Job Description: Hartlepool Young Peoples Foundation (HYPF) Chief Executive Officer Responsible to: The Board of Trustees Salary: 40,000-45,000 (Pro rata) Hours: 18.5 hours per week initially (hours to be negotiated) Role: To deliver the vision for Hartlepool Young Peoples Foundation, ensuring high quality services for children and young people in Hartlepool through its membership of providers Areas of responsibility: Stakeholder engagement: specific duties include Design and implement a stakeholder engagement plan that makes clear how, when and who to engage as key stakeholders in the pursuance of HYPFs mission. To be the public face of the organisation, ensuring that key messages and policies are communicated and promoted. To ensure children and young people are represented in the devlopment and ongoing functions of HYPF. To ensure that external communications raise HYPF s profile across sectors and that promotional materials accurately and persuasively present the vision, mission and values of the organisation. Leadership and implementation of the strategy: specific duties include To work closely with the Board of Trustees to oversee and deliver the Young Peoples Foundation Business Plan. To lead and shape the development of the Young Peoples Foundation. To lead and deliver a high quality and responsive, membership-led service that meets HYPF core values within the context of the needs of children and young people in Hartlepool. Lead and develop a long-term strategy for the organisation in partnership with the Board and HYPF members, and reporting on organisational performance. Lead and develop a new organisation, putting in place necessary policies, processes and procedures to ensure the effective governance and operations of HYPF.
To oversee the recruitment of the core staff team and provide operational guidance and support in delivery of the Young Peoples Foundation business plan. Through personal example, open commitment and clear action, value and celebrate the diversity of communities and the organisation and ensure that equalities policies are implemented in both service delivery and employment practices. Finance and Resources: specific duties include To design and implement a funding strategy that is innovative, achieves a healthy funding mix and support an implementation plan that is transparent and easy to monitor. To ensure sound financial management of HYPF s budget and small grants fund, and maintain healthy reserves of up to six months running costs and provide regular reports to the Board of Trustees. To ensure the sustainability of the HYPF, developing fund raising plans and achieving objectives for resources in terms of people and funds. To ensure efficient and effective management of the HYPF physical resources, including premises and equipment. To carry out and submit risk assessments for any proposed application for funding to the Board for approval, building contingencies into, for example, payments by results funding contracts to ensure that financial as well as delivery targets are met. Performance management: specific duties include To design and implement a performance management framework that ensures the high quality performance of staff and volunteers. To ensure that contracts meet agreed targets and achieve high quality outcomes for end users. To ensure that the interventions of the membership are evaluated to demonstrate the impact of the work of HYPF and how this maps against local priorities. Membership development and management: specific duties include To develop the membership of HYPF, maintain high quality relationships with its members and facilitate opportunities for members to work with and learn from each other. To work closely with members to understand barriers to sustainability and build the capacity of members. To engage members, as appropriate, in dialogue and decision making processes and ensure that the Foundation is genuinely member-led. To ensure that the offer to members as well as their obligations under their membership with HYPF is well-understood and consistently applied. To develop and deliver a regular and effective communication programme with charitable trusts, foundations and statutory funders.
