The large influx of Rohingya is placing tremendous stress on the natural resource base in and around the refugee settlements, with far-reaching impacts on biodiversity, agro-forestry, water sources and air quality. Compounded by climate change, these impacts are generating new disaster risks which threaten lives and livelihoods of both refugees and host communities in an already fragile environment and displacement setting. The wide-scale influx has left many people facing a severe shortage of cooking fuel. WFP s October 2017 Safe Access to Fuel and Energy (SAFE) Rapid assessment observed that refugees are mostly reliant on the distribution of non-cooked food including rice and pulses to cover their meals with only few organizations supplying cooking fuels for cooking. This set-up leaves substantial gaps for and the displaced populations continue to harvest natural resources to fulfil their energy needs, as currently all but few households are dependent on firewood to prepare their meals. It is reported that people have been unable to prepare their rations, skipping meals multiple times a month or eating undercooked food in response to the increasing wood fuel shortage. To address these issues IOM, United Nations High Commissioner for Refugees (UNHCR), Food and Agriculture Organization (FAO) and World Food Programme (WFP) developed a Joint Proposal to address cooking fuel demand, environmental degradation and food security for the refugees in camps. The project has two primary objectives, the first of which is to address the Page 1 / 5

2 urgent cooking fuel needs of Rohingya refugees and host communities in Cox s Bazar, by introducing alternative clean cooking fuel and technology to reduce the incessant firewood collection devastating forests in and around the camps. The second primary objective focuses on improving economic livelihoods by rehabilitating the natural resource base while creating empowerment and livelihoods opportunities. Both objectives contribute to bolstering the health and nutritional status of both populations while securing a safe and healthy environment. The objectives address short, medium and longer-term challenges with activities benefitting both the refugee and host community populations, and therefore contributing to foster social cohesion. Under the overall supervision of the Transitional and Recovery Division Coordinator and the direct supervision of the Senior Advisor Energy Environment and Social Cohesion in Cox s Bazar, Bangladesh, the successful candidate that will oversee the coordination, planning, recruitment, management and monitoring associated with the Energy and Environment project and activities. Core Functions / Responsibilities: 1. In close coordination with the Senior Advisor, support the operational, technical, financial and administrative oversight of different IOM s Energy and Environment projects including the UN Joint Project on Access to Fuel and Energy and Environmental protection. 2. Review the technical aspects of projects and propose design of forms, tools, and procedures for implementation and monitoring using existing IOM programme as references. Define Information Management requirements and liaise with Programme Support Unit to create the database for the project. 3. Monitor compliance of projects to define clearly project outputs, outcomes and desired impact to guide the design of corresponding tool sets, skill sets, and mindsets needed for implementation of the project and ensure its compliance with IOM and donor standards. 4. Undertake regular field visits and monitoring to all project sites for quality control to ensure project activities are on track and to provide technical guidance to field staff. 5. Regularly provide updates on project progress, key results and challenges to the programme manager and senior management. In close coordination with the programme manager, ensure quality and timely project reporting to donors including other relevant reports and update as required. 6. Identify, evaluate and establish operational partnerships with other UN agencies, INGOs, government institutions and civil-society in support of IOM s programmatic objectives particularly in different Energy and Environment initiatives. 7. Identify appropriate technologies and approaches to energy, including fuels, stoves and renewable energy; Ensure implementation of Energy and Environment policies and strategies, including the Global Plan of Action for Sustainable Energy Solution in Situation of Displacement. 8. Undertake assessments and evaluations on energy for refugees and host communities on environment management and establish effective coordination, monitoring and evaluation system. 9. Coordinate the design of energy and environment programmes of the operations, identifying appropriate energy interventions, including alternative/renewable energy sources. 10.Coordinate and implement IOM s environmental sustainability projects in line with the United Nations sustainability efforts and global environmental policies. 11. Actively participate and contribute to Energy and Environment Technical Working Group and Page 2 / 5

3 provide backstopping support to the Energy and Environment Technical Working Group Coordinator. 12. Participate in other relevant inter-agency and governmental coordination mechanisms and meetings to ensure harmonization of approaches and strategies as they relate Energy and Environment. 13. Maintain appropriate coordination, linkage and information sharing with relevant different government structure and actors. 14. Contribute to further development of IOM Energy and Environment strategy and assist in design and proposal writing of new activities in this sector and provide technical advice on Energy and Environment to other IOM units and programme to ensure its linkage and mainstreaming into long-term approach. 15. Maintain dialogue with partners and relevant stakeholders to advocate, promote and advance organizational issues, priorities, interests and competencies for the success of the programme. 16. Carry out other activities that fall in line with the requirements of the Consortia. Required Qualifications and Experience: Education Master s degree in Natural Resource Management, Energy and Environmental Sciences, Renewable Energy, Energy Economics/Engineering or a related field from an accredited academic institution with five years of relevant professional experience; or University degree in the above fields with seven years of relevant professional experience. Experience Experience at international level with International Agencies/Organizations and/or International Non-Government Organizations is preferred. Relevant working experience in energy and environment at professional level, with 3 years in an international setting, preferably in developing countries. Experience in energy provision and energy and environment in humanitarian/development settings, planning, and monitoring and evaluation of energy and environment-related projects; demonstrated ability to coordinate and implement projects. Ability to apply knowledge from contemporary research in the field of energy and translate this into humanitarian settings; familiarity with emerging sustainable and appropriate energy technologies and renewable energy. Solid skills in analysis, using and presenting quantitative and qualitative data, and report writing. Familiarity with community-based and participatory approaches. Experience working in coordination and collaboration with national and local governmental authorities and donors, as well as with both local and international partner institutions and civil-society organizations. Experience and/or good knowledge of UN/IOM procedures would be an advantage. Excellent communication and interpersonal skills, including demonstrated ability to operate effectively across organizational boundaries. Demonstrated ability to manage project cycles; including project formulation, monitoring, reporting and evaluation. Strong writing skill as well as organizational and planning skills. Good capacities for strategic thinking, planning and management, ability to identify sustainable solutions to problems. Good understanding of Bangladesh context would be an added value. 4 Languages Fluency in English is required. Working knowledge of Bangla is an advantage.
