Plot Date: 8/8/2014 8:10 AM ORDER OF PRECEDENCE If conflicts arise between the Drawings and the Specifications the more stringent requirement shall govern. PROJECT SALES TAX REQUIREMENTS The Contractor(s) shall pay Iowa sales tax, local option or use tax on all materials and equipment to be incorporated into the Work. Included in the Project Manual is an Iowa Contractor s Statement form to be completed by the Contractor(s) and submitted to the Owner at the completion of the project. See the Instructions to Bidders, Agreement, and Supplementary Conditions for additional requirements. Within 5 days of Owner s request, the apparent low Bidder shall submit the estimated cost of such taxes to be paid. MEASUREMENT AND PAYMENT Mainline pipe shall be paid through the crossings. The unit price for crossings shall include: casing pipe as appropriate, cost to upgrade to restrained joint pipe as appropriate, excavation, backfill, etc. Refer to Specification Section 02224: Road Crossings and 02225: Stream Crossings. Payment for tracer wire shall be made based on the units of installed pipe. Additional tracer wire required to make pedestal terminations shall be considered incidental. Quantities listed on the bid schedule are estimated. Final quantities and payment shall be determined by Engineer GPS measurement. OWNER FURNISHED MATERIALS Water used for filling, flushing and disinfection shall be obtained from the Owner as long as it is not used wastefully. Seeding and Fertilizing for road ROW and lawn areas will be furnished by the Owner. BID SCHEDULE DESCRIPTION The Base Bid Schedule shall include installation of 3 miles of 8 distribution pipeline and associated miscellaneous appurtenant items. Alternate Bid Schedule A shall include installation of 4 miles of 8 distribution pipeline and miscellaneous appurtenant items. Alternate Bid Schedule B shall include installation of 5 miles of 8 distribution pipeline and miscellaneous appurtenant items. For additional information of the differences between the base bid and alternate bid schedules refer to the Drawings and Specifications. CONSTRUCTION LIMITS Construction activities shall be limited to within the public right-of-way, easement areas and Owner s property. Material storage may be located in the areas secured by the Owner and is subject to their final approval. Vehicle traffic shall be limited to the construction limits. Private easements are 75 as measured from the edge of the ROW. UTILITIES Utilities and other potential obstacles (underground facilities) have been shown only to the extent that they were observed at the surface or were known by others. The Owner and Engineer shall not be responsible for the accuracy or completeness of any such information or data. The Contractor shall have full responsibility for reviewing and checking all such information and data, locating all such facilities, coordination of the work with the others of such underground facilities during construction, and the safety and protection of all such underground facilities. FIELD TILE REPAIR AND PROTECTION Where field tile is suspected or encountered, property owner shall be notified by the Contractor. If the tile has been damaged, the Contractor shall notify the property owner and the project Owner when the tile has been repaired. Tile shall be repaired according to the requirements of Specification Section 02016: Existing Utilities, Underground Obstructions, and Subsurface Conditions and the Drawings. EROSION CONTROL Erosion control measures shall conform to the requirements of the Storm Water Pollution Prevention Plan included in the Appendix. BRASS COMPONENTS All brass containing components in contact with potable water shall be American made, lead free, conforming to the requirements of NSF 61, including Annex G. STAKING SHEETS All buried fittings shall be ductile iron mechanical joint with locking glands, restrained, thrust blocked and poly wrapped, unless noted otherwise. Refer to Specification Section 15064: PVC Pipe. Provide harness restraint for all pipe joints within 35 of fittings, valves and hydrants unless noted otherwise. Refer to Specification Section 15091: Joint Restraint. Items incidental to the unit price for all tie to existing bid items shall include the following items, unless noted otherwise: 1. Service saddle with PVC pack joint on new pipeline 2. Service saddle with corporation stop and PVC pack joint on existing pipeline. Work to be performed under pressure. 3. Gasketed SDR 21 PVC pipe 4. Gasketed ductile iron fittings, restrained, thrust blocked and poly wrapped 5. Line size push on gate valve, restrained 6. Tracer wire 7. Other items as required in Specification Section 15064: PVC Pipe Contractor shall verify existing pipe size and class before making required connections and ties. CONSTRUCTION SCHEDULE Pipeline construction located within private easements in crop production shall not begin until after crops have been harvested. A minimum of one (1) week prior to beginning construction, in these areas, Contractor shall notify the Owner and the Engineer of the intended start date. All connections and ties to existing pipe shall be limited to a maximum of four (4) hours of service interruption. Owner reserves the right to issue a stop work order when the frost depth extends below the topsoil. A stop work order issued after December 1, 2014 shall not be grounds for a time extension. All buried valves shall be line size mechanical joint gate valves, unless noted otherwise. Refer to Specification Section 15092: Gate Valves. All road crossings shall conform to the requirements of Specification Section 02224: Road Crossings and the Drawings. A summary of all road crossings is included in the Drawings.
