This is a direct recruitment and the successful candidate will be offered Special Short Term (Ungraded) contract. This is a request for Curricula / expression of interest for the position of Programme Manager/Chief of Party. The envisaged length of service for this position is five (5) months with possibility of extension. Applications from qualified female candidates are especially encouraged. Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context: Under the supervision of the Chief of Mission of IOM Somalia, and the programmatic directives from the Community Stabilization Unit (CSU) in Washington, DC as outlined in the IOM Washington Corner s Term of References, the successful candidate will be responsible for the overall coordination of activities of the IOM field programme in Somalia, funded by the Office of Transition Initiatives (OTI). The OTI programme in Somalia is primarily a community-based, small grants initiative implemented in close coordination with the donor, with communities in priority areas, and with all levels of Government, particularly newly formed District Administrations and regional state institutions. The Programme Manager/Chief of Party will discharge a range of duties, provide overall guidance for the programme throughout the programme s geographic coverage, and serve as the primary Page 1 / 5

point of contact for USAID/OTI representatives in Nairobi, where both the OTI management and Programme Manager/Chief of Party will be based for the foreseeable future. Core Functions / Responsibilities: 1. Have full financial, administrative and programmatic responsibility for all programme activities in Somalia and ensure that IOM standards and operating modalities are met wherever the programme is implemented. This includes direct responsibility for coordination in Nairobi with both the USAID/OTI team and the IOM Mission on key programmatic, financial, logistical and management matters. 2. Conceptualize and design programme strategies and resource allocation in line with prioritized locations under the OTI portfolio, with a particular focus on areas recently recovered by the Federal Government of Somalia but also in support of the regional state formation process and broader peace, security and state building government targets. 3. In this regard, supervise and coordinate the work of the Deputy Chief of Party, based in Somalia, on a daily basis to ensure the programme strategies, implementation modalities and systems are aligned with the overall project objectives and expectations of OTI. 4. Work closely with USAID/OTI counterparts on a regular basis to ensure donor relations remain strong and to maintain a frequent dialogue with USAD/OTI toward addressing any concerns or problems. Particularly in the development of programme strategy, the Programme Manager will work to build concurrence with USAID/OTI counterparts. 5. Manage the relationship with USAID/OTI, predominantly in Nairobi but also during field missions to Somalia, and work in close coordination with the Head of the CSU in Washington, DC as part of IOM s global strategic partnership with USAID/OTI. 6. Hire and train all international programme staff as well as create, deploy and periodically fine-tune all programmatic systems, including database management, procurement, financial tracking, accounting and audit compliance. Ensure that all departments are coordinating together smoothly to achieve the programme objectives and supervise all in-country international and national staff. 7. In close conjunction with the management of the IOM Mission, the programme s Field Security Officer, and in accordance with the United Nations Department of Safety and Security (UNDSS) requirements, be responsible for the safety and security of all individuals implementing the programme. This includes ensuring that appropriate security information is regularly and appropriately disseminated and that relevant safety and security training is conducted in coordination with IOM s Staff Security Unit (SSU) when required. 8. Undertake regular field missions, security permitting, to oversee the project implementation, participate in state and non-state coordination fora and to build relations with key institutions. 9. Assess, develop a plan for, and oversee all related contracting staff, technical experts or service providers in relation to the programme. 10. Liaise with international and national counterparts to further the development and enhance the objectives of the programme. Seek programmatic partnerships and synergies when appropriate with other humanitarian and development partners and government entities. 11. Establish and support regularly updated systems for evaluating the political, security and recovery context as well as the emerging frameworks, programmes and priorities of broader state and non-state stabilization actors. 12. Actively consult with a wide range of sources, including management of the IOM Mission and IOM Washington, in order to continually assess the full context of the programme in the country and within the region, including in relation to other IOM programmes and priorities in the country. 13. Responsible for continually developing the programme throughout its areas of operation in accordance with programme objectives, updated strategic priorities, project successes, donor interests and UN security constraints. 14. Supervise the tracking of all programme expenditures to ensure budget recommendations are met, that all grant management and financial tracking instruments are reconciled and that all funds are spent in accordance with IOM standards and donor expectations. In coordination with the relevant IOM Mission departments, HQ and others, ensure the timely submission of financial reports to the donor. 15. Responsible for regular reporting on the programme, including all financial, narrative and database requirements, and ensure regular and proactive coordination with programme counterparts in the CSU in Washington, DC in support of the OTI 4- Corner management model. 16. In close coordination with the USAID/OTI Country Representative, ensure that small grant initiatives and related community and government relationships are developed in accordance with programme goals and objectives. 17. Act as the primary contact for the programme in work across multiple sectors that include, but are not limited to, health, education, municipal infrastructure, the promotion of Somalia arts, culture and sports, addressing youth at risk,, peaceful co-existence, strategic communications, water and sanitation and support initiatives that for counter violent extremism. 18. Develop and enforce anti-corruption measures and strengthen existing measures including the implementation of a sound Monitoring and Evaluation system to ensure the transparent use of donor funds. Required Qualifications and Experience Education Master s degree in Law, International Relations, Development Studies and Planning, or a related field from an accredited academic institution with eight years of relevant professional experience; or University degree in the above fields with ten years of relevant professional experience. Experience Progressive responsibility and with demonstrated supervisory experience in staff, security, budget and office management; At least five years of field and operational experience in programme formulation, implementation and evaluation; Page 4 / 5

At least three years of experience with USAID programming in a rapid transition or post-conflict area, with some of this experience having been with USAID/OTI; Previous work experience in community-based and/or small-grants programing, infrastructure works, procurement and civil-society strengthening highly desirable; Thorough knowledge of the United Nations Department of Safety and Security protocols and experience working in a Phase III or above security environment; Experience managing staff from diverse environments and backgrounds and in UNDSS phased security areas. Languages Fluency in English is required. Working knowledge of local language(s) is an advantage.
