping at Balaghat (2007), Morena and Satna (2010). It has also organised three training progrmames in the State and 250 farmers have been trained. He suggested that SHM should provide bee colonies only to the trained people. In this connection, Chairman suggested that SHM need to designate a Nodal on beekeeping which should remain in close contact with NBB. State Presentation Ms. Rashmi Arun Shami, Mission Director, Madhya Pradesh gave an overview of the horticulture development in the State viz. area under horticulture crops, focus crops, clusters and achievement made in NHM in the State under various components. Regarding planting material, she informed that sufficient planting material is available for Mango and Guava. However, the requirement for orange, pomegranate and spices is being outsource from the neighboring States. The existing nurseries are being aggregated through NHB. She also informed that SHM had organised seminars on protected cultivation, Post Harvest Management (PHM), involvement of Chartered Accountants in preparation of projects under PHM. In this connection, a Working Group with Banking Division was proposed to take up matters like availability of credit through KCC for Horticulture, lower interest rate as that of car loan, tractor etc. Chairman also suggested that we may advise other States also to follow the similar approach for involvement of CAs in the Project preparation. MD(SHM) also informed that in the State Krishi Cabinet has been informed which has recently discussed the issues relating to horticulture development in the State. Regarding the fruit mandi at 1

Bhopal, Chairman suggested that every wholesale market should have the facility of electronic auction and there may not be permanent allotment of shops in the market. As regards convergence, she informed that the convergence of SHM has been ensured with the MNERGA for the scheme of Kapil Dhara Scheme, Construction of community storage tank, Nandan Phalodhyan Scheme, Convergence with DPIP & TADP MIS, Convergence with NHB in cold storage, ripening chamber etc., convergence with APEDA, ripening chambers in Mandsaur and Dewas and pack house/collection centre in Chhindwara. She also informed that SHM has taken new intervention in 12 th Plan for setting up of horticulture hubs by notifying the area in which one or more horticulture crops are grown and the hubs will be notified for creation of common facilities with assured electricity supply, irrigation facility, post harvest handling facility etc. She also presented the proposed revision in the guidelines. The point-wise information in respect of Agenda Items was also provided by the SHM in the meeting. Regarding National Vegetable Initiative for Urban Clusters she informed that the work of baseline survey and formation of farmers group is in progress. M/s Rana Dream has been identified as aggregator. In the meeting, the issue of integrated pack house for citrus at Chhindwara and it was suggested that the State Government of Madhya Pradesh may consider taking over the infrastructure facility created by NAFED and private entrepreneur. Based on the discussions, the following decisions were taken: 1. The SHM will ensure that farmers are provided with quality planting material of indentified horticulture crops. 2. SHM will immediately provide list of nurseries in the State to NHB for accrediting the nurseries and also follow up the matter with NHB. 3. SHM will ensure the availability of nucleus stock for production of bee colonies by the bee breeders. SHM will nominate a nodal officer for monitoring pollination support through bee-keeping under NHM, which should be enclosed contact with NBB. 4. NHM will advise other States also to follow the similar approach for involvement of Chartered Accountants in the Project preparation. 5. SHM will ensure that all the whole sale markets should be equipped with the facility of electronic auction and permanent allotment of shops in the market needs to be avoided. 6. SHM will ensure uploading of monthly physical and financial progress at the District level on the NHM web site. 7. SHM need to reconcile the expenditure figures and upload the progress as per the audited statement of expenditure. 8. Beneficiary-wise list of SC/ST and Women Farmers covered under NHM may be provided. 9. Since large areas are being brought under horticulture crops under the NHM, SHM should keep record on the area diversified from agricultural crops to horticulture as well as areas converted from wastelands into horticulture. Bench mark data as in 2004-05 about the area, production, productivity and other available important facilities at the District level should also be maintained. 10. SHM will identify the clusters preferably in those areas, which have been developed under the Watershed Development Programmes to ensure convergence, especially for creation of water sources. 11. SHM should also conduct Impact Evaluation Study through independent organization of repute in the State and submit report to DAC. 2

12. The Annual Report and Success Stories to be documented by the SHM and submitted to DAC. 13. SHM will provide suitable reply on Horticulture Crop Insurance taken up by this Division regarding additional crops and new trigger points. 14. State Government of Madhya Pradesh may consider to take over the infrastructure facility created for citrus at Chhindwara. 15. SHM will furnish response on the issues indicated in the synoptic database proforma and PHM information proforma to this Department within a Week.
