WIND POWER IN GHANA - STATUS Up Side ~ 2000 MW potential / ICE II/III* FIT tariff in place (~ 8 $ct/kwh) Projects have been develeoped (e.g. 150 + 75 MW Ayitepa wind farm)** Down Side Relative small market potential FIT-tariff might not suit, risk premium and IIR expectation/need No financial close of developed projects so far Quellen: *SWERA; ** Lekela 5

WIND POWER IN GHANA WAY FOREWARD What are pillars of a an attractive wind power market from a manufactures view? Good wind regime Decent volume: first project / size p.a. mid to long term, Stable frame work conditions and sufficient tariff regime Projects ready to be build and to be grid connected Option for Ghana: Increase tariffs: Possibly open up for PPA negotiations; this would need a credit worthy IPP/utility Concessional Finance: Could impact financing structure and could bring down project costs Risk mitigation instruments: Could impact financing structure and could bring down project costs 6

EXAMPLE SOUTH AFRICA: REIPPP Some of the main goals of the REIPPPP are: ALLEVIATE THE POWER SHORTAGE IN THE COUNTRY FUEL ECONOMIC GROWTH Goals DIVERSIFY THE POWER GENERATION IN THE COUNTRY JOB CREATION IN THE MANUFACTURING SECTOR OFFSET HIGH CARBON EMISSIONS The REIPPPP was designed to have 5 Rounds of bidding (tender submission) At each bidding round independent power producers are invited to submit their bids to the Department of Energy(DoE). Out of the projects submitted DoE chooses projects that will be awarded a PPA if they are able to reach financial close. 7
