3.0 RPL OVERVIEW What is Recognition of Prior Learning (RPL)? Recognition of prior learning is a method of assessment that enables candidates to have their current knowledge and skills formally recognised. Current knowledge and skills may have been acquired at work, through volunteer work, informal or formal training. What is the RPL process? STEP 1 STEP 2 STEP 3 STEP 4 STEP 5 There is a $75 application fee which must be made first. This fee is non-refundable (i.e. if you are unsuccessful in receiving full or partial recognition - the application fee is non-refundable). Please call 1300 737 006 and have your credit card details ready. Gather evidence for each relevant unit you must complete the Master Evidence List to help us understand what evidence has been provided. Submit your completed RPL Application Kit to admin@ilearnonline.com.au The RPL assessor has up to 20 business days to review your application and provide you with an official outcome by email. If additional evidence is required, the RPL assessor will contact you by email or phone. If you are eligible for partial or full recognition you will need to pay the course fee and enrol into the course. Please note: each student has up to three (3) attempts to achieve a competent outcome through the RPL process. If the student is deemed not yet competent on the third attempt, the student must complete the formal assessments in the training program. 4.0 EVIDENCE GATHERING Each student must provide documented evidence to support their RPL claims. Remember that collecting evidence can take time. The RPL assessor will assess all evidence according to the principles of assessment (see table 1) and rules of evidence (see table 2). Table 1 Principles of assessment Validity Any assessment decision of the RTO is justified, based on the evidence of performance of the individual learner. Validity requires: assessment against the unit/s of competency and the associated assessment requirements covers the broad range of skills and knowledge that are essential to competent performance: assessment of knowledge and skills is integrated with their practical application: assessment to be based on evidence that demonstrates that a learner could demonstrate these skills and knowledge in other similar situations: and judgement of competence is based on evidence of learner performance that is aligned to the unit/s of competency and associated assessment requirements Fairness The individual learner s needs are considered in the assessment process. Where appropriate, reasonable adjustments are applied by the RTO to take into account the individual learner s needs. The RTO informs the learner about the assessment process, and provides the learner with the opportunity to challenge the result of the assessment and be reassessed if necessary. Flexibility Assessment is flexible to the individual learner by: reflecting the learner s needs: assessing competencies held by the learner no matter how or where they have been acquired: and drawing from a range of assessment methods and using those that are appropriate to the context, the unit of competency and associated assessment requirements and the individual Reliability Evidence presented for assessment is consistently interpreted and assessment results are comparable irrespective of the assessor conducting the assessment. Table 2 Rules of evidence Validity The assessor is assured that the learner has the skills, knowledge and attributes as described in the module or unit of competency and associated assessment requirements. Sufficiency The assessor is assured that the quality, quantity and relevance of the assessment evidence enables a judgement to be made of a learner s competency. Authenticity The assessor is assured that the evidence presented for assessment is the learner s own work. Currency The assessor is assured that the assessment evidence demonstrates current competency. This requires the assessment evidence to be from the present or the very recent past. Certified documents All certificates and transcripts must be certified by an authorised witness. You must provide ilearn online with the business name and contact number. For the list of authorised witnesses, click on the link below www.ag.gov.au/publications/pages/statutorydeclarationsignatorylist.aspx Verifying qualifications An ilearn online assessor will contact the issuing RTO to verify the authenticity of your qualifications. Please note there are barriers involved with verifying your certificate, statement of attainment and record of results with the issuing RTO. In most cases, you will need to provide written consent or complete a consent form for ilearn online to verify the authenticity of your qualifications with the issuing RTO. This may cause some delay in the process and it is beyond our control. Evidence Types Evidence Type Resumes Workplace documentation Confidential evidence Information While a resume is a great way to summarise an individual s work experiences, ilearn online will require supporting evidence to verify each claim. Resumes only provide an overview of skills, qualifications and experience. When using workplace documentation, it is important to ensure that you have permission from the employer. Verification of workplace documentation will be required please provide referee details. Do not include sensitive information. Client names should be deleted and financial figures or other personal details should be blacked out and made unidentifiable. University qualifications and other certificates Generic evidence examples Depending on the qualification, it is important to remember that these may differ. This is because while the names may be similar, the outcomes, the terminology, components, learning objectives will be different and at times cannot be mapped to AQF units of competency. May include but not limited to: Videos of practical demonstrations Presentations Current position description Performance reviews Professional development participation Formal certificates Statement of attainments/attendances Third party evidence such as workplace samples Employer reference letter RPL Application Kit V1 Page 6

10.0 IMPORTANT INFORMATION Please read the information below carefully to understand what type of evidence can be used to support the RPL process. We are obligated by the National Regulator ASQA to collect evidence that is authentic, current, sufficient and valid. If we fail to do so, this may result in status cancellation. EVIDENCE TYPE EXPLANATION IMPACT ON THE RPL PROCESS Resume Certificates Statement of attainments Record of results Your resume is usually made up of information about your work history, skills, experience and academic achievements. If you have completed a nationally recognised course (i.e. your certificate bears the NRT logo) we will need to see a copy of your certificate and record of results. RTOs are able to map this evidence against the RPL requirements. Remember that we focus on the unit codes, not the unit names. Important note: Superseded certificates or units are considered to be out of date (usually 2 or more years old). You will need to provide additional evidence to demonstrate currency. Your resume is only useful if you are able to provide evidence that supports your claims. Nationally recognised VET courses: usually have the same unit codes, names, and content covered was developed from an endorsed training package can be mapped against the AQF requirements can be used as RPL evidence International courses: usually have different unit codes, names, and content covered the legislation often differs from that of the local laws and conditions fails to meet the AQF requirements University courses: usually have different unit codes, names, and content covered there is a different focus to the training program fails to meet the AQF requirements Non-accredited courses: usually have different unit codes, names, and content covered fails to meet the AQF requirements unable to verify content, standards and processes RPL Application Kit V1 Page 31

Supporting evidence Supporting evidence can be used to strengthen your RPL application by demonstrating currency. Important note: In-house and non-accredited training cannot be measured against VET training packages. They are not nationally recognised courses. A statement of attendance is not the same as a statement of attainment. Although, you attended the program the assessment tools and content covered cannot be measured against VET training packages. Examples of supporting evidence: In-house training External workshops Industry seminars/webinars Membership subscriptions to professional associations Duty statements Job descriptions Reference/employer letters Industry awards/nominations Statement of attendance Sample of documents Workshops, seminars and webinars are examples of professional development to show industry currency. The evidence you provide needs to support your claims. Generic examples include: Workplace forms/templates Standard checklists Office documents/reports Data spreadsheets Registers/safety logs RPL Application Kit V1 Page 32

11.0 FREQUENTLY ASKED QUESTIONS 11.1 Administration Processes FREQUENT QUESTION Why do you offer RPL and credit transfers (CT)? EXPLANATION Clause 1.12 of the Standards for RTOs 2015 states that the RTO must offer RPL to individual learners. Clause 3.5 of Standards for RTOs 2015 states that the RTO accepts and How much is the RPL application and how do I pay? How do I submit my evidence files? provides credits of previously attained units of competency providing the units comply with the packaging rules of the course. The cost for RPL is $75 per person. Each student has up to three opportunities to pursue this option. Payment can be made over the phone or by bank deposit. Please contact the office for more details. Once you have compiled your documents, please send them through to admin@ilearnonline.com.au I am trying to send my documents via email but they keep bouncing back because the files exceed the data limit. What should I do? Will I receive my USB back? How many days must I wait for my RPL application to be assessed? When should I apply for RPL or credit transfer? I am having trouble digitally signing the Candidate Declaration. What do I do? Clearly label your documents and ensure they are consistent with the Master Evidence List. You are welcome to use Dropbox to share the files with admin@ilearnonline.com.au Alternatively, you may copy your files onto a USB and send this to our postal address (refer to page 3). Always remember to keep a copy of all files being sent to us. ilearn online will retain your USB unless you request it back. Please email this request to admin@ilearnonline.com.au The assessor has up to 20 business days to provide you with feedback on your application. This applies to each RPL submission (up to 3 submissions allowed). Once you have paid for the course and any application fees, we recommend that you apply for RPL or credit transfer immediately. 11.2 Recognition of Prior Learning (RPL) FREQUENT QUESTION How can I make the most of my RPL application? EXPLANATION Your RPL application ultimately comes down to the evidence you submit. For compliance purposes, we require evidence that demonstrates your skills, knowledge, and experience in training and assessment. First, identify which units of competency you believe you can receive RPL. Refer to the minimum evidence requirements listed for each unit and gather the evidence suggested. Please take note of the word minimum. It is Can you elaborate on the RPL process? important that the documents listed in the minimum evidence requirements are submitted. The assessor will review your documents to determine whether they meet the rules of evidence (valid, authentic, current, and sufficient). If there are gaps in your evidence, the assessor will communicate this to you in an email. Since I have the TAE40110 Certificate IV in Training and Assessment, I have evidence documents, which I completed as part of my course. Is this ok? How strict are you when you specify the amount of documents required (e.g. two Training and Assessment Strategies)? What is gap training? Will you contact my referees? My referees are personal referees. Is this ok? It is important to understand that the RPL documents should be of a similar quality if you were to complete the formal assessments. Documents not developed within the workplace or developed after the fact might not be accepted as valid evidence. No. Any evidence or course work developed as part of your TAE40110 Certificate IV in Training and Assessment qualification cannot be recognised for RPL purposes. Very. When applying for RPL, you must meet the competency standards identified within each unit of competency. As such, some units have a specific amount of occasions a learner must demonstrate evidence of the same task. If you are able to submit some minimum evidence requirements but not all, then your assessor will email you a customised gap assessment tailored towards you. Yes. No, as they cannot verify your work experience, skills, and knowledge in a training and assessment environment. My evidence documents contain sensitive information. Consider blacking out names and other sensitive information. If you would like us to destroy evidence documents, please make this clear in your RPL RPL Application Kit V1 Page 34

How can I get around this? application. However please be aware that ilearn online must retain all evidence documents for at least 6 months. Perhaps you might consider submitting alternative sources of evidence. I have a Bachelor of Primary and/or Secondary Education and currently teach at a school. Can I use this towards my RPL application? I have worked at a university and designed programs, lectured and developed assignments and exams. Can I use this as evidence towards my RPL application? What is a VET based course? What sets the TAE40116 Certificate IV in Training and Assessment apart from primary, secondary, or university education? Further, your employer verification might be required to provide more detail than usual, however please be aware that RPL cannot be granted solely on third party evidence. If there are confidentiality issues regarding your evidence documents, please speak to your assessor first. It depends. The standards make it very clear that the TAE40116 Certificate IV in Training and Assessment is designed towards adult learning in a vocational and educational training (VET) context. This means designing programs, delivering content, and assessing adult learners on units of competency within qualifications outlined within the VET sector. If your school is a registered training organisation (RTO) and you train and assess learners over the age of 15 in a VET based course at your school, then this can be used as RPL evidence. It depends. Similar to the above answer, the standards make it very clear that the TAE40116 Certificate IV in Training and Assessment is designed towards adult learning in a VET context. If your tertiary institution is a registered training organisation (RTO) and you train and assess learners in a VET based course at your university, then this can be used as RPL evidence. The Australian Qualifications Framework (AQF) is divided into 10 levels, ranging from the lowest level (Certificate I) through to the highest level (Doctorate). Essentially, if you can find it on https://training.gov.au/home/tga then it is considered to be a VET based course. VET based courses range from levels 1 6, and include some level 8 courses. The TAE40116 Certificate IV in Training and Assessment is designed for individuals training and assessing adult learners in a VET context. The VET system is based on competency standards. These competency standards are defined by industry, are nationally recognised and have their own regulatory body. The competency standards focus on performance in the workplace, ensuring all learners who have achieved competency in a unit of competency or module can meet these minimum benchmarks. Whilst knowledge is important, there is a significant focus on workplace outcomes. RPL Application Kit V1 Page 35

I have a Bachelor of Vocational Education and Training. Can I use this towards my RPL application? I was told by someone (e.g., trainer, friend, etc.) that I would receive RPL for portions of or the entire course but I was approved for less than I expected. Why is that? Some minimum evidence requirements are similar for different units of competency. Can the same source of evidence cover both units? Yes, as this qualification covers adult learning in a VET context. We cannot speak on behalf of other training providers or other people s word when it comes to RPL. The RPL Application Kit developed by ilearn online ensures that all learners receive sufficient and clear information prior to submitting their RPL application. Further, the RPL process ensures that ilearn online remains compliant with the Standards for RTOs 2015 when collecting sources of evidence for each learner s application. If you are unsure whether RPL is right for you, talk to a trainer before applying. Yes. For example, submitting an assessment plan will cover one of the minimum evidence requirements for TAEASS401 Plan assessment activities and processes & TAEASS502 Design and develop assessment tools. 11.3 Credit Transfers (CT) FREQUENT QUESTION Do you charge a fee for credit transfer? I am only applying for credit transfers. Do I have to complete the entire RPL Application Kit? I already gave you my TAE40110 Certificate IV in Training and Assessment, which contains TAELLN401A/ TAELLN411 and/or TAEASS502B. Do I still need to apply for RPL for these units? What is an authorised witness and why do I need one? EXPLANATION Yes, the credit transfer fee is $75 per person. Payment can be made over the phone or by bank deposit. Please contact the office for more details. If you are only applying for credit transfers, please complete Section 5: Candidate Details and Declarations. As stated in the packaging rules for the TAE40110 Certificate IV in Training and Assessment both the TAELLN411 and TAEASS502B were electives and we cannot assume that you completed these units. For example, you might have completed TAEDEL301A, TAEASS301B, and BSBCMM401A as your elective units. Since the packaging rules for the TAE40116 Certificate IV in Training and Assessment state that TAELLN411 and TAEASS502 are core units, evidence of this would need to be demonstrated. An authorised witness is an individual who can witness a statutory declaration. If you are applying for a credit transfer, you will need an authorised witness to sign a scanned copy of your certificate and record of results. This is because the standards state that the RTO must verify documentation for authenticity reasons. Examples of an authorised witness includes: Justice of the peace Commissioner for declarations Police officer For the list of authorised witnesses, click on the link below: Can you contact the RTO and ask them to verify my certification? https://www.ag.gov.au/publications/statutory-declarations/pages/list-ofauthorised-witnesses.aspx Yes, we can. Please note there are barriers involved with verifying your certificate, statement of attainment and record of results with the issuing RTO. The Privacy Act would prevent us from accessing your personal records. In most cases, you will need to provide written consent or complete a consent form for ilearn online to verify the authenticity of your qualification RPL Application Kit V1 Page 37

with the issuing RTO. Please note that this may cause some delay in the process and it is beyond our control. Why can t I receive credit transfer for TAEASS401 Plan assessment activities and processes or TAEASS403 Participate in assessment validation? Why does the TAE40116 Certificate IV in Training and Assessment only have 1 elective unit? Does this mean some of my elective units will not be credit transferred? TAEASS401B Plan assessment activities and processes and TAEASS403B Participate in assessment validation were deemed not equivalent. Therefore, we cannot apply any direct credit transfers. If you submit additional evidence for these units (see minimum evidence requirements for more information) then we may be able to approve these units through RPL. If not, you will be required to complete gap training for these units. The packaging rules are different in the TAE40116 Certificate IV in Training and Assessment. We can credit transfer 1 elective unit only. For example, if you have the following electives on your record of results: TAEDEL301A, TAEASS301B, and BSBCMM401A. We can credit transfer 1 elective unit only. RPL Application Kit V1 Page 38

11.4 General questions FREQUENT QUESTION Collecting all these evidence documents appears to be very time consuming. Should I save my money and complete the course in full? Why are all these requirements so strict? EXPLANATION Before you apply for RPL, you should determine whether you have access to evidence documents relating to the TAE40116 Certificate IV in Training and Assessment. If you believe that the documents cover the minimum evidence requirements for the corresponding unit, then you should consider applying for RPL. The Standards for RTOs 2015 outlines many clauses for which registered training organisations such as ilearn online must abide by (refer to Clauses 1.8 1.12 for more information). The VET sector strives for continuous improvement, and the quality of trainers and assessors in the VET sector has been identified as an area for improvement. The strict nature of the TAE40116 Certificate IV in Training and Assessment requirements ensures that all trainers uphold a minimum standard when conducting training and assessing. It is important to understand the negative and indirect effects brought on by poor training and assessment practices. This is why we strive to ensure all I am not happy with my RPL outcome. What can I do? I want to find out how much RPL I can receive before I enrol into the course. Is that ok? learners demonstrate evidence of the minimum requirements to training and assessing, whether they apply for RPL, complete the course work, or a combination of both. Refer to the Student Handbook for more information about the appeals policy and procedure. You are welcome to request an appeals form from admin@ilearnonline.com.au To apply for RPL, you must be a current student (that is, have enrolled and paid for the course). Your RPL application will be processed once you have enrolled, paid for the course, paid the application fee and completed the RPL Application Kit in full. RPL Application Kit V1 Page 39
