Climate Change Policy and Science in Tokyo Yuko Nishida Bureau of Environment Tokyo Metropolitan Government
Tokyo Climate Change Strategy Basic points of a strategy Make the best use of environmental technology in Japan to reduce CO2 emission Involve not only big business but also other entities including small business and households Focus on the next 3-4 years to transition to the Low Carbon Society Make a bold investment using public and private fund
Basic Policies 1,Advance CO2 reduction measures by companies powerfully 2, Adopt a serious stance on the reduction of CO2 emissions from households 3, Create rules for the urban development in order to reduce CO2 emissions 4, Promote the reduction of CO2 emissions from automobile traffic 5, Create Tokyo s unique system, which assists each sector s CO2 emission reduction actions
Major Program 1 Advance CO2 reduction measures by companies Introduce cap and trading scheme targeting large-scale CO2 emitters. Promote energy conservation measures by medium and small companies by means of introducing Environmental CBO etc Request financial institutions to expand environmental investments and loans and announce the actual performance of the investment
Major Program 4 Promote the reduction of CO2 emissions from automobile traffic. Develop environmental automobile fuel promotion project Create rules for the utilization of fuel-efficient automobiles in order to expand the use of hybrid cars Create a system, which assists voluntary activities by private companies such as Eco- Driving Campaign
Major Program 2 Adopt a serious stance on the reduction of CO2 emissions from households Wipe out the use of incandescent lamps in households Spread photovoltaic generations and high efficiency energy-saving equipments Revitalize solar thermal market incandescent lamp Change compact fluorescent lamp Reduce maximum 80% of energy
Major Program 3 Create rules for the urban development in order to reduce CO2 emissions Obligate large scale buildings to meet certain energy efficiency performance Formulate the world-leading energy efficiency specification for the buildings and apply it to all city-owned buildings. - Full application of Tokyo energy efficiency design specification 2007 would drastically reduce CO2 emissions. Utilize local energy effectively and promote the use of renewable energy.
Major Program 5 Create Tokyo s unique system, which assists each sector s CO2 emission reduction actions Introduce CO2 emissions trading scheme Develop an energy efficiency promotion program to assist the energy efficiency actions by medium and small companies and households Examine the introduction of Tokyo s own Energy Efficiency Promotion Tax System ( This is discussed in Tokyo tax commission )
Tokyo Government s Initiative Apply Tokyo energy efficiency design specification 2007 to all city-owned buildings. Formulate Energy efficiency and renewable energy policy for city-owned buildings this summer. Establish Green Energy Purchasing Network collaborating with local governments around the country. Convert all vehicle traffic lights and pedestrian lights into LED lights. Develop a CO2 reduction program at the time of purchase. (Including public works)
Science Policy Linkage in Climate Change Policy Various Stage Issue Building Advice to policy maker and decision maker Policy Choice Clarify effectiveness and feasibility Program Building Data correcting and assessment
Case Study Policy Science Linkage Introduction of Cap and trade system 2002.2 Two Major program starts -- CO 2 Emission Management Program & Green Building program -- Study group for cap and trade 2002.11 Strengthening Two programs -- Discussion at TMG Environmental Committee 2003-4 Large scale energy Inquirers -- 1000 large buildings and factories 2007.6 Propose Cap and Trade Scheme
CO 2 Emission Management Program Participants: energy intensive business --Using more than 1,500 kl fuel or more than 6 million kwh electricity --Smaller business can participate in the program Require to submit 5year and in detail reduction plan --5-year planning period, mid-term and final reports --Support by TMG on plan building, implementing Establish Evaluation & Disclosure system
TMG Green Building Program Owner/ developer of new large buildings Require to assess their building plan in evaluation areas according to TMG guideline Disclosure the information on environmental performance Assessing Area Energy Efficiency Proper Use of Material Resource Site Greening
Science Policy Linkage from the viewpoints of policy maker Lack of suitable studies for policy & program building We need, Advice on early stage of scientific studies Updated, specific advice However, difficult to cope with Too detailed but uncertain advice
Science Policy Linkage from the viewpoints of policy maker To draw scientists interests to policy making and have more suitable advices Show the demand from policy-side To make it clear where we are heading and what we need Data Source To make various data accessible for studies Open Discussion Not in the backroom, but in the open
