PREFACE Evaluation Systems group of Pearson prepared this document for the Minnesota Board of Teaching (BOT). It provides information about the Minnesota Teacher Licensure Examinations program (MTLE ). The first section of the report describes the purpose, structure, and composition of the MTLE, including a listing of the tests administered during the 05 06 program year. It also includes information regarding enhancements that Pearson has implemented in an effort to continually improve the MTLE. The second section of the report provides pass rate information on candidates who took one or more MTLE examination during the 05 06 program year. ii

Section I: Purpose of the Minnesota Teacher Licensure Examinations Introduction Evaluation Systems group of Pearson has developed the Minnesota Teacher Licensure Examinations (MTLE ) program on behalf of the Minnesota Board of Teaching (BOT). The main purpose of the MTLE program is to assist the BOT in identifying those candidates who have the basic skills, pedagogical, and content area knowledge needed to obtain an initial Minnesota teaching license. Examinations for licensure are required by Minnesota Rules Chapter 870, and the MTLE tests are based on and aligned to the Minnesota Teacher Standards. The MTLE program became operational in September 00 and includes basic skills, pedagogy, and content area tests. Please refer to the following page for a complete list of the tests available for administration during the 05 06 program year. Each test in the MTLE program was developed in accordance with the practices recommended by the Standards for Educational and Psychological Testing (AERA, APA, & NCME, 04), which require a clear definition of content domain and a rationale to support a claim that the knowledge and skills being assessed in a licensure test are required for credential-worthy performance. To verify that the MTLE reflect the knowledge and skills essential to an entry-level Minnesota educator, Pearson used the Minnesota Teacher Standards to draft test frameworks for each test field. Minnesota educators and educator preparation faculty reviewed test materials to confirm that they reflect the knowledge and skills a Minnesota educator must possess to receive a license in a given field. Minnesota educators also provided recommendations used by the BOT to establish a passing standard for each test. Composition of the MTLE Program Currently, the MTLE program includes 39 examinations for the fields listed on the following page. The major features of the MTLE test designs are as follows: All examinations are offered on computer. Most examinations include two subtests that cover the range of knowledge and skills needed for entry-level teaching in Minnesota. The MTLE Basic Skills and Elementary Education examinations each include three subtests. Most of the MTLE tests consist of selected-response (multiple-choice) items only. The MTLE Basic Skills Writing subtest consists of selected-response (multiple-choice) and two constructed-response items.

All the World Language Examinations (with the Exception of Chinese (Mandarin)) consist of both selected-response (multiple-choice) and constructed-response items; the Chinese (Mandarin) World Language Examination consists of constructed-response items only. Program Enhancements Pearson continually works with the Board of Teaching to evaluate and improve the quality of the MTLE program. Since the beginning of the program, the following enhancements have been implemented. Transition from MTLE Basic Skills to MNNES Essential Academic Skills examination. Under the direction of the Board of Teaching, Pearson discontinued the MTLE Basic Skills test after June 8, 06. The MTLE Basic Skills test was replaced with the Minnesota NES Essential Academic Skills (EAS) test effective August 30, 06. For candidates that needed to fulfill the basic skills test requirement prior to the implementation of the Minnesota NES Essential Academic Skills (EAS) on August 30, 06, the multi-state NES Essential Academic Skills test was made available from June 7, 06 through August 8, 06. Re-development of MTLE tests. Shortly after the first administrations of the MTLE tests in September 00, the Board of Teaching requested the redevelopment of the Vocal and Instrumental Music Subtest. Pearson worked with the BOT to create separate subtests for Instrumental Music and Vocal Music. In December 00, Pearson and the Board of Teaching convened a panel of music educators to provide a final determination on the 3

assignment of items to the two revised item banks. Based on those Minnesota educator recommendations, a separate Vocal Music Subtest test was created along with a separate Instrumental Music Subtest. A passing score review meeting was held on June 8, 0. The first administration of the new Vocal and Instrumental subtest tests took place in September 0. In spring 0 the Board of Teaching requested the redevelopment of the Special Education Core Skills (Birth to Age ) examination to align the tests with newly developed Minnesota Special Education standards. In December 0, Pearson and the Board of Teaching convened the Minnesota Bias Review Committee and a Minnesota Special Education Content Advisory Committee to review a draft test framework and draft test items for the redeveloped examination. Pearson revised the draft test framework as directed by Minnesota educators and then conducted a Content Validation Survey of the draft test framework with Minnesota teachers and teacher educators in spring 03. Pearson revised the draft test items as directed by the Minnesota teachers and conducted a pilot test of the test items in Minnesota during spring and summer 03. A passing score review meeting was held in Minnesota in fall 03. The revised Special Education Core Skills (Birth to Age ) examination became available for administration beginning in January 04. Conducted State Validation and Standard Setting Conference. In April 06, under the direction of the Board of Teaching, Pearson conducted a state validation and standard setting conference for the MN NES Essential Academic Skills examination (Subtest I: Reading, Subtest II: Writing, Subtest III: Mathematics). Minnesota teachers and teacher educators participated in a state validation and standard setting conference. Expert MN teachers and teacher educators from across the state participated in a structured process to make judgments regarding the validity of each test for use in Minnesota and determined that the test can be adequately used in Minnesota. A modified Angoff (Angoff, 97) procedure was used to gather standard setting ratings for the items included on each subtest. Teachers and teacher educators provided three rounds of standard setting ratings based on their professional judgment, their knowledge of the test field, their understanding of the qualifications of prospective educators, the content of the test items, and candidate performance on the examination. Pearson calculated a recommended passing score for each subtest included in the examination based on panel member standard setting judgments and provided the recommendations to the MN Board of Teaching. The Board of Teaching determined the passing score for each subtest. Enhancements to Assist Candidates. Pearson continually works with the Board of Teaching to examine program policies and materials and provide additional services and resources for candidates taking MTLE examinations. 4

Candidate preparation. Since program implementation, Pearson has added the following candidate preparation resources to the MTLE program website. o Online tutorials. Candidates have access to two tutorials. One tutorial allows candidates to preview the on-screen tutorial that is provided at the testing center. It includes information about how to navigate through a test, select answers to a test, and end the test. A downloadable interactive tutorial is also provided. This tutorial allows candidates to review and practice the functionality of the computer-based environment, including typing in an essay box, using an on-screen calculator, and entering special characters. o Test preparation video. Candidates can view an 8 minute test preparation video that provides an overview of test preparation and test taking strategies. It describes strategies for preparing for the subtests including how to effectively use the test frameworks and other available preparation materials and resources. o Test preparation worksheets. Candidates can download and complete test preparation worksheets that enable them to evaluate their level of preparedness for the subtests. The worksheets describe how to map the test framework to the curriculum associated with each subtest. o Expanded study guides. The expanded study guides provide sample multiple-choice questions with explanations of the correct response and other helpful study tools. By fall 03 expanded study guides were available for virtually all MTLE test fields. o National Evaluation Series expanded study guides and diagnostic practice tests. Additional fee-based study materials originally developed for Pearson s National Evaluation Series of tests have also been made available to MTLE candidates. Pearson conducted a crosswalk of the content of the National Evaluation Series materials to verify that the content was generally aligned with the MTLE. o Basic Skills Mobile App. The mobile app is available to aid users in preparing for any teacher preparation examination of basic skills by offering a review of reading, writing, and mathematics content. The app consists of 60 multiple choice questions (0 per subtest) with correct response explanations. Features include sample questions with detailed explanations, self-paced review or an option to create timed tests, detailed analytics, and free initial download (additional practice questions are available with in-app purchase). World Language and Culture: Chinese (Mandarin) includes all constructed-response items. An Expanded Study Guide is not available for this examination. 5

o Basic Skills Practice Test. In March 03, explanations of correct responses to multiple-choice items and analyses of sample responses to the written assignments were added to the online practice test. Candidates can review the correct response rationales to the multiple-choice items and review analyses of sample responses to the writing assignments that were rated at each score point. Candidate Registration and Administration. Since program implementation, Pearson has implemented the following enhancements to candidate test registration and administration. o o o Streamlined Registration Process. In September 0, Pearson improved the candidate registration experience by providing the ability to register to test and schedule a test appointment at the same time. Expanded Options for documenting need for Alternative Testing Arrangements. Pearson worked with the Board of Teaching to implement additional options for candidates to provide documentation of the need for Alternative Testing Arrangements. These options were available beginning in fall 03. Increased testing locations. MTLE tests are available at Pearson testing locations in Minnesota and world wide. Since the MTLE became operational in September 00, Pearson has continued to add test locations in Minnesota. As this report is written, the MTLE tests are available at 4 locations throughout the state. o Increased testing opportunities. To provide additional opportunities for candidates to take MTLE tests, Pearson increased the number and length of the testing windows for the program. Computer-based tests are now available by appointment, year round Monday through Saturday (excluding holidays) at test centers across the state and nationwide for virtually all tests. o Adjusted retake policy. The retake policy refers to the amount of time that candidates who do not pass a subtest must wait before they can retake the subtest. The original retake policy was set at 90 days. Upon the recommendation of the BOT, it has been changed and is now set to 45 days. o Provide preliminary passing status. By the end of 0, candidates began to receive a print out of their preliminary, unofficial passing status after they complete their test. This information is provided for multiple-choice only tests. World Language and Culture subtests which include constructed-response components are available periodically throughout the year. 6

o o o Provide official score report. As of October 05, candidates began to receive official score reports within 0 business days (excluding holidays) from the end of the test administration period. This was a reduction of about one week from the previous turnaround of about 5 days after the test administration period. Free re-tests. In summer 0, Pearson implemented a system that provides free re-tests to candidates who fail a subtest at least five times. There is no limit on the number of free re-tests that are provided to candidates. Live Chat. Beginning in fall 03, Pearson implemented Live Chat as another communication tool available to MTLE candidates and others seeking information about the program. Live Chat allows users to interact with agents in the Customer Contact Center in real time through text messaging over the internet. o Expanded Customer Contact Center hours. Beginning April 6, 06, Pearson expanded the telephone hours (Saturday 8 a.m. through 4 p.m.) that candidates can interact with agents in the Customer Contact Center. Beginning August 30, 06, Pearson further expanded their Customer Contact Center telephone hours to Monday Friday 7 a.m. through 7 p.m. Resources for understanding candidate scores on Basic Skills examination. Pearson worked with the Board of Teaching to expand the information that is included with candidate ereports. o Expanded descriptions of performance indices. The description of performance indices on candidate ereports was expanded to provide additional information concerning the relationship between the candidate s performance and the passing standard. o Detailed performance analysis. Beginning in early 04, candidates were provided additional information on their ereport regarding their performance on each test objective included on the Basic Skills subtests. Resources to Assist Faculty. Pearson has worked to provide additional resources and support for faculty at Minnesota educator preparation programs. Increased access to preparation materials. Faculty are able to receive a free trial of the fee-based, expanded study guides so they can review them prior to purchase to ensure that the product will meet their needs. In addition, educator preparation programs may purchase bulk orders of the fee-based preparation materials at discounted prices. Additional score reports. Institutions now receive annual information regarding their institution s performance and statewide performance on each test objective included in each subtest (as long as at least 0 candidates take a subtest). 7

ResultsAnalyzer trainings. Evaluation Systems invited faculty at Minnesota educator preparation programs to participate in a webinar to answer questions about ResultsAnalyzer and provide additional training in the use of the tool. A series of three webinars were initially provided for faculty. Additional trainings were offered as requested by the BOT. 8

Section II: Findings: September 05 August 06 The following reports are provided for the MTLE program.. The report provides information on the number of candidates passing by gender and ethnicity. Cumulative Retake Analysis. This report provides information on pass rates by test attempts. For each subtest information is provided for all candidates. The information includes the number of candidates who tested and the number passing on their first attempt, their second attempt, and their third or greater attempt. Interpretive Cautions. The notes below are an integral part of the accompanying tables. Pass rate tables include data from September, 05 through August 3, 06*. Mean SS=Mean Scaled Score: Scaled scores are from 00-300. An examinee must receive a scaled score of 40 or higher to pass the subtest. Examinees whose data are presented in this document may not reflect the same performance as that of examinees who will take these tests in the future. Extreme caution should be used in interpreting data for small numbers of examinees. The examinees for whom results are presented in this document may not reflect the same proportion of all the types and capabilities of examinees in the population who will take the tests in the future. Caution should be used in interpreting pass rate data by institution. These data are based on examinee self-reported responses to the optional test registration question, where have you received the majority of your educator preparation training. Pass rate data are based upon candidates best attempts. *For MTLE Basic Skills, pass rate tables include data from September, 05 through June 8, 06. 9
