GEERL SUMMRY The Director of Human Resources is responsible for the employee recruitment and retention of permanent employees. The position will also conduct all EEO, Title 7 and Title 9 investigations, assuring compliance and will administer comprehensive human resources functions/services throughout the college; ensuring legal compliance with regard to fair employment practices, wage and hour, state and board personnel policies, affirmative action and equal employment opportunity regulations and principles; and promoting effective human resource management practices. The Director of Human Resources area of responsibility extends across both campuses but the position s home office will be in Rangely, Colorado. Responsibilities and Duties HR Retention/Recruitment Employee recruitment for both campuses for permanent administration, faculty and classified employees. ssure compliance with hiring guidelines established by CCC and CCCS Manage hiring process from start to finish to ensure compliance with hiring guidelines established by CCC and CCCS while also ensuring compliance with all Federal and State laws. Train personnel as needed regarding leave requests, completing timesheets, leave benefits and procedures, fringe benefits and general campus information. Page 1 of 5
Workplace nswers- attend meetings/webinars for accurate information and proper launch. Develop, in collaboration with VP of dministration, salary schedules and policies and procedures to ensure equitable hiring practices. Review and distribute annual salary notifications Review job descriptions, make recommendations when needed. Termination of Employees both voluntary and involuntary Provide administrative processing for employees leaving the college. Conduct an exit interview relaying pertinent information regarding keys, forwarding address, e-mail account shut down and final pay procedure. Transfer final pay calculations, and benefit termination information to ssistant Director for payroll data entry. otify the appropriate departments for deactivation of accesses and securities Produce and submit all necessary CHOP requests to Central Payroll concerning involuntary terminations. HR Compliance Maintain compliance with Federal and State laws. Make recommendations to cabinet to update the CCC policies and procedures. ssure compliance with hiring guidelines established by CCC and CCCS EEO, Title VII and I investigations Set up and maintain confidential personnel records and files through BDM scanning Unemployment compliance Employee Evaluations Train and assist supervisory personnel in the employee evaluation and discipline process. Ensure that all employee evaluations are completed in a timely fashion and in accordance with CCCS policy. FML and Workers Comp claims Direct employees with FML or workers compensation claims to the ssistant Director. Complete initial incident reports with employees and relay to ssistant Director. Employee Disputes Evaluate and/or mediate employee disputes Serve as CCC Equal Employment Opportunity, Title VII and I Coordinator. System Requests ttend all monthly HR Director Meetings required by the System. ttendance of meeting held at the system office if preferred, however if travel is not possible attendance via telephone is permitted. Keep the ssistant Director up to date on meeting content. ssist with any software conversions or upgrades affecting payroll or personnel issues. Complete required federal and state reports in an accurate and timely manner. Complete special projects and/or requests assigned from CCCS Human Resources Other Maintain and continuously improve all Human Resource processes to ensure customer satisfaction and the highest level of efficiency possible. Minimum Qualifications and Substitutions This job requires any equivalent combination of knowledge, skills, abilities, education, and/or experience as indicated below: 1. Education and Training: Bachelor s degree in Human Resources or related field from an accredited University or College. 2. Prior Related Experience: Two (2) years of general human resource experience or experience in managing diverse personnel groups. 3. Licensure/Certification: OE 4. Equipment Skills: Effective computer skills, especially in the use of the Microsoft Office Suite. 5. Other Qualifications: a. Excellent oral and written communication skills, sound business judgment, tact and diplomacy; ability to interact with personnel at all levels of the college. b. Demonstrate a strong working knowledge of federal and state employment laws and regulations (e.g., FLS, FML, D, DE). c. Prior experience in coordinating or managing some combination of recruitment, compensation, employee relations, position classification or employee benefits matters.
